Improving the oil & gas industry innovation with a strategic fuel: Distributed research and development

The Brazilian Oil & Gas (O&G) industry has increased significantly for the last years, especially during the process of breaking the state monopoly, in 1997. The industry impacts directly on national economy, its contribution to GDP grew more than three times since 1998, when it was almost 3%, and in 2007 the rate increased to about 11% of GDP. Energy integration with neighboring countries such as Argentina, Bolivia or Venezuela also contributes to value this sector. The importance and great opportunities of the O&G sector force its companies to pursue new technologies aiming at efficiency and flexibility, and then become more competitive. In Brazil, this type of innovation process occurs mostly through university-industry cooperation, however the gap between university and industry is still huge. This paper presents a method for coordination distributed R&D projects for a big O&G Company, using the concepts of collaborative partnerships, open innovation and distributed research and development strategy. The method is illustrated by a case study.

Manutenção Aeronáutica no Brasil: distribuição geográfica e técnica

The aircraft maintenance activities are an essential part of the continued airworthiness, aiming both, civilian and military areas, to provide full service condition for the aircraft. The growth of air transportation in Brazil has demanded an industry of aircraft maintenance services able to support such expansive process, without any prejudice to the flight safety conditions. Some of the studies found in the literature review, explore the aircraft maintenance from perspectives that seek to improve the technical efficiency of the sector. For these reasons, the main goal of this paper is to expand knowledge about the aircraft maintenance industry in Brazil, exploring the information provided by the ANAC in order to build a scenario that reveals the geographical and technical distribution of the existing technical training niches. For this, this study starts discussing the basic concepts of maintenance activity in general and aviation in particular. Next, we consider the Brazilian regulatory context for the aircraft maintenance activity, emphasizing the certification domain. Finally, we examine the geographic distribution of aircraft maintenance companies in the country, identifying the companies’ distribution considering the various types of technical certification.

A MANAGERIAL VISION CONCERNING THE SYSTEMATICS OF MONITORING AND CONTROL OF THE EXECUTION OF ST&I PROJECTS IN SCIENTIFIC AND TECHNOLOGICAL INSTITUTIONS

The main goal of this article is to verify and understand - in Scientific and Technological Institutions (STI) - the systematics of monitoring and control of the execution of projects of Science, Technology and Innovation (STI second, the monitoring in loco of actions of project management. The Department of Aerospace Science and Technology (DCTA) and the STIs directly linked to it were the subject of this research. The output of all this work was the perception of the complexity of the monitoring and control of project execution systems and of the maturity of the STIs with regard to project management. The conclusion is that the STIs live in strategic contexts that delineate their own plan, their management and their actions; in short, concerning project management, the STIs show distinct levels of maturity.

A interação entre a Instituição Científica e Tecnológica e a Indústria: o contexto estratégico de desenvolvimento de projetos

Este artigo tem como objetivo geral verificar como a gestao estrategica do Departamento de Ciencia e Tecnologia Aeroespacial (DCTA), Instituicao Cientifica e Tecnologica do Comando da Aeronautica, opera para atender ao desafio de interagir com a industria aeroespacial de defesa, provendo tecnologias. Em complemento ao objetivo proposto e apresentado o contexto do desenvolvimento do Veiculo de Sondagem Booster – 30 (VSB-30) e do desenvolvimento do sistema de navegacao e controle para Veiculos Aereos nao Tripulados (VANT). O estudo, elaborado no periodo de 2010 e 2011, consiste em revisao de literatura academica, com enfase nas competencias e nas inovacoes e capacitacoes tecnologicas, e em relatorios diversos que tratam sobre a industria aeroespacial de defesa e os projetos do DCTA. Conclui-se que o DCTA surge como responsavel em adquirir competencias independentemente e prover solucoes tecnologicas para o desenvolvimento de tecnologias sensiveis em parcerias com o setor produtivo, com instituicoes de fomento, com as demais Forcas Militares e com o proprio governo, em contraposicao a simples utilizacao de tecnologias importadas, estimulando a integracao dos programas militares de ciencia, tecnologia e inovacao desenvolvidos nas universidades e nos centros de pesquisa civis, gerando capacitacoes tecnologicas.

