Pelibatan Koperasi dalam Program KUR: Sebuah Inovasi Kebijakan Ekonomi dengan Peluang dan Tantangannya

Tulisan ini bertujuan menganalisis peluang dan tantangan pelibatan koperasi (KSP) dalam program KUR. Dengan menggunakan metode deskritif analisis, tulisan ini menunjukkan pelibatan koperasi membuka peluang terjadinya peningkatan jangkauan KUR untuk sektor produktif dengan distribusi yang lebih merata. Namun demikian, tulisan ini juga menekankan bahwa upaya pelibatan koperasi sebagai penyalur KUR perlu dilakukan secara hati-hati. KUR merupakan produk perbankan yang terikat dengan aturan-aturan microprudentials. Koperasi memerlukan periode penyesuaian agar memahami aturan-aturan KUR. Dari perspektif kebijakan, tantangan untuk melibatkan koperasi adalah kemampuan pemerintah dalam menyederhanakan dan mempercepat mekanisme pembayaran subsidi. Pemerintah juga perlu memiliki kriteria untuk memilih mana koperasi yang kompeten dilibatkan dalam program KUR. Tulisan ini merekomendasikan kriteria untuk menyeleksi koperasi didasarkan kepada. Pertama, memiliki struktur aset dan keuangan yang kuat. Kedua, memiliki pengalaman mengelola kredit mikro yang produktif. Ketiga, mampu mengembangkan SDM secara professional dan memiliki pengetahuan mengenai kredit mikro yang produktif. Keempat, mengembangkan infrastruktur IT (information and technology).

Peran Kelembagaan dalam Pelaksanaan KPS Penyediaan Air Minum

This study analyzes the institutional role in the implementation of PPPs in the water sector. The institutional approach in this paper will be focused on the organizational structure and regulation. The purpose of this study is to map the role and institutional problems in the development of water infrastructure and analyze the important steps that can be done to strengthen the institutions in the implementation of PPP in infrastructure clean water. An analytical technique used in this study is a descriptive analysis. The analysis showed that the institutional strengthening both regulations and institutions are absolutely necessary to maximize the role and functions of the institution concerned. The working relationship between institutions that have not been harmonious and well integrated so that there is an overlap of authority in implementing PPP. Institutional strengthening with the increase of personnel resources of the central government and the regional government with capacity building through the understanding of the legal aspects, financial and other technical aspects in the preparation of the PPP contract. From the regulatory side, the PPP law is very comprehensive and experienced improvements to accommodate the dynamics. The central and local government should have the same understanding in the implementation of regulations that provide security and certainty for the private sector to invest in the water sector.

Dinamika Sektor Kelistrikan Di Indonesia: Kebutuhan Dan Performa Penyediaan

Tulisan ini menganalisis kinerja sektor kelistrikan di Indonesia. Sektor kelistrikan menjadi faktor kunci yang bisa mendorong dan mempercepat naik-turunnya daya saing suatu perekonomian. Sayangnya, dengan menggunakan metode analisis deskriptif, tulisan ini menunjukkan posisi dan akselerasi peningkatan kinerja sektor kelistrikan di Indonesia relatif masih tertinggal dibandingkan dengan di beberapa negara Asia lainnya. Dari perspektif kebijakan, tantangan utamanya adalah bagaimana pemerintah mampu membangun dan mengelola infrastruktur kelistrikan untuk menambah pasokan listrik. Di tengah-tengah semakin terbatasnya kemampuan keuangan negara, salah satu solusi untuk mendorong pembangunan dan pengelolaan infrastruktur kelistrikan adalah mengajak partisipasi sektor swasta melalui program public private partnership (PPP).

The Role of SMIEs in Indonesia’s Industrialization

This paper examines the ability of SMIEs (small and medium industrial enterprises) to maintain their important role in the rapid process of Indonesia’s industrialization in conditions where various government economic policies tended to favor their larger counterparts (large industrial enterprises/LIEs) and discriminate against them. It highlights the significance of business cooperation in enabling SMIEs to maintain their role (particularly in creating employment, generating income, and contributing significantly to increasing Indonesia’s industrial exports) by facilitating them to overcome the problem of limited technology, market narrowness, capital constraints, and informational restraints. This suggests that the government should pay more attention to the creation of a competitive business environment to provide incentives for SMIEs to develop business cooperation.
