Families in multi-problem situations: Backgrounds, characteristics and care services

ABSTRACT The article reviews practical experiences and theoretical reflections from the Dutch child and youth care sector on the provision of care for families with multiple problems. Emphasis is laid upon the complex relations between socioeconomic and psychosocial problems, and subsequent issues that may arise in arranging child and youth care. Furthermore, the current state of discussion in program development for the target group in the Netherlands is introduced. The originally English concept of families with multiple problems has been used only modestly in German-speaking countries. This is remarkable from an international perspective, especially considering the re-emerging prominence of social policies that define families as a site of social work practice in English-speaking countries. We conclude that the themes, as derived from our review open up possibilities for further international comparisons, and can provide valuable reference for the transnational discourse about child and youth care services for families with multiple problems.

Self-reported care activities in a home-based intervention programme for families with multiple problems

Purpose – The purpose of this paper is to describe the development and application of the KIPP-list of care activities. The acronym KIPP stands for Knowledge and Insight into Primary Processes. The instrument is intended as a tool for family coaches to systematically report care activities conducted in the Dutch family support programme Ten for the Future (in Dutch: Tien voor Toekomst). Design/methodology/approach – The design of the instrument was based on the components of the programme and a literature search for similar instruments used in the Netherlands, complemented by a staff survey. A series of three studies was carried out to test the instrument’s validity and user-friendliness, and to assess its potential for programme evaluation. Findings – The majority of care activities were performed in cooperation with one or both parents alone, and less frequently with children or external professionals. Although the main focus of the work of the family coaches fell into the categories of “collecting information” and “working towards (behavioural) change” with families, the relatively high frequency of all the types of care contacts emphasises the intensity of this family support programme with a complex target group. Originality/value – Data gathered with the instrument provided meaningful information by descriptive analysis. KIPP thereby proved its general feasibility in increasing insight into service provision. The instrument can be useful in several stages and on several levels of quality assurance and service optimisation, including reflective practice, supervision, team management and research.

De ondertoezichtstelling in de gezinsvoogdij: Een effectieve vorm van interventie?

Binnen de jeugdzorg kan als gevolg van een zorgelijke opvoedingssituatie waarin een minderjarige verkeert, het toepassen van een kinderbeschermingsmaatregel noodzakelijk zijn. Als ouders het gezag over hun minderjarige kind niet (meer) op de juiste wijze uitoefenen, dan kan de rechter het gezag van de ouders beperken (ondertoezichtstelling, OTS) of ontnemen (ontheffing of ontzetting). Het doel van de gezagsbeperkende of gezagsontnemende maatregelen is de bescherming van en de hulpverlening aan de minderjarige. Een OTS wordt uitgesproken ‘… indien een minderjarige zodanig opgroeit dat zijn zedelijke of geestelijke belangen of zijn gezondheid ernstig worden bedreigd en andere middelen ter afwending van deze bedreiging hebben gefaald of, naar is te voorzien, zullen falen’ (Van der Linden, Ten Siethoff & Zeijlstra-Rijpstra, 1999, p. 81). Tot de invoering van de nieuwe Wet op de Jeugdzorg in 2005 beperkte de kinderrechter het gezag van de ouder door het kind onder toezicht te stellen van een gezinsvoogdijinstelling. Met de invoering van de Wet op de Jeugdzorg is de term gezinsvoogdij- instelling komen te vervallen ‘en vervangen door de term een stichting als bedoeld in art. 1 sub f’ van de Wet op de Jeugdzorg. Deze stichting wordt door Bureau Jeugdzorg in stand gehouden (Punselie, 2006, p. 61). Omdat de term, maar niet de inhoud van het gezinsvoogdijwerk is veranderd en omdat de gebruikte literatuur voornamelijk betrekking heeft op de tijd voor de invoering van de Wet op de Jeugdzorg, wordt omwille van de leesbaarheid hiernavolgend de term gezinsvoogdij-instelling gebruikt. De gezinsvoogdijinstelling gaat een gezagsfunctie naast de ouder vervullen. Deze taak wordt ingevuld door de gezinsvoogd. Gezinsvoogdij-instellingen hebben van rechtswege de opdracht het kind en zijn gezin pedagogisch te ondersteunen (Bakker, 2001). De OTS is bedoeld om de bedreiging van de zedelijke of geestelijke belangen, of van de gezondheid van de minderjarige, af te wenden. Om deze doelstelling te bereiken ‘… houdt de gezinsvoogd toezicht op de minderjarige en biedt deze hulp en steun aan de ouders, met als doel deze ouders zoveel mogelijk de verantwoordelijkheid voor de verzorging en opvoeding te laten behouden’ (Bartels, 2005, p. 67).

The sound of study: Student experiences of listening in the university soundscape

The students from three universities (Groningen, Oldenburg and the University of Applied Sciences in Utrecht) were surveyed on the experience of hearing and listening in their studies. Included in the online survey were established questionnaires on hearing loss, tinnitus, hyperacusis, a subscale on psychosocial strain resulting from impaired hearing and a questionnaire about students’ perceptions of listening ease in study environments. Results from the 10,466 students who completed the survey (13% response rate) are highlighted, with particular attention to listening ease and measures proposed by students for improving it. The number of students having problems with hearing and listening transpires to be substantially larger when research is not constrained to students with a recognised hearing impairment, suggesting that listening is primarily a sociocultural performance and achievement rather than an artefact of physical attributes. One finding from our survey is that classroom practices could be more effective if study soundscapes are improved, while universities might exercise greater inclusive responsibility for study as a high quality sensory experience for the benefit of all students.