Competing for public research funding: A strategic approach for The Institute of Advanced Studies at the Brazilian Aerospace Technology Center

Since the last decade, budget constraint problems led the Brazilian government to establish a new approach to financing Research, Development and Innovation (R&D&I). It was created public funds, which are designed either to promote specific sectors or to finance the development of a broader spectrum of R&D&I. This new approach for funding has stimulated a healthy competition among research institutions. In this context, public research institutions must develop a strategy that strengthens their abilities to compete with sustainable advantages in this new financial resources market. Thus, the main objective of this paper is to propose a strategic approach to planning the attraction of these public resources for the case of the Institute for Advanced Studies — a public Brazilian aerospace research center. At first, it is argued that the financing strategy adopted by the Institute has to be aligned to the main institutional strategic planning, and has to help to implement the strategic R&D&I project portfolio. Additionally, it is discussed that the competition strategy for public research funding should be mission-oriented, focusing on those funds that allow to implement strategic projects, while supporting the development of the Institutes core competencies, by improving internal competencies, and by building partnerships with other research centers.

Proposal of a knowledge management model for launch operations at the Brazilian Aerospace Technology Center: The case of the interface launch group

Knowledge management reduces risk associated to launching operations. Thus, to improve mission success, the Comando-Geral de Tecnologia Aeroespacial (CTA), a Brazilian aerospace technology center, created an Interface Launch Group. This Group is responsible for analyzing the Launch Interfaces in order to get subsidies to develop a knowledge management model that allows the transference of knowledge across different sectors and missions. In this context, the objective of this paper is to propose this knowledge management model. Thus, initially it is performed a literature review on knowledge management concepts, such as knowledge management models and knowledge cycles. Afterwards, the Interface Launch Group activities are analyzed in order to propose a model capable of capturing the main knowledge generated, so that knowledge can be transferred across sectors and missions. The model focus is to select, capture and disseminate knowledge that is key for the launch operations success. As a conclusion, it is necessary to point out that the model proposed should be considered as a first step, that must be improved and expanded by CTA, in order to conquest and retain technological growth.

Acquisition and development methodology of aircraft, systems and materials of the Brazilian Air Force

In Command of the Air Force [1], of the Ministry of Defense of Brazil, there is a document that establishes the procedure for acquisition or development, as the planning and implementation of the phases and the main events in the life cycle of systems and equipment, aircraft and its systems onboard. This document, the DCA (Guideline of the Air Command) 400–6, is a sequence of events or activities that have the flexibility and integration as features and is organized into nine stages: design, feasibility, definition, development, production, Deployment, use, revitalization and deactivation. These phases are divided into sub-phases, and they, in turn, organized in blocks, which are a set of ordered steps to be followed that detail the sub-phases. Thus the whole process of acquisition or development, emerged from an operational need is already pre-defined and clear, allowing for both the primary customer, the Air Force, as for suppliers, companies in the aerospace industry, a profile of all necessary steps and requirements to fill the need detected.

Modelo de avaliação da capacitação em gestão de projetos para uma empresa do setor aeroespacial

No mercado global pautado por geracao dinâmica e acelerada de inovacoes, as empresas devem aprimorar a capacidade de gerenciar projetos de inovacao. Nessa direcao se alinham os investimentos realizados por uma empresa de alta tecnologia do setor aeroespacial, que criou um Programa de Capacitacao em Gestao de Projetos para um grupo significativo de funcionarios. Esse Programa, a priori, parece ter melhorado o desempenho da gestao dos projetos, mas para justificar os investimentos e necessario realizar uma avaliacao que identifique o retorno. Sob essa otica, o objetivo deste trabalho e apresentar uma versao revisada do modelo de avaliacao desenvolvido para dimensionar os ganhos na capacitacao em gerencia de projetos decorrentes dos investimentos realizados pela empresa. A ideia central do modelo e desdobrar a capacitacao para gerenciar projetos em grupos de competencia, que permitam gerenciar e estimular os distintos processos de aprendizagem que ocorrem durante o desenvolvimento de projetos de inovacao. Adicionalmente, considera-se no modelo a avaliacao dos ganhos advindos dos investimentos em capacitacao, sob a perspectiva da melhoria no desempenho da gestao dos projetos. Uma aplicacao do modelo proposto e apresentada e analisada. Por fim, sao feitas consideracoes sobre os resultados e sobre as possiveis expansoes metodologicas.
