Understanding the role of entrepreneurial quality and national culture on the economic development

Jun Ma; Zelimir William Todorovic

Todays global social-political environment leads many to elevate entrepreneurship as a vehicle facilitating economic development. Even though different regions have similar new firm formation rates, there is much variation in terms of the contribution to economic development. Building on the resource based-view and Hofestedes research on cultural dimensions, this paper proposes three factor view of the quality of entrepreneurship. We posit that the quality of entrepreneurship, rather than quantity, is the main determinant of economic development.

A Review of Minimum Wage Regulation Effect—The Resource-Based View Perspective

Zelimir William Todorovic; Jun Ma

The debate around minimum wage regulations, in the aftermath of recent regulatory changes in the United States, continues to grow. This article contributes to present literature by engaging the minimum wage controversy from the resource-based view theoretical perspective. Based on literature review, we find that minimum wage regulations appear to exhibit different impacts in different countries. Using meta-analysis of the related literature, we propose a conceptual framework that highlights the relationship between national resource base and minimum wage regulatory impact. Specifically, we posit that minimum wage impact on a country, such as the United States, is moderated by the national resource base. Further, we identify opportunity cost associated with inadequate minimum wage regulations, as consisting of education, entrepreneurial propensity, and cost divergence. Our conclusions point to the positive effects of the minimum wage controls, including increased education, more productive operating practices, and the emphasis on skill development and high value activities.

Resolving the paradox of enterprising communities in Eastern Europe

Zelimir William Todorovic; Jun Ma

Purpose - Attempts to “Westernize” post-socialist economies of Eastern Europe resulted in little or no progress. This paper aims to incorporate the resource-based view (RBV) paradigm to shed light on the present difficulties and challenges. A shortage of resources, many of which are taken for granted in the West, is identified as a reason why some “Western-style” approaches did not work. Design/methodology/approach - Reviews of literature in entrepreneurial orientation and RBV serve as a foundation of the development of conceptual arguments. The paper presents a framework elaborating on entrepreneurial development by focusing on the national resource base called enabling resources. Findings - Richardian, functional-regulatory, and tacit culturally based resources are credited with building national entrepreneurial activity and developing a unique national competency. Research limitations/implications - The paper does not include empirical validation of its argument. Further empirical research should be done in different cultural contexts. Practical implications - The paper informs policymakers and entrepreneurs alike towards a monumental task of rebuilding these new democracies. Developed framework provides a way of building resources necessary for sustained entrepreneurial growth unique to each post-socialist economy. Originality/value - By focusing on the unique national resource base, the economic development of post-socialist economies of Eastern Europe may be improved and accelerated. This paper emphasizes the need to consider and examine available resources in the transformation and development of enterprising communities.
