This article investigates technical assistance (TA) to CEE countries in relation to development aid in general. There is plenty of literature examining the foreign aid, but specific components of aid, like technical assistance, remain largely unexplored. One debate about development aid focuses on whether aid is primarily given to improve the situation in the recipient countries or if this improvement is simply a side-effect from aid based on political-military factors. This article argues that development aid, unlike technical assistance, is often provided based on political-military factors with the accompanying side-effect of improving the situation. To investigate aid money to CEE countries during their transition (1990—2004), we used data from OECD DAC that distinguishes technical assistance as a component of foreign aid. The analysis shows that the foreign aid to CEE countries in general seems to have been largely determined by political factors while the money provided for TA is shown to be especially determined by the recipient countries’ needs. The technical assistance has proved to be much more sustainable. The article concludes that empirical research should analyze the components of aid separately. Points for practitioners The volume of technical assistance to CEE countries cannot be explained by political and military developments in recipient countries. Instead, such assistance is intended to contribute to the adaptation and development of the recipient countries to their new situation. This analysis shows that the main motivation for TA is to improve the situation in the recipient country. This underlines the importance of such technical assistance as well as efforts to improve the way in which such the technical assistance is planned, provided and evaluated.

Purpose – The purpose of this paper is to argue that the analysis of corruption must distinguish between corruption in organizations where this kind of behaviour is widespread and corruption in organizations where it is rare, and must also distinguish between corruption as the outcome of an economic cost-benefit analysis and corruption induced by social-psychological factors. Design/methodology/approach – This is a conceptual paper. Findings – In order to be effective in combating corruption, a fit is needed with the main determinants of corrupt behaviour: first, at the individual level in which either personal morality, social or economic considerations are at stake; second, at the organizational level in which social-psychological factors might be determinative; and third, at the contextual level in which economic prosperity, the nature of the political system and cultural features are important. ABSTRACT There is limited amount of empirical studies concerning job satisfaction in inpatient psychiatric care. However, job satisfaction has several implications on public administration and management. The objective of this study is to identify factors having positive impact on job satisfaction among Swedish psychiatric nursing staff in an inpatient psychiatric clinic. The cross-sectional study is based on Herzberg’s motivation-hygiene theory. The survey was distributed among nursing staff at a psychiatric university hospital clinic in Western Sweden. Overall, job satisfaction was rated relatively high, and salary was rated the lowest of all factors investigated. Unlike the premises in Herzberg’s theory, salary showed a positive correlation with job satisfaction and not only in preventing dissatisfaction. Hospital managers must be attentive to salary levels and staff turnover. Psychiatric nursing personnel in Sweden lack competitive salaries, and hospital administrators should encourage nursing staff to improve relationships between staff and managers and establish good relationships among colleagues.

The EU enlargements of 2004 and 2007 that effectively increased migration from the EU’s new member states to its old ones, or the EU-15, has prompted debate in several countries regarding policies aimed at countering worker migration. In response, we here investigate the controversy by focusing on Poles and Romanians as the figures of such migration, which in old member states has spurred xenophobic attitudes. Specifically, we examine how many Poles and Romanians actually migrated, to which countries, and the reasons behind their migration, as well as scrutinise the development of xenophobic attitudes toward Polish and Romanian immigrants and how such intolerance impacts national policies in old member states? In conclusion, we argue that the debate concerning migration within the EU not only exaggerates actual migration, but also promotes myths meant to protect national interests, thereby suggesting that policies aimed at countering worker migration require evidence-based research.

Abstract Reforms of the public sector, conducted in the spirit of NPM since the 1990s, are frequently studied by Western and Eastern scholars. The research shows national variations in how the NPM idea was translated and adapted into a country’s context and regulations. Care for the elderly is an interesting example of reforms conducted in the spirit of NPM, because it relates to welfare and health care and to the competences of provincial and local authorities in most European countries. This paper addresses the following questions: What do we know about the reforms conducted in the spirit of NPM and its practical implication within the field of care for the elderly during 1990 - 2010? What kind of knowledge about care for the elderly is still missing and should be developed in the future ? Th is paper conducts comparative research on what is known about the effects of the Swedish and the Polish reforms regarding care for the elderly. It argues that most literature points to negative effects, but also to the fact that there are still gaps in our knowledge about the effects of reforms concerning elderly care, especially regarding its organization. Hence, despite all the research done, we do not know what kind of social and health-care services for seniors represent the best practices for the future.

Abstract According to Action Agenda 21, which was adopted at the Rio Conference in 1992, sustainable development is a major objective for local and global development. Economic growth, good living conditions, and protection of the earth’s natural environment are important to all people in the world. This article focuses on one aspect of sustainable development, i.e. on environmental sustainability. Research shows that local government can take a leading position in protecting the natural environment and disseminating information on it among stakeholders. However, our knowledge about the dissemination of environmental information practices among stakeholders is limited. The purpose of this research is to fill a gap in current knowledge, to describe and compare the practical work with dissemination of such information among stakeholders in Swedish and Polish municipalities. The questions to be answered are: What environmental information is collected and produced by the local government ? At what stakeholders is such information targeted ? and What effects does it have on decision-making by stakeholders in the investigated municipalities ? The study is based on state regulations, the homepages of municipal offices, and policy documents, official reports, and semi-structured interviews with key managers responsible for the protection of the natural environment in the studied municipalities. Data were collected from late 2015 to early 2017. This research indicates that dissemination of environmental information has a positive effect on the decision-making of internal stakeholders. In both countries, the municipal authorities follow the EU recommendations, resulting in innovative work and growing environmental awareness among the municipal authorities, the residents, and other stakeholders. Improvement of the natural environment is perceived as “a must” for the future. Nonetheless, especially larger municipalities face challenges because the production and dissemination of environmental information is time-consuming. In the long run, however, surprisingly positive effects on the local protection of the natural environment appear.
