The flight from universalism

Abstract Up to the beginning of the 1990s Sweden had been considered a paragon welfare state in its realisation of universalist principles and an institutional welfare model. This seems to be changing rapidly. Mass unemployment, welfare expenditure cuts and institutional transformation have introduced several selective mechanisms into the Swedish welfare system, adding up to a retreat from universalism. New forms of selectivity can be seen in all layers of the welfare system, both transfer benefits and social security, public personal social services and the relation between state and voluntary organisations. The shifting of burdens from universal social security and insurance-based welfare onto local means tested systems has already meant a restigmatisation of unemployment, as the unemployed lose eligibility for the insurance-based systems, and an increase in the proportion of people who have to rely on poor relief instead of rights-based welfare, and when unemployment has gone up, so have work requireme...

Preparations for retirement in Sweden: Migrant perspectives

Lars Harrysson; Norma Montesino; Erika Werner

Migrants as a group are recognised as being at risk of receiving low retirement pensions. Income over a lifetime is the principle for calculating pension rights. We have interviewed a group of migrants about their retirement preparations. Our results show that there are obstacles that obstruct migrants from entering the Swedish labour market, which will greatly influence future pension rights. There are various lock-in effects that isolate migrants from the labour market and thus affect their present and future financial situation. Examples are labour market policy activities and that the minimum level pensions have mobility restrictions. These trajectories are set in perspective to Nancy Fraser’s reasoning on justice in a transnational setting and Yeheskel Hasenfeld’s reflections on people processing. An important implication from our findings is the need to explore ways to include a group that is currently excluded from the labour market, hence adequate retirement income protection.

Exploring health navigating design: momentary contentment in a cancer context

Ulrika Sandén; Lars Harrysson; Hans Thulesius; Fredrik Nilsson

ABSTRACT Purpose: The technocratic and medicalized model of healthcare is rarely optimal for patients. By connecting two different studies we explore the possibilities of increasing quality of life in cancer care. Methods: The first study captures survival strategies in a historically isolated Arctic village in Norway resulting in Momentary contentment theory, which emerged from analysing four years of participant observation and interview data. The second study conceptualizes everyday life of cancer patients based on in-depth interviews with 19 cancer patients; this was conceptualized as Navigating a new life situation. Both studies used classic grounded theory methodology. The connection between the studies is based on a health design approach. Results: We found a fit between cancer patients challenging life conditions and harsh everyday life in an Arctic village. Death, treatments and dependence have become natural parts of life where the importance of creating spaces-of-moments and a Sense of Safety is imminent to well-being. While the cancer patients are in a new life situation, the Arctic people show a natural ability to handle uncertainties. Conclusion: By innovation theories connected to design thinking, Momentary contentment theory modified to fit cancer care would eventually be a way to improve cancer patients’ quality of life.
