The United States, A Self-Interested Superpower, began reinventing itself as a disinterested good neighbor with its early twentieth-century foreign policy aimed at maintaining stability in the Americas through cooperation and trade rather than through military force. Describing this “Good Neighbor Policy” in a speech in Honduras, President Hoover assured, “We have a desire to maintain not only the cordial relations of governments with each other but also the relations of good neighbors.” Franklin Delano Roosevelt concurred, at least rhetorically: “In the field of world policy I would dedicate this nation to the policy of the good neighbor—the neighbor who resolutely respects himself and, because he does so, respects the rights of others—the neighbor who respects his obligations and respects the sanctity of his agreements in and within a world of neighbors.”1
