Critical reflection in planning information systems: a contribution from critical systems thinking

This paper presents a methodological framework to support the process of information systems (IS) planning in organizations. It draws on the ideas of critical systems thinking (CST), a research perspective that encourages the analysis of stakeholders’ understandings prior to the selection and implementation of planning methods. The framework emphasizes continuous identification of concerns from stakeholders, and facilitates critical reflection in the exploration of possibilities for improvement. Some of these possibilities might require the support of IS and communication technologies. To define the framework, two systems theories are used: boundary critique and autopoiesis. The first one enables critical reflection on values and assumptions about potential situations or marginalization. The second one fosters continuous dialogue, listening and mutual collaboration between participants. With these theories, the framework enables people to reflect on issues of inclusion, exclusion and marginalization, and to participate in the design of plans for improvement. Ultimately, the definition of this framework suggests the importance of critical reflection about ethics to improve the practice of IS planning.

Using Foucault to analyse ethics in the practice of problem structuring methods

As a new generation of problem-structuring methods (PSM) develops in operational research (OR) practice, the issue of ethics needs attention. This paper aims to contribute to examining ethics in the practice of problem structuring. The paper argues that PSM could influence ethical reflection but the scope of new developments is limited, as it is also the scope of ethical codes or norms in OR. Ethics needs to be understood as a continuous development by individuals in relation to existing frameworks and codes. This view of ethics is inspired by Michel Foucaults ideas on power and ethics. Using Foucaults ideas, two main areas of inquiry are suggested to enhance critical reflection about ethics: (a) individualization of forms of ethics, and (b) possibilities and constraints of ethics in power relations. Using these two areas, practitioners reflect on the ethics of their practice and relate it to their own ethical development.

A Critical Systems View of Power-Ethics Interactions in Information Systems Evaluation

Current developments in information systems (IS) evaluation emphasise stakeholder participation in order to ensure adequate and beneficial IS investments. It is now common to consider evaluation as a subjective process of interpretation(s), in which people’s appreciations are taken into account to guide evaluations. However, the context of power relations in which evaluation takes place, as well as their ethical implications, has not been given full attention. In this article, ideas of critical systems thinking and Michel Foucault’s work on power and ethics are used to define a critical systems view of power to support IS evaluation. The article proposes a system of inquiry into power with two main areas: 1) Deployment of evaluation via power relations and 2) Dealing with ethics. The first element addresses how evaluation becomes possible. The second one goes in-depth into how evaluation can proceed as being informed by ethical reflection. The article suggests that inquiry into these relationships should contribute to extend current views on power in IS evaluation practice, and to reflect on the ethics of those involved in the process.

7. Neutral or expert researchers—how to engage? The authors decided to present themselves as participants rather than to pretend to some form of neutrality (p 1071). In their paper they defend this approach but I have to say I am not convinced that it for the best. However careful they are not to ‘privilege’ their own concerns, it is a fact that they will be involved on many more occasions than other participants and their concerns will therefore receive undue attention. The alternative is not to ‘pretend’ neutrality but to take it as an objective or value. Of course, absolute neutrality is not achievable; we all fall short of such objectives. However, ‘imperfect neutrality’ seems less likely to distort than the authors’ approach. I similarly argue for ‘imperfect objectivity’ in OR practice generally. I would also argue that we should try to drive (and park) legally, although we don’t always achieve it as my driving licence attests.

Developing ethical awareness in information systems practice: A Foucaultavian view

The aim of this paper is to provide insights into how information (IS) practitioners can develop further their awareness on ethical issues. In the context of the paper, awareness means able to identify and deal with issues of ethics in activities of information systems planning, development and use. The paper begins by presenting two areas which IS practitioners can initially explore to develop their ethical awareness. These areas are: (1) IS Methodologies and (2) Codes. The first area emphasises ethical awareness by using methodologies. The second element aims to encourage ethical awareness by following principles. In both areas, self‐reflection is identified as a key element for awareness. Using Foucault’s ideas on power and ethics, a critical understanding of ethical awareness based on self‐reflection is presented to complement ethical awareness developments.
