Origin, Persistence, and Resolution of the Rotational Grazing Debate: Integrating Human Dimensions Into Rangeland Research

Abstract The debate regarding the benefits of rotational grazing has eluded resolution within the US rangeland profession for more than 60 yr. This forum examines the origin of the debate and the major reasons for its persistence in an attempt to identify common ground for resolution, and to search for meaningful lessons from this central chapter in the history of the US rangeland profession. Rotational grazing was a component of the institutional and scientific response to severe rangeland degradation at the turn of the 20th century, and it has since become the professional norm for grazing management. Managers have found that rotational grazing systems can work for diverse management purposes, but scientific experiments have demonstrated that they do not necessarily work for specific ecological purposes. These interpretations appear contradictory, but we contend that they can be reconciled by evaluation within the context of complex adaptive systems in which human variables such as goal setting, experiential knowledge, and decision making are given equal importance to biophysical variables. The scientific evidence refuting the ecological benefits of rotational grazing is robust, but also narrowly focused, because it derives from experiments that intentionally excluded these human variables. Consequently, the profession has attempted to answer a broad, complex question—whether or not managers should adopt rotational grazing—with necessarily narrow experimental research focused exclusively on ecological processes. The rotational grazing debate persists because the rangeland profession has not yet developed a management and research framework capable of incorporating both the social and biophysical components of complex adaptive systems. We recommend moving beyond the debate over whether or not rotational grazing works by focusing on adaptive management and the integration of experiential and experimental, as well as social and biophysical, knowledge to provide a more comprehensive framework for the management of rangeland systems.

The Impact of Land Abandonment on Species Richness and Abundance in the Mediterranean Basin: A Meta-Analysis

Land abandonment is common in the Mediterranean Basin, a global biodiversity hotspot, but little is known about its impacts on biodiversity. To upscale existing case-study insights to the Pan-Mediterranean level, we conducted a meta-analysis of the effects of land abandonment on plant and animal species richness and abundance in agroforestry, arable land, pastures, and permanent crops of the Mediterranean Basin. In particular, we investigated (1) which taxonomic groups (arthropods, birds, lichen, vascular plants) are more affected by land abandonment; (2) at which spatial and temporal scales the effect of land abandonment on species richness and abundance is pronounced; (3) whether previous land use and current protected area status affect the magnitude of changes in the number and abundance of species; and (4) how prevailing landforms and climate modify the impacts of land abandonment. After identifying 1240 potential studies, 154 cases from 51 studies that offered comparisons of species richness and abundance and had results relevant to our four areas of investigation were selected for meta-analysis. Results are that land abandonment showed slightly increased (effect size  = 0.2109, P<0.0001) plant and animal species richness and abundance overall, though results were heterogeneous, with differences in effect size between taxa, spatial-temporal scales, land uses, landforms, and climate. In conclusion, there is no “one-size-fits-all” conservation approach that applies to the diverse contexts of land abandonment in the Mediterranean Basin. Instead, conservation policies should strive to increase awareness of this heterogeneity and the potential trade-offs after abandonment. The strong role of factors at the farm and landscape scales that was revealed by the analysis indicates that purposeful management at these scales can have a powerful impact on biodiversity.

Hardwood Rangeland Landowners in California from 1985 to 2004: Production, Ecosystem Services, and Permanence

Abstract A longitudinal study of California hardwood rangelands shows significant change in landowner characteristics and goals. Results of three studies spanning 1985 to 2004 were used to develop and evaluate a multiagency research and extension program known as the Integrated Hardwood Range Management Program. Program-sponsored education and research aimed at encouraging landowners to change woodland management has been reflected in a significant reduction in oak cutting and an increase in oak planting. Recent changes have come with the times: landowners were as likely to have consulted land trusts about oaks as Cooperative Extension, and the number engaged in production of crops or livestock continued to decline. On the other hand, the proportion of landowners, including ranchers, reporting that they live in the oak woodland to benefit from ecosystem services such as natural beauty, recreation, and lifestyle benefits significantly increased. Though owners of large properties and ranchers were more strongly against regulation and “government interference” than other respondents, this did not appear to affect oak values and management. Property size remained significantly related to landowner goals, values, and practices, with those producing livestock owning most of the larger properties. There has been a decline in the number of properties being studied due to conversion of some from oak woodland to other uses, though the remaining respondents still own at least 10% of the woodlands. Landowners with conservation easements or those who are willing to consider them, who believe oak recruitment is inadequate, or who use advisory services were significantly less likely to cut oaks and more likely to plant them. Policy, management, and outreach that support synergies between production and conservation activities, and that combine ecosystem service-based income streams that encourage keeping land intact and increased land-use stability, are needed to support conservation of private rangelands.

