Gestão de redes de políticas públicas locais de segurança alimentar: uma análise comparativa dos municípios de Campinas, Araraquara e Catanduva

The purpose of this study is to describe and compare the main characteristics of the management of local public policy network that controls food safety in three municipalities in the state of Sao Paulo. These municipalities were chosen because they represent different population sizes and implement food safety programs that are structurally similar. Therefore, it is possible to identify their institutional and organizational barriers concerning the public policy networks. The descriptions and evaluations of these networks are institutional and, despite some similarity in rules, norms, laws, and conventions, there are differences in some organizational basis. The comparative study was based on a participatory research to evaluate the obstacles and effectiveness of each network program. The results identified structural and functional differences in the food safety policy network of the three cities investigated and indicated that structural factors (such as the degree of central control and level of resources among others) can influence the effectiveness of the programs although the functional factors are those that need more urgent improvements. The present study suggests ways that these programs can use to achieve more positive results in the coming years.

Avaliação do Programa Bolsa Família na segurança alimentar das famílias rurais do município de Rio Verde, GO: efeitos, entraves e diferenciações

This study had the objective of showing the effects, obstacles and differentiation of Family Bag Program (FBP) in the Alimentary Safety of rural families in the municipality of Rio Verde, GO. The results advanced in the evaluation of the efficacy and the identification of obstacles of the Municipal Management in the acting axis of FBP and reveal that, in the researched empirical universe, the cycle of this program is not completed with the evaluation stage.O objetivo deste estudo foi demonstrar os efeitos, entraves e diferenciacoes do Programa Bolsa Familia (PBF) na Seguranca Alimentar das familias rurais do municipio de Rio Verde, GO. Os resultados avancaram na avaliacao da eficacia e na identificacao dos entraves da Gestao Municipal nos eixos de atuacao do PBF e revelaram que o universo empirico estudado nao completa o ciclo da politica com o estagio de avaliacao.

Controversias del desarrollo de los asentamientos rurales en São Paulo: producción para los biocombustibles y las alternativas de programas municipales

This paper discusses the dilemmas and the contradictions of the current experiences of rural settlements, based on the net of tensions which are generated among different agents, strategies and rationalities. It analyzes the controversial alternatives to the integration in the agroindustrial productive system, of the biodiesel and the perspectives of municipal programs directed to rural settlers and to small producers. Public policies and food security and family farming networks: contributions to the construction of effectiveness indicators

This work presents a methodology for investigating the performance of public politics regarding food security networks formed in Brazilian municipalities aimed at increasing income and employment in familiar farming. These programs need to further develop the methodologies used for studying their efficiency so that they can reac h a new stage in the improvement and use of management tools thereby achieving beteer results o f social inclusion and/or food security. This paper constitutes a first effort to bring together indicators for the evaluation of the efficiency of public politicies.
