Do Labour Parties Suffer from Declining Turnout? Evidence from Norwegian Local Elections

Abstract The argument that declining voter turnout harms social democratic parties has received little support in research on national elections, but partisan consequences of declining turnout in local elections has been less explored. Norwegian local elections – where both turnout and support for the Labour Party have declined since the early 1960s – are used as a test case. Analyses of aggregate data gave no systematic support for the hypothesis that Labour suffers from lower turnout. Declining turnout and declining Labour Party vote were not causally related, and the correlation between the two variables seemed to be the result of other long-term social changes. Analyses of survey data pointed to three flaws in the premises on which the hypothesis was based. First, the effect of declining turnout on the biased class composition of the abstainers was ambiguous. Second, the Norwegian Labour Party suffers less from differential turnout than before as a result of declining class voting. Third, the Labour Party may suffer from a demobilisation of the working class, but the party may also benefit from a demobilisation of the young.

Between Opinion Leadership and ‘Contract of Disagreement’: The Norwegian Labour Party and the European Issue (1988‐1994)

The Norwegian Labour Party elite advocated European Union membership in the 1994 referendum, but the party’s members and voters were divided. This article examines the party leadership’s conflict management strategies. The possible tradeoff between, on the one hand, seeking a given policy outcome (in this case, Norwegian membership of the EU), and, on the other, maximising votes and maintaining party cohesion, is focused upon. In the 1972 referendum on Norwegian membership of the European Community, Labour had failed to achieve any of these objectives. Electoral losses and party splits were avoided in 1994, but the main policy objective – EU membership — was still not reached. It is difficult to argue, however, that the Labour elite chose one goal at the expense of the others. This case study suggests that parties may try to reconcile seemingly incompatible objectives and to avoid choosing between goals. In addition, the results underline the importance of organisational learning and indicate that the strategies of both leadership and internal opposition should be included in research on party behaviour.

Internet voting and the secret ballot in Norway: principles and popular understandings

ABSTRACT The secret ballot is considered a central feature of democratic elections, but its practical implications may be contested when Internet voting (and remote voting in general) is introduced. How do citizens understand the principle of the secret ballot in practice? The issue was brought to the fore in a trial with Internet voting that was conducted in 12 Norwegian municipalities for the 2013 parliamentary election. Based on a representative population survey, we explore how Norwegian voters approached the principle of the secret ballot in the context of Internet voting. A large majority supported the general principle, but the picture became more nuanced when it was put to the test of concrete situations. Unless the situation involved coercion or undue influence, many people were willing to accept that voting can be observed by others – even if this was a breach of legal regulations.

Education and Elderly Care in Denmark, Norway and Sweden: National Policies and Legal Frameworks for Private Providers

This chapter analyses the national legal and policy context for the private provision of publicly financed education and elderly care services in Denmark, Norway and Sweden. We describe the EU Public Procurement Directive and its implementation at the national level in each country, as well as the national policy standards within each country. We found considerable similarity between the national policies of the three countries. However, the interpretation of the Directive seems to vary as do the national frameworks for interaction between the public payer and the private provider. Danish private providers are given more discretion in their service production and its underlying values, especially regarding education. Danish national policies thereby stand out by facilitating diversity in service production.

Party bureaucrats, independent professionals, or politicians? A study of party employees

Abstract The number of party employees is increasing, but to what extent and in what sense are party employees integrated into their parties? Based on the literature on party change, the article identifies three important dimensions ‒ ties, tasks, and career plans ‒ and constructs a typology of four ideal types of party employees – technical assistants, party bureaucrats, independent professionals, and unelected politicians. Data on Norwegian party employees suggest that they have strong party ties and are entrusted with a wide range of political tasks. However, career plans rarely include elected office. The results indicate that party employees have stronger party ties than envisaged in influential party models. Professionalisation does not render party grassroots irrelevant, but rather turns some grassroots activists into professionals – what can be called ‘unelected politicians’. In conclusion, the article discusses implications for contemporary understandings of political parties.
