Abstract This paper gives rigorous definitions of the rebound effect, not only in the well described single commodity case ( Khazzoom, 1980 . The Energy Journal 1(4), 21–40.), but also for a multiple commodity case. It is shown that the familiar laws for the single case do not hold for the multiple case. The paper describes the state of the art of empirical estimation of the rebound effect, with special focus on the estimates done for the Netherlands. We conclude that according to every definition, empirical evidence shows that the RE is probably small: between 0 and 15%.

Technical studies suggest that there exist many opportunities to improve energy efficiency, and that a substantial proportion is profitable by current business standards. This study deals with the question why so many of these profitable opportunities are not used. Reasons for not implementing profitable opportunities are idetified, and their effect is estimated on the basis ofa survey among Dutch firms, designed specifically for this study. The reasons that prevail indicate what policy measures may accompany energy taxes in the pursuit of energy efficiency improvement. In addition, energy efficiency elasticities are estimated, as well as the factors that determine the elasticities. These too indicate opportunities for government policy, if it wants to improve the effectiveness of energy taxes.

Abstract This paper reports on a simulation model for the Dutch tourism market. The model attempts to capture the principal determinant mechanisms of tourism demand by households, and tourism supply by industries. Demand is disaggregated into different types of holidays per region or country, and is modeled by means of a three-stage decision process, applying advanced econometric techniques on high quality micro and macro datasets. The supply side of the market is also split up into branches: supply is modeled through prices, equally estimated using econometrics, and large datasets. The working of the model is illustrated by a medium term forecast and a simulation exercise.

The transition of Central and Eastern European (CEE) economies from a “centrally planned administrative controlled economy” to a “market-oriented economy” involves a complex process of political, institutional, socio-economic and behavioural changes. This paper addresses the issue of modelling the economy and energy sector changes and their interactions in a way that supports the energy policy maker to guide this process in a ‘desired’ direction and avoiding costly errors in implementing ‘wrong’ policies and strategies that would contradict its objectives. Clearly the transition process of the East European countries is one of the most challenging events of our times for policy makers and thereby also for energy model builders to analyse in support of their decisions.
