Social economy-based local initiatives and social innovation: a Montreal case study

This paper analyses the role of social economy-based local actors in developing social innovation in Montreal. On the basis of a case study in the garment industry, the paper analyses the role played by community economic development corporations in the economic and urban reconversion in the city. The paper has five sections: 1 the problems and the issues facing Montreal’s garment industry 2 the theoretical concepts used in the analysis, i.e., proximity, social innovation, and governance 3 a brief introduction of community economic development corporations (CDEC) in Montreal 4 presentation of a case study in which a CDEC promotes the implementation of a fashion designers’ cluster in a Montreal neighbourhood 5 the analysis of the specific role played by the CDEC in the development of this cluster. The paper shows that innovation is not the exclusive playing field of high-tech sectors and aims to expand our vision of innovation to include stakeholders who mobilise resources that are not academic but rather the result of institutionally and locally-based learning.

Systèmes locaux et réseaux productifs dans la reconversion économique : le cas de Montréal

Resume Ce texte s’interesse a la reconversion de la metropole montrealaise a l’economie du savoir. Cette transition est marquee par l’importance croissante des entreprises de haute technologie, notamment dans les filieres de la bio-pharmaceutique, de l’aeronautique et des telecommunications. A partir d’une enquete aupres de 80 entreprises, l’article analyse la place de la proximite et du local dans cette reconversion. L’analyse est faite a partir de certains indicateurs tels les facteurs de localisation, l’integration productive, l’effet de la proximite sur le potentiel innovateur, le marche local et le partenariat avec des organisations locales. Le texte montre que l’echelle pertinente pour comprendre la dimension territoriale de la reconversion qui a lieu a Montreal est l’echelle metropolitaine. Montreal apparait comme une combinaison de reseaux productifs localises imbriques a une echelle metropolitaine.

Mundialización, acción colectiva e iniciativa local en la reconversión de Montreal.

Este texto presenta un analisis del rol que juegan las iniciativas locales de base comunitaria en los procesos de desarrollo local, en el marco de la reconversion de las economias metropolitanas impulsada por la mundializacion. La reconversion lleva a las metropolis a especializarse en sectores economicos de alto tenor cientifico-tecnico. Esto pone en peligro la viabilidad de los sectores mas tradicionales, y sobre todo, fragiliza a la dotacion de los espacios intrametropolitanos (municipios, distritos, barrios) en los cuales estos sectores se habian especializado, en tanto que medios de vida y de trabajo. A partir del caso de Montreal, se vera que en estos espacios tienen lugar experiencias alternativas cuyo objetivo es el de conectar a las colectividades excluidas de la reconversion que se experimenta en los sectores de alta tecnologia, la cual es impulsada por las fuerzas del mercado. Esto auspicia una via de reconversion mas incluyente desde el punto de vista social, en la cual la innovacion tecnologica se combina con la innovacion social. Pero tambien muestra que esta asociatividad es el resultado de un proceso en el cual las iniciativas locales, a traves de acciones colectivas, estructuran el territorio, delimitan espacios de identidad y construyen las bases de un modelo de desarrollo en el cual lo economico se inserta en lo social, y en el cual el medio territorial se construye progresivamente.

A Relational Database to Understand Social Innovation and Its Impact on Social Transformation

Research on social innovation has, to date, mainly been carried out through case studies. This is due to the unique character of innovations, at least when they emerge, and the fact that the concept of social innovation is still poorly codified. Case studies are typically used to explore new research areas for which existing theory seems inadequate. A case study approach is the prescribed methodology to explore phenomena that are not easily distinguishable from their context and to document them thoroughly by referring to multiple information sources (Yin, 1994).

The World Bank and the Building of Local Institutionality in Senegal: A Path toward Municipal Adjustment

This paper examines the impacts of municipal adjustment strategies on territorial governance in Africa, with specific reference to Senegal, as the result of the action of the World Bank. The paper identifies the process through which the World Bank is reconfiguring the system of actors and changing the local institutional environment to embody its philosophy of governance modernization. The paper shows how the local actor is brought to contribute to the new focus on governance and the reshaping of local institutions, which together comprise a type of urban development that aligns with the tenets of globalization.

Cultural creation and social innovation as the basis for building a cohesive city

The chapter presents a survey of the main theoretical elements, debates and strategic perspectives on the link between cultural creation and the building of social cohesion in the city. The question addressed is: How can a cultural creation-oriented approach contribute to making the city more cohesive while contributing to its overall economic and social development? The chapter is divided into three sections. The first defines the main concepts and presents the main challenges. The second section provides a summary of the main debates on creation and creativity in the city and offers some innovative proposals. The third section sets the groundwork for a city development approach that would allow building a more cohesive city on the basis of cultural creation. The chapter shows that creation can be a collective way of enhancing the quality of life for all citizens and this calls for innovative forms of governance.

La acción comunitaria en la inserción social en Montreal: un estudio de caso en la colectividad haitiana*

Este articulo examina las contribuciones al fortalecimiento de la cohesion social de los organismos comunitarios de insercion social en la ciudad de Montreal, a partir del caso del Centro N A Rive. El objetivo es identificar las estrategias utilizadas por estos organismos, susceptibles de aumentar la cohesion social, a partir de la insercion de los inmigrantes. La metodologia utilizada es el estudio de caso. La investigacion permitio identificar las innovaciones sociales realizadas por el organismo estudiado en el campo de la alfabetizacion de los inmigrantes adultos, asi como las contribuciones en lo concerniente al acceso al empleo, el empoderamiento ciudadano de los inmigrantes en riesgo de exclusion social y el desarrollo del empresariado social inmigrante.

Efectos socioterritoriales de la mega minería y reacción social: el caso de Minera Alumbrera en la provincia de Catamarca, Argentina

espanolEste articulo aborda la implementaclon de la mineria a gran escala y los efectos socio-territoriales que esta genera a traves del estudio de caso de Andalgala, ciudad argentina ubicada en la zona donde se llevo a cabo el proyecto minero a cielo abierto Bajo la Alumbrera. Se realizaron entrevistas a diversos actores socioeconomicos involucrados con el objetivo, por una parte, de documentar las transformaciones socioterritoriales provocadas en la comunidad local, producto de la intervencion minera, y, por otra parte, de analizar la respuesta de la sociedad civil, y en particular el rol jugado por la mujer en el movimiento social de oposicion a la megamineria. Se concluye que los beneficios del megaproyecto para la comunidad son debiles y mal redistribuidos, que las desigualdades se han visto acrecentadas en diversas escalas, y se destaca el papel protagonico que ha jugado la mujer en el movimiento social engendrado en la oposicion a este proyecto extractivo. EnglishThis article addresses the implementation of large-scale mining projects and their social and spatial effects in the Argentinian province of Catamarca. A case study was carried out in the town of Andalgala, located within the area of operation of the open-pit mining project Bajo la Alumbrera. Interviews were made with various stakeholders affected by the project with the objective to analyze, on one side, different dimensions of socio-territorial transformations provoked by the project, and, on the other side, the civil society-based movement which emerged in reaction to it and namely the role played by women. The article concludes that the benefits of the megaproject are weak and poorly redistributed, that the inequalities have been reinforced at different scales, and that women have been important protagonists of the social movement triggered by the opposition to the project.