Ownership and management changes on California hardwood rangelands: 1985 to 1992.

Results of a 1985 survey of California hardwood rangeland landowners were used to develop a multi-agency research and extension program known as the Integrated Hardwood Range Management Program. In 1992, the same properties were re-surveyed. Although the results cannot prove the program is the sole or direct agent of change, program-sponsored education and research aimed at encouraging oak rangeland owners to change oak management practices is reflected in changes in key landowner behaviors. Program-sponsored research showed that intermediate levels of oak canopy cover did not significantly reduce forage production. Concurrently, landowners have significantly reduced the clearing of oaks for forage production. Other significant changes are reduction of cutting of living oaks for any reason, reduced cutting of oaks for fuelwood, increased use of oak promoting practices, and a growing awareness of the need to be concerned about the status of oaks. Landowners who were aware of the resource benefits of having oaks, or who believed oaks were threatened, or who had been in contact with a natural resource advisory service were significantly more likely to carry out oak-promoting practices. Between 1985 and 1992, many properties changed hands: 24% of parcels were sold but remained intact, while an additional 11% were subdivided. As was found in 1985, owners of smaller properties manage for different and more diverse goals than those of larger properties. The changing pattern of hardwood rangeland land ownership will have an impact on education and conservation programs.

Appreciation, Use, and Management of Biodiversity and Ecosystem Services in California’s Working Landscapes

Abstract“Working landscapes” is the concept of fostering effective ecosystem stewardship and conservation through active human presence and management and integrating livestock, crop, and timber production with the provision of a broad range of ecosystem services at the landscape scale. Based on a statewide survey of private landowners of “working” forests and rangelands in California, we investigated whether owners who are engaged in commercial livestock or timber production appreciate and manage biodiversity and ecosystem services on their land in different ways than purely residential owners. Both specific uses and management practices, as well as underlying attitudes and motivations toward biodiversity and ecosystem services, were assessed. Correlation analysis showed one bundle of ecosystem goods and services (e.g., livestock, timber, crops, and housing) that is supported by some landowners at the community level. Another closely correlated bundle of biodiversity and ecosystem services includes recreation, hunting/fishing, wildlife habitat, and fire prevention. Producers were more likely to ally with the first bundle and residential owners with the second. The survey further confirmed that cultural ecosystem services and quality-of-life aspects are among the primary amenities that motivate forest and rangeland ownership regardless of ownership type. To live near natural beauty was the most important motive for both landowner groups. Producers were much more active in management for habitat improvement and other environmental goals than residential owners. As the number of production-oriented owners decreases, developing strategies for encouraging environment-positive management by all types of landowners is crucial.

California's privately owned oak woodlands: owners, use, and management.

Social science research is an important tool for guiding development of education programs for owners of private rangelands. California oak woodland, a productive and extensive range type in California that is undergoing rapid changes in use and management, is the focus of this study. Results indicate that landowners with different property size differ demographically, make different uses of their land, and have distinctly different attitudes toward oak management and living in the oak woodland. Owners of smaller properties, on the increase in rural California, do not earn their living from their land, and will respond best to resource education programs that they believe will contribute to bettering the quality of life they seek by residing in the oak woodland. Owners of larger properties, the traditional clientele of advisory agencies, will more likely respond to programs that protect and enhance earnings from their property. Still, even a third of the owners of the largest (over 5,000 acres) properties earn the majority of their income from sources other than their lands. To be effective, range-oriented education programs and policies must track the changing composition of rural populations, and the changes in attitudes, needs, and interests that accompany demographic shifts.

