This Country Program Evaluation (CPE) is the third independent evaluation of the Bank’s program with the country. It examines the Bank’s relationship with The Bahamas from an independent and comprehensive perspective, and serves the dual purpose of strengthening accountability and sharing lessons learned for future Bank support and for the next Country Strategy. The CPE looks in depth at the design, implementation, and results of operations approved or active between January 2010 and June 2017, considering the country context and the applicable strategic documents.

Esta Evaluacion del Programa de Pais (CPE) con Honduras cubre el periodo entre enero de 2011 y abril de 2014 y es la cuarta oportunidad en que la Oficina de Evaluacion y Supervision (OVE) evalua el programa del Banco con el pais. Las anteriores evaluaciones cubrieron los periodos 1990-2000 (RE-263), 2001-2006 (RE-328) y 2007-2010 (RE-390). De conformidad con el Protocolo para las Evaluaciones de Programa de Pais (RE-348-3), la meta principal de los CPE es ?proporcionar informacion sobre el desempeno del Banco a nivel de pais que sea creible y util y que permita incorporar lecciones y recomendaciones a fin de aumentar la efectividad en el desarrollo de la estrategia y programa generales de la asistencia del Banco a un pais. La actual estrategia de pais (GN-2645) fue aprobada en noviembre de 2011, no coincidiendo su periodo de vigencia con el ciclo politico del pais. El gobierno del presidente Porfirio Lobo tuvo lugar entre enero de 2010 y enero de 2014. La administracion del Banco espera presentar en el Directorio una nueva estrategia de pais en diciembre de 2014. La evaluacion esta organizada en cuatro capitulos mas un anexo. El capitulo I analiza el contexto general del pais El capitulo II analiza desde una perspectiva general el programa del Banco durante enero de 2011 y abril de 2014, en particular, la relevancia de la estrategia de pais y un analisis del programa efectivamente implementado. El capitulo III analiza, desde una perspectiva sectorial, la implementacion, efectividad y sostenibilidad de las operaciones y el grado de avance hacia los objetivos estrategicos planteados por el Banco. El capitulo IV presenta las conclusiones y recomendaciones.

Assessing Firm-Support Programs in Brazil: Executive Summary

This study provides an overview of various Brazilian programs of firm support — including productive finance, business consulting, value chain, export promotion, and innovation support — as well as an assessment of the effects of a subset of these programs on productivity, employment, and real wages. Access to a unique dataset on Brazilian firms and beneficiaries allowed the Office of Evaluation and Oversight to analyze these programs over an 11-year period, 2002 to 2012.

This Country Program Evaluation will use the traditional dimensions of evaluation -relevance, effectiveness, and sustainability (OECD-DAC). These dimensions provide a complete view of the program, in terms not only of its importance, but also its results and the means used to achieve them.

Em geral, o aumento da produtividade e considerado o unico modo sustentavel para se melhorar os padroes de vida no longo prazo. A economia brasileira teve periodos de forte crescimento, em especial ate 2010, mas o pais tem tido um mau desempenho em termos de produtividade agregada. O governo federal implementou muitos programas que tiveram os objetivos de estimular o crescimento estavel e promover a competitividade nas industrias brasileiras, ainda que o conhecimento sobre seus resultados seja escasso ate o momento. Este estudo oferece um panorama de diversos programas brasileiros de apoio a empresas – incluindo financiamento produtivo, consultoria de negocios, cadeia de valor, promocao a exportacao e apoio a inovacao – bem como uma avaliacao dos efeitos de um subconjunto desses programas na produtividade, nos empregos e nos salarios reais no Brasil. O acesso a um singular conjunto de banco de dados de empresas brasileiras e de beneficiarias de diversos programas compartilhados com o Escritorio de Avaliacao e Supervisao permitiu a analise desses programas ao longo de um periodo de onze anos, de 2002 a 2012.Increasing productivity is generally considered to be the only sustainable way of improving living standards in the long term. The Brazilian economy has had periods of strong growth, particularly until 2010, but the country has performed poorly in terms of aggregate productivity. The federal government has implemented many programs aimed at boosting firm growth and fostering competitiveness in Brazilian industries, though knowledge about their results to date is scarce. This study provides an overview of various Brazilian programs of firm support — including productive finance, business consulting, value chain, export promotion, and innovation support — as well as an assessment of the effects of a subset of these programs on productivity, employment, and real wages. Access to a unique dataset on Brazilian firms and beneficiaries allowed the Office of Evaluation and Oversight to analyze these programs over an 11-year period, 2002 to 2012.

As part of its 2016-17 work plan, the Office of Evaluation and Oversight (OVE) is preparing the evaluation of the Inter-American Development Bank Group’s (IDBG) country program with The Bahamas for the period January 2010–June 2017. This paper sets out the proposed approach and methodology for the planned Country Program Evaluation (CPE), OVE’s third occasion for the country. Like other CPEs, this evaluation will seek to examine IDB’s relationship with the country from an independent perspective. It aims both to strengthen accountability and facilitate learning and serve as an input to the new country strategy that is under preparation for 2018–2022.

Country Program Evaluation: Guatemala 2012-2016

This Country Program Evaluation (CPE) for Guatemala covers the period 2012-2016. It is the fourth occasion on which OVE has evaluated the Banks program with the country. The previous evaluations covered the periods 1993-2003 (document RE-304-2), 2004-2007 (document RE-352), and 2008-2011 (document RE-404). In the context of the 2016 merger of the Banks private sector windows (the Structured and Corporate Financing Department and the Opportunities for the Majority Sector) with the Inter-American Investment Corporation (IIC), OVE has also been given the mandate of evaluating all operations financed by the IIC. This evaluation looks at the IDB Groups relationship with the country from an independent perspective, with particular reference to the relevance and effectiveness of the program. The evaluation is organized into four chapters, plus annexes. Chapter I assesses the general context of the country. Chapter II provides a general analysis of the Banks program in 2012-2016, with particular reference to the relevance of the country strategy and the program as actually implemented. Chapter III analyzes, from a sector perspective, the implementation, effectiveness, and sustainability of the operations, and of progress toward the strategic objectives proposed by the Bank in its country strategy. Chapter IV presents conclusions and recommendations.
