Effect of Local Cultural Context on the Success of Community-Based Conservation Interventions

Conservation interventions require evaluation to understand what factors predict success or failure. To date, there has been little systematic investigation of the effect of social and cultural context on conservation success, although a large body of literature argues it is important. We investigated whether local cultural context, particularly local institutions and the efforts of interventions to engage with this culture significantly influence conservation outcomes. We also tested the effects of community participation, conservation education, benefit provision, and market integration. We systematically reviewed the literature on community-based conservation and identified 68 interventions suitable for inclusion. We used a protocol to extract and code information and evaluated a range of measures of outcome success (attitudinal, behavioral, ecological, and economic). We also examined the association of each predictor with each outcome measure and the structure of predictor covariance. Local institutional context influenced intervention outcomes, and interventions that engaged with local institutions were more likely to succeed. Nevertheless, there was limited support for the role of community participation, conservation education, benefit provision, and market integration on intervention success. We recommend that conservation interventions seek to understand the societies they work with and tailor their activities accordingly. Systematic reviews are a valuable approach for assessing conservation evidence, although sensitive to the continuing lack of high-quality reporting on conservation interventions.

How national context, project design, and local community characteristics influence success in community-based conservation projects

Community-based conservation (CBC) promotes the idea that conservation success requires engaging with, and providing benefits for, local communities. However, CBC projects are neither consistently successful nor free of controversy. Innovative recent studies evaluating the factors associated with success and failure typically examine only a single resource domain, have limited geographic scope, consider only one outcome, or ignore the nested nature of socioecological systems. To remedy these issues, we use a global comparative database of CBC projects identified by systematic review to evaluate success in four outcome domains (attitudes, behaviors, ecological, economic) and explore synergies and trade-offs among these outcomes. We test hypotheses about how features of the national context, project design, and local community characteristics affect these measures of success. Using bivariate analyses and multivariate proportional odds logistic regressions within a multilevel analysis and model-fitting framework, we show that project design, particularly capacity-building in local communities, is associated with success across all outcomes. In addition, some characteristics of the local community in which projects are conducted, such as tenure regimes and supportive cultural beliefs and institutions, are important for project success. Surprisingly, there is little evidence that national context systematically influences project outcomes. We also find evidence of synergies between pairs of outcomes, particularly between ecological and economic success. We suggest that well-designed and implemented projects can overcome many of the obstacles imposed by local and national conditions to succeed in multiple domains.

Improving the science-policy dialogue to meet the challenges of biodiversity conservation: having conversations rather than talking at one-another

A better, more effective dialogue is needed between biodiversity science and policy to underpin the sustainable use and conservation of biodiversity. Many initiatives exist to improve communication, but these largely conform to a ‘linear’ or technocratic model of communication in which scientific “facts” are transmitted directly to policy advisers to “solve problems”. While this model can help start a dialogue, it is, on its own, insufficient, as decision taking is complex, iterative and often selective in the information used. Here, we draw on the literature, interviews and a workshop with individuals working at the interface between biodiversity science and government policy development to present practical recommendations aimed at individuals, teams, organisations and funders. Building on these recommendations, we stress the need to: (a) frame research and policy jointly; (b) promote inter- and trans-disciplinary research and “multi-domain” working groups that include both scientists and policy makers from various fields and sectors; (c) put in place structures and incentive schemes that support interactive dialogue in the long-term. These are changes that are needed in light of continuing loss of biodiversity and its consequences for societal dependence on and benefits from nature.

Participatory scenario planning in place-based social-ecological research: insights and experiences from 23 case studies

Participatory scenario planning (PSP) is an increasingly popular tool in place-based environmental research for evaluating alternative futures of social-ecological systems. Although a range of guidelines on PSP methods are available in the scientific and grey literature, there is a need to reflect on existing practices and their appropriate application for different objectives and contexts at the local scale, as well as on their potential perceived outcomes. We contribute to theoretical and empirical frameworks by analyzing how and why researchers assess social-ecological systems using place-based PSP, hence facilitating the appropriate uptake of such scenario tools in the future. We analyzed 23 PSP case studies conducted by the authors in a wide range of social-ecological settings by exploring seven aspects: (1) the context; (2) the original motivations and objectives; (3) the methodological approach; (4) the process; (5) the content of the scenarios; (6) the outputs of the research; and (7) the monitoring and evaluation of the PSP process. This was complemented by a reflection on strengths and weaknesses of using PSP for the place-based social-ecological research. We conclude that the application of PSP, particularly when tailored to shared objectives between local people and researchers, has enriched environmental management and scientific research through building common understanding and fostering learning about future planning of social-ecological systems. However, PSP still requires greater systematic monitoring and evaluation to assess its impact on the promotion of collective action for transitions to sustainability and the adaptation to global environmental change and its challenges.

