The project of economic and monetary union (EMU) emerged by 1985-1986 as a centrepiece of presidential leadership by Francois Mitterrand. Yet, paradoxically, the negotiation of this project within the EC transformed the French state in ways that would not be readily predicted from the perspective of traditional French Socialist policy beliefs about the appropriate relationship between state and economy.
