This paper presents the principles of new methods and programs for calculating the transmittance of the atmosphere in the 0.2-2.5-µm region. These methods are based on direct line-by-line computations and their description, using the effective amounts of the absorbing gases (the spectral transmittance) and taking into account the effective parameters of the optoelectronic systems (the overall transmittance).

This paper discusses the main stages of the work of the S. I. Vavilov State Optical Institute on the creation of optoelectronic apparatus for detecting the flares of ballistic missiles undergoing takeoff, for the space echelon of this countrys antimissile system in the 1960s and until the present. A complex of fundamental and applied studies, a search for engineering and technical solutions, and a large volume of work on the investigation, refinement, and standardization of the initial data as applied to various objects and facilities has been carried out to create detection apparatus in accordance with the specific requirements of the purchaser.

On the base of analysis of radiative characteristics of objects and backgrounds, main requirements to photodetectors of new generation for spaceborne, air-borne and ground-based optical-electronic complexes meant for sounding and monitoring of the Earth surface, atmosphere and outer space were formulated. Taking into account complicated tasks of weak radiative sources detection we propose to widen works on development of looking matrices and matrices functioning in the regime of temporal delay and accumulation (TDA) of large formats.

The opportunities of the creation of the high-speed (to 109 bits/s) holographic disk memory having a diffraction-limited capacity (to 2 - 40 Gbytes per 1 disk) are shown. This memory is based on the 3D-recording of the multiplied microholograms on the photothermoplastic carrier. New abilities of recording, storage and processing systems based on such memory are considered.

The need exists for systems to monitor extraordinary events like fires, technological accidents, volcano eruptions, and regional military conflicts. We have investigated an IR-telescope placed on a spacecraft functioning on a high-elliptical geotrapped orbit. The ground receiver and control stations receive information and work it up.

Methodical research of different object and background radiation in the optical range of the electromagnetic spectrum began at the S.I. Vavilov State Optical Institute 60 years ago. These investigations attempted to solve a wide range of problems in atmosphere optics and optoelectronic instruments. The main aim of the investigations is the creation of a data bank network of optical radiation for objects and backgrounds that could be used for Earth and atmosphere monitoring. The experiments are carried out in the field of radiation measurement research, theoretical calculations, elaboration of measuring apparatus, and treatment of experimental data.

In this paper methods and software for analysis and optimization of IR optical-electronic systems (OES) with on-board computer for detection of point target signals in complex natural background are discussed. Analysis and optimization are based on simulation of background and signals situations, optical-electronics highway and on-board information processing. The software is intended for OES computer aided design. It takes into account the non-linear characteristics of elements and the technological confusion of OES parameters. The software realizes natural background and point target signal situations classification with background brightness fields non-stationary. The fields of view are over 100 sq. degrees. Software includes region and climate model of regions of monitoring.

The results of the investigations of accumulators of digital and analog information based on optical holographic memory with changed reversive matrix carriers are considered. It is shown that the achievements of matrix capacity equalled to 1 Gbyte, cyclability equalled to 1000 cycles, and long information storage are possible. This accumulator is proposed as read-only memory and with the holographic correlator it is applied for parallel correlative processing of large-masses of highly informative processing.
