Science, Technology, and Innovation Policies and the Innovation System in Cuba: Assessment and Prospects

This chapter provides an overview of Cuban science, technology, and innovation policy (“STIP”). The Economic and Social Guidelines (PCC 2011a, b), defining Cuba’s current principal transformations, propose significant changes in STIP. The final 313 Guidelines were approved on April 8, 2011 following a broad public discussion of the project. Groups of experts and representatives of ministries and social organizations are currently developing recommendations for policies and strategies for mobilizing the productive potential of the country.

Cuba: University, Innovation and Society: Higher Education in the National System of Innovation

Higher education has been making significant contributions to the Cuban innovation system. In this chapter, we claim that such contribution does not come only from the research activity as such in the universities, but also from other activities performed by the universities. We also discuss issues such as the formation of graduates and the role of postgraduate studies, and the formation of university staff. These processes link the university to the innovation system.