Assessing community-based conservation projects: A systematic review and multilevel analysis of attitudinal, behavioral, ecological, and economic outcomes

BackgroundCommunity-based conservation (CBC) promotes the idea that long-term conservation success requires engaging with, and providing benefits for local communities. Though widespread, CBC projects are not always successful or free of controversy. With criticisms on all sides of the conservation debates, it is critical to have a better understanding of (1) whether CBC is an effective conservation tool, and (2) of the factors associated with the success or failure of CBC projects, and the scale at which these factors operate. Recent CBC reviews have typically examined only a single resource domain, have limited geographic scope, consider only one outcome, or ignore the nested nature of socioecological systems. To remedy these issues, we use a newly coded global comparative database of CBC projects identified by systematic review to evaluate success in four outcome domains (attitudes, behaviors, ecological, economic) and explore synergies and tradeoffs among these outcomes. We test hypotheses about how features of the national context (H-NC), project design (H-PD), and local community characteristics (H-CC) affect these four measures of success.MethodsTo add to a sample of 62 projects that we used from previous systematic reviews, we systematically searched the conservation literature using six terms in four online databases. To increase the number of projects for each country in order to conduct a multilevel analysis, we also conducted a secondary search using the Advancing Conservation in a Social Context online library. We coded projects for 65 pieces of information. We conducted bivariate analyses using two-dimensional contingency tables and proportional odds logistic regression and conducted multivariate analyses by fitting reduced form proportional odds logistic regression models that were selected using a forward stepwise AIC approach.ResultsThe primary and secondary searches produced 74 new projects to go along with the 62 projects from previous reviews for a total of 136 projects. The analyses suggest that project design, particularly capacity building in local communities, is critical in generating success across all outcomes. In addition, some community characteristics, such as tenure regimes and supportive cultural beliefs and institutions, are important for some aspects of project success. Surprisingly, there is less evidence that national context systematically influences project outcomes.ConclusionsOur study supports the idea that conservation projects should be carefully designed to be effective and that some characteristics of local communities can facilitate success. That well-designed projects can prevail over disadvantages relating to the pre-existing national and local context is encouraging. As the evidence base on CBC grows, it will be useful to repeat this analysis with additional search terms, and consider additional variables related to national context to further evaluate the role of broader socio-political and economic contexts.

Ecotourism positively affects awareness and attitudes but not conservation behaviours: a case study at Grande Riviere, Trinidad

Ecotourism is often suggested as a tool for promoting conservation but evidence for its usefulness is mixed. The success of conservation projects is widely recognized to depend upon the positive attitudes of local communities and thus it is important to know if ecotourism affects local perceptions of natural resources and conservation, as these can be important determinants of conservation behaviour. Rapid Rural Appraisal and questionnaire-based interviews were used to investigate this issue in the village of Grande Riviere, Trinidad. This has a community-based ecotourism programme for leatherback turtles Dermochelys coriacea, and is also one of the few sites where the Critically Endangered endemic Trinidad piping-guan Pipile pipile may be sighted. Topics addressed were knowledge and awareness of local conservation issues, focusing on attitudes to the environment in general, turtles and the Trinidad piping-guan. Ecotourism significantly affected perceptions. Villagers showed more awareness and support for turtle conservation than for the piping-guan or any other wildlife. Moreover, those households directly benefiting from the ecotourism industry had better knowledge of local natural resources and greater general awareness of conservation issues (not limited to turtles). Other socio-economic factors such as education and income also affected attitudes and knowledge but the ecotourism effect was still present after accounting for these. Hunting was seen as the main threat to wildlife but was also a popular pastime, illustrating the potential for mismatch between attitudes and conservation behaviours.

Expectations and Experiences of Diverse Forms of Knowledge Use: The Case of the UK National Ecosystem Assessment

Assessments of environmental issues are often expected to tackle the perceived disconnect between scientific knowledge and environmental policy making. However, their actual influence on processes of knowledge communication and use remains understudied. We provide one of the first studies of the UK National Ecosystem Assessment (NEA), itself one of the first national-level assessments of ecosystem services. We explore expectations, early experiences, and implications for its role in promoting knowledge use, drawing on both documentary evidence and qualitative analysis of interviews with NEA authors and potential users. Many interviewees expected instrumental use; that is, facts directly assisting problem solving. This matches the rhetoric surrounding the NEAs creation. However, we found more early evidence of interacting conceptual uses (learning), and strategic uses (sometimes deemed misuse). Such uses depend not only on assessment outputs, such as reports, but also on the processes of communication and interaction by which these are created. Thus, planning and analysis of such assessments should deemphasise instrumental use and instead focus on the complex knowledge ‘coproduction’ processes by which diverse and interacting forms of knowledge use may be realised.

