Purpose The purpose of this paper is to identify primary housing information data set to make an informed decision for key stakeholders to determine the most cost effective refurbishment solution among various alternatives in a building information modelling (BIM) system. Design/methodology/approach A building simulation approach in conjunction with a hypothetical case study using BIM software (Autodesk Revit) was adopted to identify primary housing information data set and to examine how housing information data set is processed within a BIM system. Findings Housing information data set such as physical dimensions, energy performance, associated costs, risk level, weather data and other relevant data should be prepared at the outset of a project to determine the most cost effective refurbishment solution. Furthermore, BIM can enable both clients and construction professionals to make informed decisions about diverse climate risk resistant options by providing reliable cost estimations of them at the early design stage. Research limitations/implications Actual housing information for the BIM simulation is limited, and as a result, hypothetical housing information based on the UK Government data were used instead. Practical implications This research will provide essential housing information data set to utilize BIM effectively and efficiently for refurbishing climate risk vulnerable housing. Originality/value This research explores possibility to utilize BIM for climate risk mitigation in the housing sector, and reveals primary housing information data set for BIM to develop a climate resistant housing refurbishment solution.

Around 80% of the 63 million people in the UK live in urban areas where demand for affordable housing is highest. Supply of new dwellings is a long way short of demand and with an average annual replacement rate of 0.5% more than 80% of the existing residential housing stock will still be in use by 2050. A high proportion of owner-occupiers, a weak private rental sector and lack of sustainable financing models render England’s housing market one of the least responsive in the developed world. As an exploratory research the purpose of this paper is to examine the provision of social housing in the United Kingdom with a particular focus on England, and to set out implications for housing associations delivering sustainable community development. The paper is based on an analysis of historical data series (Census data), current macro-economic data and population projections to 2033. The paper identifies a chronic undersupply of affordable housing in England which is likely to be exacerbated by demographic development, changes in household composition and reduced availability of finance to develop new homes. Based on the housing market trends analysed in this paper opportunities are identified for policy makers to remove barriers to the delivery of new affordable homes and for social housing providers to evolve their business models by taking a wider role in sustainable community development.

Procurement strategies that enable early contractor involvement (ECI) in design may enhance off-site manufacturing (OSM) by overcoming previously identified barriers to its uptake. Involving constructors during the design stage can reduce the risk of design buildability issues, and standardising traditionally bespoke ECI processes may help overcome cultural resistance to unfamiliar OSM technology. Following literature review and using case studies, document analysis and legal doctrine, a two-stage ECI conceptual process model for New Zealand is proposed. This was tested and refined following feedback at a conference. The model comprises a first-stage pre-construction contract and a second-stage standard-form construction contract. Key process variables are considered with solutions to provide collaboration and transparency while maintaining competitive fixed pricing across the supply chain. Legal doctrine analysis is used to distinguish between design buildability obligations and design codes compliance. Korea has increasingly adopted design-build for public construction projects in the last few years. There is a much greater awareness of the need to change a system based on ‘Value for Money’ which is high on the governments agenda. A whole life performance bid evaluation model is proposed to aid decision makers in the selection of a design-builder. This is based on the integration of a framework using an analytic hierarchy process as the bid awarding system is being changed from one based on lowest price, to one based on best value over the life-cycle. Key criteria like whole life cost, service life planning and design quality are important through the key stages of evaluation process. The model uses a systematic and holistic approach which enables a public sector to make better decisions in design-builder selection, which will deliver whole life benefits, based on long term cost-effectiveness and whole life.
