This article aims to evaluate the alignment between subject learning outcomes (SLOs) that represent the role of the Department of Curriculum and Instruction (C&I) and the course curricula documents. Content analysis was conducted to map SLOs in the curricula documents of a set of compulsory courses offered by the department of C&I. A hermeneutic perspective was adopted by four academic staff members who were involved in the mapping process, which considers curriculum scrutiny as an opportunity of reflective dialog. Findings suggest that though SLOs were adequately addressed in courses offered in various programs, the coverage and depth of studying SLOs may differ in different programs, such as Bachelor of Education and Post Graduate Diploma in Education. In this study, curriculum mapping was facilitated by deliberative dialog among participants, which made the mapping exercise a validating professional development activity. Implications are discussed. Recommendations regarding curriculum evaluation and teacher training are similarly suggested.

Based on the conception of total teacher effectiveness, aims to develop strategies for conceptualizing teacher effectiveness research. From the new conception, the units of research on teacher effectiveness are cell, array and layer. The strategies advanced for conceptualizing research include the individual unit description strategies, the within‐layer relationship strategies, the between‐layer relationship strategies, and the whole structure strategy. Based on the conception strategies, teacher effectiveness research can be shifted from traditional simplistic one‐dimensional conception to sophisticated multidimensional conception and can have various research alternatives for different research purposes and contexts. Hopefully, these strategies can provide a new direction for studying and improving teacher effectiveness in particular and school effectiveness in general.

When Hong Kong is moving towards a knowledge society in the new millennium, research is clearly necessary to provide a knowledge base for educational development and reform to meet the challenges of globalization and high technology in the world. This report aims to review the education policy environment in Hong Kong and see whether research can be encouraged to support policy development and practice improvement. Particularly, the report will give a brief introduction to the recent initiatives in Hong Kong school education since the establishment of the Special Administrative Region in 1997 and discusses the potential research agenda to support the ongoing education reforms at the school system.