The Need to Disentangle Key Concepts from Ecosystem-Approach Jargon

The ecosystem approach—as endorsed by the Convention on Biological Diversity (CDB) in 2000—is a strategy for holistic, sustainable, and equitable natural resource management, to be implemented via the 12 Malawi Principles. These principles describe the need to manage nature in terms of dynamic ecosystems, while fully engaging with local peoples. It is an ambitious concept. Today, the term is common throughout the research and policy literature on environmental management. However, multiple meanings have been attached to the term, resulting in confusion. We reviewed references to the ecosystem approach from 1957 to 2012 and identified 3 primary uses: as an alternative to ecosystem management or ecosystem-based management; in reference to an integrated and equitable approach to resource management as per the CBD; and as a term signifying a focus on understanding and valuing ecosystem services. Although uses of this term and its variants may overlap in meaning, typically, they do not entirely reflect the ethos of the ecosystem approach as defined by the CBD. For example, there is presently an increasing emphasis on ecosystem services, but focusing on these alone does not promote decentralization of management or use of all forms of knowledge, both of which are integral to the CBD’s concept. We highlight that the Malawi Principles are at risk of being forgotten. To better understand these principles, more effort to implement them is required. Such efforts should be evaluated, ideally with comparative approaches, before allowing the CBD’s concept of holistic and socially engaged management to be abandoned or superseded. It is possible that attempts to implement all 12 principles together will face many challenges, but they may also offer a unique way to promote holistic and equitable governance of natural resources. Therefore, we believe that the CBD’s concept of the ecosystem approach demands more attention. La Necesidad de Desenredar Conceptos Clave del Argot Ambiente-Estrategia Resumen La estrategia ambiental – como es promocionada por la Convención Biológica sobre Diversidad en 2000 – es una estrategia para un manejo holístico, sustentable y equitativo de recursos naturales, que habrá de implementarse por vía de los 12 Principios de Malawi. Estos principios describen la necesidad de manejar la naturaleza en términos de ecosistemas dinámicos, mientras se compromete totalmente con las personas locales. Es un concepto ambicioso. Hoy en día, el término es común en la investigación y la literatura de políticas sobre el manejo ambiente. Sin embargo, se han relacionado múltiples significados con el término, lo que resulta en confusión. Revisamos referencias a la estrategia ambiental de 1957 a 2012 e identificamos tres usos principales: como una alternativa para manejo ambiental o basado en ecosistemas; en referencia a una estrategia integrada y equitativa para el manejo de recursos según la CBD; y como un término que indica un enfoque en el entendimiento y la valuación de los servicios ambientales. Aunque los usos de este término y sus variantes pueden traslaparse en su significado, típicamente no reflejan en su totalidad los valores de la estrategia ambiental como fue definida por la CBD. Por ejemplo, actualmente hay un énfasis creciente en los servicios ambientales, pero enfocarse solamente en estos no promueve la descentralización del manejo o el uso de todas las formas de conocimiento, siendo ambas integrales para el concepto de la CBD. Resaltamos que los Principios de Malawi están en riesgo de ser olvidados. Para entender mejor estos principios, se requiere de más esfuerzo para implementarlos. Dichos esfuerzos deben ser evaluados, idóneamente con estrategias comparativas, antes de permitir que el concepto de la CBD de manejo holístico y comprometido socialmente sea abandonado o reemplazado. Es posible que los intentos por implementar los 12 principios juntos enfrentarán muchos obstáculos, pero también pueden ofrecer una forma única de promover el gobierno holístico y equitativo de los recursos naturales. Así, creemos que el concepto de estrategia ambiental de la CBD exige mayor atención.

Deconstructing Community for Conservation: Why Simple Assumptions are Not Sufficient.

Many conservation policies advocate engagement with local people, but conservation practice has sometimes been criticised for a simplistic understanding of communities and social context. To counter this, this paper explores social structuring and its influences on conservation-related behaviours at the site of a conservation intervention near Pipar forest, within the Seti Khola valley, Nepal. Qualitative and quantitative data from questionnaires and Rapid Rural Appraisal demonstrate how links between groups directly and indirectly influence behaviours of conservation relevance (including existing and potential resource-use and proconservation activities). For low-status groups the harvesting of resources can be driven by others’ preference for wild foods, whilst perceptions of elite benefit-capture may cause reluctance to engage with future conservation interventions. The findings reiterate the need to avoid relying on simple assumptions about ‘community’ in conservation, and particularly the relevance of understanding relationships between groups, in order to understand natural resource use and implications for conservation.

Science-policy interfaces for biodiversity: dynamic learning environments for successful impact

To address the pressing problems associated with biodiversity loss, changes in awareness and behaviour are required from decision makers in all sectors. Science-policy interfaces (SPIs) have the potential to play an important role, and to achieve this effectively, there is a need to understand better the ways in which existing SPIs strive for effective communication, learning and behavioural change. Using a series of test cases across the world, we assess a range of features influencing the effectiveness of SPIs through communication and argumentation processes, engagement of actors and other aspects that contribute to potential success. Our results demonstrate the importance of dynamic and iterative processes of interaction to support effective SPI work. We stress the importance of seeing SPIs as dynamic learning environments and we provide recommendations for how they can enhance success in meeting their targeted outcomes. In particular, we recommend building long-term trust, creating learning environments, fostering participation and ownership of the process and building capacity to combat silo thinking. Processes to enable these changes may include, for example, inviting and integrating feedback, extended peer review and attention to contextualising knowledge for different audiences, and time and sustained effort dedicated to trust-building and developing common languages. However there are no ‘one size fits all’ solutions, and methods must be adapted to context and participants. Creating and maintaining effective dynamic learning environments will both require and encourage changes in institutional and individual behaviours: a challenging agenda, but one with potential for positive feedbacks to maintain momentum.
