Information Model for Quality Management Methods in e-Learning

Quality in e-Learning has been focusing on. ISO/IEC 19796-1, which deals with the issue of quality management and assurance in e-Learning, was just published in 2005 as an international standard. This standard indicates the process that produces e- Learning. But it is indispensable to make clear quality concept and object in order to understand the quality approaches and to use its standard. Measurement method is useful to indicate contents of quality which should be assured. So this paper suggested a information model for quality methods.

Putting the right person in the right post and planning human resource development (human resource management: HRM) are important decision making tasks for managing company. The basis for HRM is the accurate grasp of the competency of human resources as intellectual capital. Our research goal is to realize human resource evaluations based on evidences by Embedded Technology Skill Standards ontology as indicators. This paper clarifies perception structure of our ontology based human resource model for conversion to relational data model and describes implement method of the system that can cooperatively works with other legacy database systems with no modification.

Competency semantic information modularization and its architecture

Skill and competency information have not particularly focused on in e-Learning studies and developments, however all of LMS have deal with and implement its information, such as educational objectives, course contents, learning resources metadata. While we developed Japan National skills standards, and faced problems in terms of how various stakeholders can use, implement and share contents of the skills standards, so we needed to develop modules and architecture for contents of skill and competency. Several reviews were conducted in order to implement its information with interoperability from the viewpoints of ontological engineering. We found 5 types of expressions, which could be considered as a manner of modularization. Then we developed a system-architecture to deal with semantics of skill and competency information.
