An Institutional Explanation of the Democratic Peace

We examine formally the link between domestic political institutions and policy choices in the context of eight empirical regularities that constitute the democratic peace. We demonstrate that democratic leaders, when faced with war, are more inclined to shift extra resources into the war effort than are autocrats. This follows because the survival of political leaders with larger winning coalitions hinges on successful policy. The extra effort made by democrats provides a military advantage over autocrats. This makes democrats unattractive targets, since their institutional constraints cause them to mobilize resources for the war effort. In addition to trying harder, democrats are more selective in their choice of targets. Because defeat is more likely to lead to domestic replacement for democrats than for autocrats, democrats only initiate wars they expect to win. These two factors lead to the interaction between polities that is often referred to as the democratic peace.

The Political Determinants of International Trade: The Major Powers, 1907–1990

We test three arguments about the effect of international politics on trade flows. The first argument states that trade flows are greater between states with similar interests than those with dissimilar interests, the second that trade flows are greater in democratic dyads than nondemocratic dyads, and the third that trade flows are greater between allies. We examine trade flows between the major powers from 1907 to 1990. This period provides variation on all three independent variables of interest and allows us to separate the three arguments empirically. We estimate a gravity model of trade with the above political variables added. Our results demonstrate that joint democracy and common interests increase trade in a dyad, but alliances generally do not, even when controlling for polarity of the system.

Capabilities, Uncertainty, and Resolve: A Limited Information Model of Crisis Bargaining

This paper presents and solves a crisis bargaining game under limited information. The sides alternate offers from three possible offers, with war and its costs starting if the targets counteroffer is rejected. The equilibrium of the model falls into four different cases. These four cases are analyzed to determine how the sides communicate through their offers and how the costs of war, initial beliefs, misperceptions, and distribution of capabilities drive the probabilities of a crisis and war. The model demonstrates a joint selection bias-misspecification problem in empirical studies of crises arising from the unobservable nature of beliefs. Several empirical studies of crisis bargaining are discussed in the light of this methodological problem, new patterns of evidence are found that support the presence of the selection problem, and their conclusions are reexamined.

Alliances, Credibility, and Peacetime Costs

Alliances are not perfectly credible. Although alliances raise the probability of intervention into war, many allies do not honor their promise in wartime. A formal model of alliances as signals of intentions to explore the credibility of alliances is presented. One state threatens another. A third state shares an interest with the second in preventing the demands of the first. A simple model of a crisis among these three is solved first without an alliance between the second and the third states. The author then allows them the chance to form an alliance before the crisis. Alliances have two effects: (1) the ability of the allies to fight together is increased, and (2) peacetime costs on the allies are imposed. The model with alliances produces a wide range of strategic behaviors. The implications of the model for the formation, credibility, and deterrent effects of alliances are broadly consistent with stylized facts in the literature.

Modeling the forms of international cooperation: distribution versus information

The problems of distribution and information impede international cooperation. They arise when actors select how they will cooperate. An exploration of the interaction between these problems using a limited information model of cooperation leads to six conclusions. First, leadership solutions to coordination problems always exist, but leadership here is very different from hegemonic provision of public goods. Second, actors can cooperate in the face of anarchy even without a shadow of the future. Third, diffuse reciprocal strategies arise naturally in coordination problems. Fourth, norms and institutions are intertwined within successful cooperation. Fifth, the form of cooperation on an issue varies with the relative importance of distribution and information. Finally and most important, distributional and informational problems interfere with each other. Arrangements to cooperate can successfully address one, but not both, of these problems.

Political Institutions, Policy Choice and the Survival of Leaders

Institutional arrangements influence the type of policies that leaders pursue. We examine two institutional variables: size of the selectorate (S) – the set of people who have an institutional say in choosing leaders – and the size of the winning coalition (W) – the minimal set of people whose support the incumbent needs in order to remain in power. The larger the winning coalition, the greater the emphasis leaders place on effective public policy. When W is small, leaders focus on providing private goods to their small group of supporters at the expense of the provision of public goods. The size of the selectorate influences how hard leaders work on behalf of their supporters. The greater the size of the selectorate, the more current supporters fear exclusion from future coalitions. This induces a norm of loyalty that enables leaders to reduce their effort and still survive. As a first step towards a theory of endogenous selection of institutions, we characterize the institutional preferences of the different segments of society based on the consequences of these institutions for individual welfare. We conclude by examining the implication of the model for the tenure of leaders, public policy, economic growth, corruption, taxation and ethnic politics.

Arms versus allies: trade-offs in the search for security

Nations have two methods of increasing their security: building arms and forming alliances. Both methods present different political costs that must be incurred to raise security. Building arms requires shifting economic resources to the military. Forming alliances requires abandoning interests that conflict with those of the ally. Each of these strategies produces domestic opposition. A nations response to a threat to its security must weigh the relative attractiveness of arms versus allies, both in terms of their effects on internal politics and on their external benefits. Three cases are examined in the light of this argument. The response of Austria and France to the unification of Germany in the 1860s is the central case. Theories of alliance formation based on neorealism and the offense-defense balance predict that Austria and France should have allied against the mutual threat of Prussia. This article argues that they did not form an alliance because arming separately presented lower political costs. World Wars I and II likewise are analyzed from the perspective of the argument above.

Policy Failure and Political Survival The Contribution of Political Institutions

The authors advance a theory of the effects of political institutions on state policy. The theory explains how political institutions affect the ability of leaders to maintain themselves in office, why some political systems are more prone to policy failure than others, and why autocrats create mass political systems. The key characteristics of institutions in this theory are the sizes of a politys selectorate and winning coalition. The authors derive hypotheses from the theory and test those hypotheses using a data set covering more than 2,700 leaders from all states in the period from 1816 to 1990. The statistical tests demonstrate that (1) large winning coalitions are associated with enhanced economic growth, (2) tenure is shortened by a large winning coalition but lengthened by a large selectorate, and (3) in the face of policy failure, leaders with a large selectorate are more likely to survive than those in systems with a large winning coalition. The authors conclude by discussing the implications of these results.

When do states follow the laws of war

The laws of war seek to regulate conduct during wartime. The record of compliance with these treaties is mixed. I explain compliance as the result of publicly accepted and so legally binding agreements that create incentives for the parties to enforce those agreements through reciprocity. Ratification by a democracy is a signal that it intends to abide by the treaty standard; those that ratify are more likely to comply. Ratification does not effect the behavior of nondemocracies, however. Ratification of the relevant treaty by both warring parties strengthens reciprocity. There is a hierarchy of average compliance across issues which matches the scope for violations by individuals on each issue, with greater scope for such violations corresponding to lower levels of compliance.

Capabilities, Perception, and Escalation

The evolution of crises depends upon interpreting intentions under uncertainty. We model crises as a game of two-sided incomplete information. Players are uncertain about their own payoffs from war because of differences between observable and actual capabilities. We derive four hypotheses, testing them against crises in Europe between 1815 and 1970. We show a nonmonotonic relationship between ex ante observable capabilities and the likelihood of violence in a crisis, as well as the ex ante likelihood of a negotiated settlement. We answer five questions: (1) How do differences in observable capabilities between rivals influence the likelihood of a crisis and the escalation to violence? (2) How do intangible capabilities alter the effects of observable capabilities on the likelihood of conflict and violence? (3) What do national leaders learn from the responses of their adversaries in crises? (4) Under what conditions can deterrence succeed? (5) Under what conditions are the strong likely to give in to the weak or vice versa in a crisis?
