Participation of Accredited Laboratories in Proficiency Testing Schemes and Interlaboratory Comparisons

This paper presents the elements of metrology laboratory accreditation for calibration in the scope of calibration E-05 Dimensions, and calibration for the subject: the distance and angle measures. During the accreditation, but also in its maintenance, calibration laboratories must prove their competence. Each laboratory must have the quality management procedures for monitoring the validity of the calibrations performed. This monitoring shall be planned and reviewed through: internal quality control, participation in the interlaboratory comparisons or proficiency testing schemes, repeated calibrations using the same or different methods, re-calibration of the saved samples and correlation of results for different characteristics of the sample. According to the ISO/IEC 17025:2005 standard, competence is proved by participating in interlaboratory comparisons or participation in Proficiency testing (PT) schemes. This paper aims to stimulate discussion and debate about ways of proving competence of calibration laboratories. We believe that, in the interpretation of ISO/IEC 17025, the laboratory can demonstrate competence by participating in any activity, PT schemes or interlaboratory comparisons, and they are equal to this need. The procedure and the results of the interlaboratory comparisons between two accredited laboratories will be described.

Effects of Low Temperatures in the Line of Sight of Digital Levels

AbstractDigital levels are high-precision instruments that use bar-code rods and sensitive charged-coupled device (CCD) linear sensors. To determine the height difference, it is necessary to bring the line of sight to the horizontal position. Horizontality of the line of sight is achieved by the compensator. Technical characteristics of the level are checked within the calibration. Level calibration was performed in an accredited laboratory of the University of Belgrade, Faculty of Civil Engineering. However, between two calibrations, the level was used in a variety of conditions and was exposed to different environmental conditions. To check the performance of the entire system (i.e., level, tripod, and rods), an experiment was conducted to calculate calibration curves of the line of sight of three sets of equipment that include three digital levels. Creation of land fund for the purpose of land management in the Republic of Serbia

This paper presents the activities carried out by the authorities of the Republic of Serbia in order to properly manage agricultural land. It is well known that land, as a scarce resource in any country, must be managed in a proper way. The government is in charge of land management, land legislation and land policies that have a major influence on land development. The Republic of Serbia is currently in transition from fully state owned land to private ownership, but this path is fraught with numerous obstacles. While the experiences of other countries may help avoid some common pitfalls, each country faces a unique set of challenges not found elsewhere. To be able to properly choose the right direction of land management, it is essential to consider multiple potential scenarios of good land stewardship. A land fund is an example of a good international practice that countries like Serbia should follow, implement and adapt in a way which reflects its national heritage and current circumstances. The real estate market is turbulent and changes over time, but it must be and remain transparent, open and without restrictions in order to assure the wellbeing of future generations and development of the country.

Testing the Operational Quality of the Permanent GNSS stations network within AGROS RTK Service

Using the Active Geodetic Reference Frame of Serb ia (AGROS) RTK service one can determine spatial local reference network coordinates. Such n etwork represents a local realization of the spatia l reference system spreading over the area where a st ate urvey is performed. We presented a research performed along the polygon used for student practi ce in 2012/13. The goal of the investigation was te sting a quality and reliability of the AGROS network. We ma de a measurement plan for a ten days period. We controlled the quality of obtained results accordin g to the parameters for following and controlling t he measurements ( σp<2 cm, σh<3 cm, PDOP<6). All calculations were done on WGS-8 4 ellipsoid in Cartesian coordinates, in order to avoid the error of the coo rdinate transformations into a projection plane.
