The diffusion of new environmental policy instruments

Abstract. New Environmental Policy Instruments (NEPIs) are becoming increasingly attractive. From a global perspective, there has been a rapid diffusion of these market-based, voluntary or informational instruments. This article examines the spread of four different NEPIs – eco-labels, energy or carbon taxes, national environmental policy plans or strategies for sustainable development, and free-access-of-information (FAI) provisions. The adoption of NEPIs by national policy makers is not simply a reaction to newly emerging environmental problems or to real or perceived deficits of traditional command and control regulation, rather the use of NEPIs can also be ascribed to the inner dynamics of international processes of policy transfer or policy diffusion. These processes make it increasingly difficult for national policy makers to ignore new approaches in environmental policy that have already been put into practice in ‘forerunner’ countries.

Europeanization of Energy and Climate Policy The Struggle Between Competing Ideas of Coordinating Energy Transitions

In the course of the post-2020 climate and energy policy framework debate, the European Commission opened a new round in tackling a longstanding governance dilemma between European market integration and member states’ discretion to develop policies according to domestically legitimized preferences. Motivated by ensuring welfare gains from an internal market, the attempts at the European Union level to strictly harmonize national support schemes for renewables ignore costs induced by the heterogeneity of preferences in member states. This article argues for a more flexible approach in coordinating respective energy policies: It might be reasonable to consider more strictly harmonized support schemes for large-scale projects of European relevance. However, there is still a need for less harmonized policies in order to give the necessary room for experimentation with innovations suited to the diverse member states’ preferences and societal risk perceptions.

Energiewende als Herausforderung der Koordination im Mehrebenensystem

Mit der Energiewende hat Deutschland ein Experiment groseren Ausmases in Angriff genommen. In den nachsten Jahrzehnten soll ein Energieversorgungssystem, das uberwiegend auf fossilen Brennstoffen basiert (zurzeit fast 80%), auf einen hohen Anteil erneuerbarer Energien umgestellt werden. Das ist nichts weniger als eine Revolutionierung der Energieversorgung, die nicht nur die Erhohung des Anteils der Erneuerbaren an der Energieerzeugung umfasst, sondern auch erhebliche Anpassungen der Infrastrukturen und Koordinationsmechanismen erfordert, um die erneuerbaren Energien in das System zu integrieren.

Energiearmut - vom politischen Schlagwort zur handlungsleitenden Definition

Die deutsche Energiewende wird derzeit von Debatten um die Tragbarkeit der Kosten dominiert. Wirtschaftsnahe Organisationen prangern das Erneuerbare- Energien-Gesetz (EEG) als unsozialen Kostentreiber an; Verbande der erneuerbaren Energien kritisieren die Industrieprivilegien, die die Strompreise fur Haushalte in die Hohe treiben; Sozial- und Verbrauchschutzverbande konstatieren eine finanzielle Uberlastung und die Zunahme an Stromsperren bei einkommensarmen Haushalten und fordern eine faire Kostenverteilung der Energiewende. Politischer Handlungsbedarf wird also von verschiedenen Seiten gesehen.

Evaluation as a Cornerstone of Policies and Measures for the Energiewende

The German energy transition strategy aims at moving towards a sustainable energy supply and demand over the long term. It consists of many different activities and measures to address existing greenhouse gas mitigation potentials and to mobilize the necessary resources to reach stringent mitigation targets. It builds upon the federal government’s Energy and Climate Programme (BMU 2007) as well as its Energy Concept (BMU & BMWI 2010) and is described in detail in various official documents (BMU & BMWI 2011). The National Climate Initiative (NCI) of the German Federal Ministry for the Environment (BMUB) represents an important element of the programmes and measures relating to the Energiewende. It aims to provide substantial support for the reduction of Germany’s GHG emissions by 40% by 2020 and by 80-95% by 2050 compared to 1990 levels. The NCI is geared to bring about more climate-friendly behavior among businesses, consumers and local authorities in areas with significant efficiency potentials that cannot be tapped by instruments such as the EU Emissions Trading Scheme (the revenues of which fund the NCI). Die Ausbreitung von Energie/CO2-Steuern: Internationale Stimuli und nationale Restriktionen

Die koordinierte Einfuhrung gemeinsamer Energie/CO2-Steuern wurde uber einen Jahrzehnt auf OECD und EU-Ebene kommuniziert, wissenschaftlich befurwortet und lange Zeit politisch fur nicht machbar erklart. Erst im Jahre 2003 konnte auf EU-Ebene eine Einigung uber Mindestenergiesteuersatze erzielt werden. Parallel zu diesen langjahrigen Diskussionen auf multilateraler Ebene haben sich jedoch seit Ende der 1980er Jahre 12 Staaten fur die Einfuhrung nationaler Energie/CO2-Steuern entschieden.

Einleitung: Zur Untersuchung der Diffusion umweltpolitischer Innovationen

Ausgangspunkt des Forschungsvorhabens war die empirische Beobachtung, dass nationale umweltpolitische Initiativen von anderen Landern zum Teil mit hoher Geschwindigkeit ubernommen werden. Globale Diffusionsprozesse sind in der Technik ebenso wie in der Sozial- oder Gesundheitspolitik fruhzeitig beobachtet worden. In der Umweltpolitik kommt ihnen hohe Bedeutung insbesondere dadurch zu, dass umweltpolitische Neuerungen sich auf Problemlagen (global needs) beziehen, die meist tatsachlich oder potenziell globale Verbreitung finden und im Erfolgsfalle also mit einer entsprechenden politischen „Nachfrage“ rechnen konnen.
