Ökologische Modernisierung und Vorreiterrolle in der Energie- und Umweltpolitik? Eine vorläufige Bilanz

Nach dem Wahlerfolg von SPD mid Bundnis 90/Die Grunen bei der Bundestagswahl im September 1998 standen Themen der Energie- und Umweltpolitik zuvorderst auf der Agenda der deutschen Politik. Reformvorhaben wie die Okologische Steuerreform, der Ausstieg aus der Nutzung der Atomenergie und eine Wende in der Energiepolitik, ein nationaler Nachhaltigkeitsplan sowie die okologische Modernisierung der Volkswirtschaft flossen in die Koalitionsverhandlungen ein. Das Regierungsprogramm der neuen Regierung orientierte sich am Leitbild der Nachhaltigkeit und benannte zugleich auf dem Feld der Energie- und Umweltpolitik, welche Reformvorhaben in der 14. Legislaturperiode umgesetzt werden souten. Im Koalitionsvertrag wurden u.a. vereinbart: der Ausstieg aus der Atomenergie, der Einstieg in die Okologische Steuerreform, die Einfuhrung einer formellen Nachhaltigkeitsstrategie und eines Umweltgesetzbuches. Den Umweltverbanden sollte die Moglichkeit einer Verbandsklage eingeraumt werden.

New Corporate Strategies in the German Electricity Supply Industry

This book focuses on the diversity of electricity reforms in Western Europe, drawing evidence from ten European Union memberstates plus Norway and Switzerland as associate members. The contributors analyse the various ways of introducing competition in the European electricity industries, and consider both the strategies of electricity companies and their behaviour in electricity marketplaces. They also offer an explanation of the differences of reforms by the institutions and the industrial structures of each country which shape the types of marketrules, industrial restructuring and public service regulations which have been adopted.

Publisher Summary Natural gas is the second largest energy source in Germany, and its market share will continue to increase. This chapter describes the historical development of the German gas industry, discusses current issues of importance in German gas policy, and outlines the industrial organization and profiles of the major gas utilities. Today, the German gas industry can be divided into two groups: the gas supply industry and the rest of the gas industry. The gas market in Germany has developed on three levels: natural gas production and import, pipeline business and distribution, and end user supply. Germanys energy policy, as a part of economic policy, is oriented to free market principles. The future of the German gas market is very promising. The share of natural gas is growing as a part of primary energy supply, as well as in power generation, substituting coal and oil, and electricity in the heat market. With regard to the effects of liberalization, it can be said that a one-to-one transposition of international experience to the German gas industry will not be possible, due to the different historical, economical, and political factors at work.
