De regionale Volksgezondheid Toekomst Verkenning Resultaten van de ontwikkeling in twee Brabantse regio's

SamenvattingAl sinds de invoering van de WCPV verloopt de implementatie van evidence-based werken in de openbare gezondheidszorg moeizaam. De GGD’en zien zich daarbij voor het probleem geplaatst hoe de epidemiologische kennis beter ten nutte kan worden gemaakt voor lokaal gezondheidsbeleid. Het Rijksinstituut voor Volksgezondheid en Milieu (RIVM) is er met de Volksgezondheid Toekomst Verkenningen (VTV’s) in geslaagd om op nationaal niveau een belangrijke bijdrage aan evidence-based gezondheidsbeleid te leveren. De volgende vraag staat daarom in dit artikel centraal: Kan een regionale variant van de nationale VTV in praktijk ontwikkeld worden en zo ja, hoe ziet deze variant er dan uit? Daarvoor is in 2005 gestart met een pilot voor de ontwikkeling van twee regionale VTV’s in de GGD-regio’s Hart voor Brabant en West-Brabant. Dit artikel beschrijft de empirische resultaten van deze ontwikkeling. Geconcludeerd wordt dat een regionale VTV op basis van het landelijke model realiseerbaar is. Het empirische regionale VTV-model wordt gekarakteriseerd door (1) producten, (2) inhoud en vormgeving en (3) proces en organisatie. In het artikel worden deze aspecten voor de pilot beschreven en bediscussieerd in relatie tot de ontwikkeling van een generiek model voor een regionale VTV.AbstractThe regional Public Health Status and Forecasts Report. The Regional Public Health Services (GGD’en) face the issue of making their epidemiological knowledge more useful to local public health policy. On the national level, the RIVM successfully contributes to national evidence-based public health policy through their Public Health Status and Forecasts Report (VTV’s). Therefore this article focuses at the following question: Can a regional variant of the national VTV be realized in practice and, if so, what would it look like? Therefore, the development of two regional VTV’s was started in 2005 as a pilot study in the GGD-regions Hart voor Brabant and West-Brabant. This article describes the empirical results of this pilot development. It is concluded that a regional VTV can be realized, based on the national model. The developed empirical model for a regional VTV can be characterized by (1) its products, (2) its content and design and (3) its process and organization. Evaluatie van de regionale Volksgezondheid Toekomst Verkenning in twee Brabantse regio’s

SamenvattingIn de regio’s van de GGD’en Hart voor Brabant en West-Brabant is een regionale VTV ontwikkeld. Deze regionale VTV bestaat uit drie onderdelen: een Samenvattend rapport per GGD-regio, een rapportage met Kernboodschappen voor lokaal beleid per gemeente en de website Regionaal Kompas Volksgezondheid (www.regionaalkompas.nl). De regionale VTV is vanuit de Academische Werkplaats Openbare Gezondheidszorg Tilburg geëvalueerd onder betrokkenen en (beoogde) gebruikers door middel van vragenlijsten, (groeps)interviews en een documentenanalyse. Dit artikel beschrijft de resultaten van deze evaluatie. De bekendheid en het gebruik van de regionale VTV bleek groot. De bruikbaarheid van de regionale VTV, in termen van inhoud, vormgeving, relevantie, samenhang tussen de producten en meerwaarde ten opzichte van bestaande informatie, werd in het algemeen positief beoordeeld. Als belangrijke randvoorwaarden kwamen vooral naar voren: een goede timing in relatie tot de lokale beleidscyclus, goede en structurele communicatie over voortgang, planning en besluitvorming, en vroegtijdige betrokkenheid van gemeenten. De succesfactoren en aanbevelingen die voortvloeien uit de evaluatiestudie worden zowel gebruikt bij de verdere ontwikkeling van de volgende regionale VTV in beide regio’s als voor de ontwikkeling van een generiek model voor een regionale VTV.AbstractEvaluation of the regional Public Health Status and Forecasts Report in two Dutch regionsA regional Public Health Status and Forecasts Report (PHSF) has been developed in the working areas of the Regional Health Services (RHS) ‘Hart voor Brabant’ and ‘West-Brabant’, consisting of three products: a Summary report for each RHS-region, a report with Key messages for local health policy for each municipality and a website ‘Regional Health Compass’ (www.regionaalkompas.nl). This article describes the results of the Academic Collaborative Centre Public Health Tilburg’s evaluation of these regional PHSFs, among staff concerned and (intended) users, by means of questionnaires, (group) interviews and document analysis. The regional PHSF proved to be well known and widely used. Its usefulness, defined by content, design, relevance, coherence between the three products, and added value compared to existing information sources, was judged positively. A good timing in relation to the local policy cycle, good and structural communication about progress, planning and decision-making, and early involvement of local authorities were assessed as important conditions. Success factors and recommendations arisen from this evaluation study will be used in the further development of the next regional PHSF in both regions, as well as for the development of a generic model for a regional PHSF.

The development of an empirical model for regional public health reporting. A descriptive study in two Dutch pilot regions

Aim: To develop and describe an empirical model for regional public health reporting, based on the model and experience of the Dutch national Public Health Status and Forecasts (PHSF) as well as on relevant theories and literature. Methods: Three basic requirements were chosen in a preparatory feasibility study: the products to be developed, the project organization of the pilot study, and a regional elaboration of the conceptual model of the national PHSF. Subsequently, from November 2005 to June 2007, a regional PHSF was developed in two Dutch pilot regions, to serve as a base for the empirical model for regional public health reporting. Results: The developed empirical regional PHSF model consists of different products for different purposes and target groups. Regional and Municipal Reports aim to underpin strategic regional and local public health policy. Websites contain up-to-date information, aiming to underpin tactical regional and local public health policy by providing building blocks for translating strategic policy priorities into concrete plans of action. Numerous stakeholders are involved in the development of a regional PHSF. The developed empirical process model for a regional PHSF connects to the theoretical framework in which interaction between researchers and policymakers is an important condition for the use of research data in public health policy. Conclusions: The empirical model for a regional PHSF can be characterized by its 1) products, 2) content and design, and 3) underlying process and organization. This empirical model can be seen as a first step in the direction of a generic model for regional public health reporting.
