High profitability, vessel mobility and open access resulted in an increase in total harvesting capacity in the red seabream fishery (Pagellus bogaraveo, Brünnich, 1768) during the period 1983-98. In 1998 it was evident that the fishery was overexploited and a recovery plan aimed at improving the viability of the fishery was implemented in 1999. The recovery plan was specifically targeted at the problem of overcapacity. Technical efficiency, capacity output and capacity utilization is measured during the stock recovery plan. The fishing capacity of liners located in the port of Tarifa is calculated to test the effects of this recovery plan over the period 1998-2001 using data envelopment analysis. Results of this analysis show the limited impact of the recovery plan. In particular, the results reinforce the importance of institutional structure and related incentives created when preparing and implementing recovery plans.

New Zealands quota management system has been operating since 1986. Evidence based on quota prices supports the effectiveness of rights based management in addressing the twin ills of fisheries management, unsustainable harvest and economic inefficiency. Faced with output controls fishing firms have an incentive improve efficiency. Little is known about efficiency gains within rights‐based systems of governance. This paper looks for evidence of efficiency gains in New Zealands commercial rock lobster fishery between 1993 and 2002. Confidential firm‐level data are used. The stochastic Cobb‐Douglas production frontier model used to estimate efficiency performed well. Parameter estimates accorded with theory and were significant in each period with the exception of labour in 1993. The industry is not characterised by constant returns to scale. A comparison of the efficiency distribution in 1993 with that obtained in 2002 suggests that the mean level of efficiency has increased over the period and the increase is significant. The within‐year dispersion of efficiency has reduced. These results support the efficiency enhancing incentives associated with rights‐based fishing.

Abstract The objective of this paper to review the answers that have been given about rational behavior and its value from economics and anthropology. The analysis of the main contributions made on this topic has shown the necessity to examine the foundations of the economic rationality and to reflect on the use of the concept of homus economicus. And which is not an easy task, due to the methodological and formal differences that prevent the necessary cooperation with multidisciplines. In conclusion, the analysis of the main anthropological and economic contributions show the need to re-examine the foundations of economic rationality and how these sciences can cooperate to contribute different points of views, on the same social phenomenon
