Abortion is a serious health problem in Brazil and complications can be avoided by adequate and timely care. The article evaluates the quality of care given to women admitted for abortion in hospitals operated by the Unified Health System, in Salvador, Recife and Sao Luis, the benchmarks being Ministry of Health norms and user satisfaction. The article analyzes 2804 women admitted to hospital for abortion complications in 19 hospitals, between August and December 2010. Four dimensions were defined: reception and guidance; inputs and physical environment; technical quality and continuity of care. There was a closer fit to norms on reception and guidance. Social support and the right to information were not well rated in all three cities. The technical quality of care was rated poor. With respect to inputs and physical environment, cleanliness was the least adequate criterion. Continuity of care was the most critical situation in all three cities, due to the lack of scheduled follow-up appointments, information about care available after hospital discharge, the risk of further pregnancy and family planning. Abortion care falls short of that advocated under Brazilian norms and by international agencies.

The purpose of this research is to analyze social practices in the work of community health agents (ACSs) in the city of Recife, state of Pernambuco, Brazil. Accordingly, a qualitative approach was adopted, whose theoretical-methodological aspects were founded on historical and dialectic materialism. ACSs have a unique role, because they deal with an important crosssection of social classes in their work and living spaces. Despite the institutionalization of their work, it still contains references forged during their work with the community and the population at large. We emphasize that the institutionalization of the work of ACSs, in and of itself, is a contradictory and conflicting process from the standpoint of institutional policy, since the practice developed by them incorporates popular wisdom and practices that may create tensions. At the same time, it is important to remember that the territory where the ACSs live and operate exerts an influence on their professional production.

This research analyzed the public-private composition in the municipal health network and aspects of the contracting/outsourcing process for services over the period from 2001 to 2008. The research method used was a case study with documentary research and interviews. The interviewees were former secretaries of health, directors of regulation and district managers. The categories of analysis used were public funds, care networks and public control. The results showed that the contracting was restricted to philanthropic units. With respect to the other private establishments linked to the public care network, non-compliance with programmatic aspects was detected, such as the lack of regulation of bidding processes required for contracting. Management authorities did not actively pursue building up state public services, or the formation of care networks. The contracted establishments conducted their activities without effective external and internal control mechanisms, which are paramount for the proper use of public resources.
