Evaluation of the Bank's Support for Gender and Diversity

The objective of the evaluation is to assess how well and to what extent the IDB’s activities to date have promoted gender equality, women’s empowerment, and development with identity. The evaluation focuses on three key aspects: (i) the relevance of the Bank’s approach (its policy framework and the implementation of that framework) to promoting gender equality, women’s empowerment, and development with identity; (ii) the extent of its activities to support gender and diversity; and (iii) the institutional factors that influence these activities. Findings seek to identify factors that affect the success of various types of operations in different contexts, and to provide recommendations on how the Bank can enhance its support for gender and diversity.

The Country Program Evaluation will assess whether the program implemented by the IDB was consistent with Barbados’s development needs and Government priorities and with the objectives identified by the Bank in its 2015-2018 Country Strategy. It will also examine the extent to which the program made progress in achieving its outcome targets and the factors that affected the program’s implementation and sustainability of the results achieved.

El Directorio Ejecutivo del BID esta interesado en explorar maneras de que el Banco continue reduciendo los costos e incrementando la eficiencia. Como parte del programa de trabajo de OVE y la discusion presupuestaria para 2016-2017, el Directorio solicito que OVE incluya en su programa para 2016 una revision del gasto administrativo del Banco, con el objetivo de ayudar al Directorio y la Administracion a identificar oportunidades de reduccion de costos. Este proceso no pretende ser una evaluacion en si, sino una actividad que se corresponde en terminos mas generales con el mandato de supervision de OVE. El objetivo de OVE es arrojar luz sobre los patrones y las tendencias de gasto para ayudar al Directorio y la Administracion a desempenar sus funciones de toma de decisiones y gobernanza.

This paper sets out the proposed approach and methodology for the planned Country Program Evaluation, OVEs fourth for Guyana.

As part of its 2015-2016 annual work plan, the Office of Evaluation and Oversight (OVE) prepared the Banks country program evaluation (CPE) with Argentina for the 2009-2015 period. This CPE is OVEs third independent evaluation of the IDBs country program with Argentina. The first (document RE-299) covered the 1990-2002 period and focused on analyzing Bank support prior to and during the 2001-2002 crisis. The second OVE evaluation (document RE-361) covered support during the Argentine economys strong recovery in the post-crisis period (2003-2008). The 2009-2015 CPE evaluates the Banks program with the country over the period subsequent to the 2009 international crisis, which was guided by the 2012-2015 strategy (document GN-2687) and updates to the 2004-2008 strategy (document GN-2328) over the 2009-2011 period. This CPE seeks to analyze the Banks relationship with the country, taking an independent view and assessing, in particular, the programs relevance and effectiveness, including both financial and nonfinancial products offered by the Bank during the period under analysis. This evaluation is intended as an input for the new country strategy document that the Bank is preparing.

Este documento define el alcance y la metodologia para la Evaluacion del Programa de Pais del BID con el Gobierno de Argentina (CPE, por sus siglas en ingles) para el periodo 2009-2015. En este contexto, el CPE buscara analizar, con una vision independiente e integral, la relacion del Banco con el pais, en particular, la relevancia, eficiencia, efectividad y sostenibilidad del programa, incluidos tanto los productos financieros como los no-financieros ofrecidos por el Banco durante el periodo bajo analisis. Tal como establece el protocolo, este ejercicio se realiza como uno de los insumos para el proceso de preparacion de la nueva Estrategia de Pais con Argentina, 2016-2019.