Contingent Valuation of Woodland-Owner Private Amenities in Spain, Portugal, and California

Abstract Most of the Mediterranean woodlands in Spain, Portugal, and California are managed as agrosilvopastoral enterprises, producing some combination of livestock, wood, cork products, and crops, as well as wildlife habitat and diverse environmental services. Private amenity benefits to landowners have been suggested as an explanation for high land prices and the persistence of such rangeland enterprises despite apparently marginal cash returns. In this study, private amenity values are estimated using a contingent valuation technique in surveys of private woodland owners as part of five case studies, using a design developed to separate landowner amenity income and capital values. Nonindustrial private landowners were asked about the maximum amount of money that they were willing to give up (to pay) before selling their property to invest in more commercially profitable assets, and the proportion of the market price of their woodland that they think is explained by privately consumed amenities. Amenity values were found to be relevant because, in all cases, landowners were willing to pay > €120 · ha−1 · yr−1, at 2002 prices, and attributed > 30% of land market price to amenities. These values represent an amenity profitability rate > 2% in all case studies. The data analysis shows some similarities, but mostly divergences, in the different land-simulated and amenity-simulated markets.

Expanding the table: the web as a tool for participatory adaptive management in California forests.

Participatory adaptive management is widely promoted as the new paradigm in public lands management. It is grounded in two underlying principles - that management experiments and diverse sources of information should be used to continually refine management in complex ecological systems, and that the public must be included throughout the adaptive management process. Access to scientific results and exchange of information is at the core of both of these principles. The recent proliferation of Internet communities and web-based participation tools raises the question of how the Internet might help facilitate information exchange in participatory adaptive management. Using a case study approach, the role of web technologies in facilitating the flow of transparent and useful information was examined in a participatory adaptive management project focused on Forest Service vegetation management treatments in Californias Sierra Nevada. Three evaluation methods were used: analysis of web usage and content, a survey of active participants, and a review of comments posted to the project website. Results suggest that the web played an important role throughout the adaptive management cycle by supporting communication through disseminating information to the public and increasing the transparency of the scientific process. The web played a small, but important role in public consultation, by providing a forum for targeted questions and feedback from the public. Internet technology did not actively support the two-way flow of information necessary for mutual learning. Web technology complements face-to-face interactions and public meetings, rather than replacing them.

Management Without Borders? A Survey of Landowner Practices and Attitudes toward Cross-Boundary Cooperation

Ecosystem management requires cross-jurisdictional problem-solving and, when private lands are involved, cross-boundary cooperation from many individual landowners. Fragmented ownership patterns and variation in ownership values, as well as distrust and transaction costs, can limit cooperation. Results from a landowner survey in California were analyzed using an audience segmentation approach. Landowners were grouped into four clusters according to ownership motivations: rural lifestyle, working landscape, natural amenity, and financial investment. All clusters showed willingness to cooperate for all three topics addressed in the survey (pest and disease control, fire hazard reduction, and wildlife conservation), but their degree of willingness differed by cluster, who they were expected to cooperate with, and the natural resource problem addressed. All were more willing to cooperate with neighbors and local groups than with state and federal agencies. Landowners were most willing to cooperate to reduce fire hazard, which is the most direct threat to property and well-being.

The role of rangelands in diversified farming systems: innovations, obstacles, and opportunities in the USA.

Discussions of diversified farming systems (DFS) rarely mention rangelands: the grasslands, shrublands, and savannas that make up roughly one-third of Earths ice-free terrestrial area, including some 312 million ha of the United States. Although ranching has been criticized by environmentalists for decades, it is probably the most ecologically sustainable segment of the U.S. meat industry, and it exemplifies many of the defining characteristics of DFS: it relies on the functional diversity of natural ecological processes of plant and animal (re)production at multiple scales, based on ecosystem services generated and regenerated on site rather than imported, often nonrenewable, inputs. Rangelands also provide other ecosystem services, including watershed, wildlife habitat, recreation, and tourism. Even where non-native or invasive plants have encroached on or replaced native species, rangelands retain unusually high levels of plant diversity compared with croplands or plantation forests. Innovations in management, marketing, incentives, and easement programs that augment ranch income, creative land tenure arrangements, and collaborations among ranchers all support diversification. Some obstacles include rapid landownership turnover, lack of accessible U.S. Department of Agriculture certified processing facilities, tenure uncertainty, fragmentation of rangelands, and low and variable income, especially relative to land costs. Taking advantage of rancher knowledge and stewardship, and aligning incentives with production of diverse goods and services, will support the sustainability of ranching and its associated public benefits. The creation of positive feedbacks between economic and ecological diversity should be the ultimate goal.
