and the nature of positions; decide what educa tional qualifications of these positions are not now adequately provided; and formulate proposals for such provision by educational institutions. We may conclude that the uncertain nature and limited number of opportunities, or the lack of points of regular recruitment, or the experimentation here and there under way in training programs, make any substantial new programs unjustified or untimely. The particular result seems to me less mportant than self-education and cooperation in the enterprise.

In addition to the difference in dates of enumeration, there are of course the differences in classification. As has been pointed out, definition of what constitutes a particular racial group varies widely from census to census; indeed, often no definition of terms is made at all. When racial data are given, however, white and Negro categories have been included. In most but not all cases, the additional classifications of Indian, mestizo, and yellow have been presented.
