1 研究の背景 近年,地方市町村の著しい少子高齢化・人口減少,厳 しい財政等の危機感から,都市住民の移住を促す施策が 強力に打ち出され,実際に移住者を相当数獲得している 自治体がみられる。今後ますます市町村間で移住者獲得 にしのぎを削ることが予想される一方,人口減少時代で はその限界も窺える。集落存続にあたって移住促進もさ ることながら多様な外的支援のあり方を探る必要がある。 既往研究として,都市農村交流の効果検証は数多くみ られ,営利・非営利の交流活動の課題 1)や,農村と都市 間のギャップ 2)に関する言及等,内と外の二者を対峙さ せた研究や,地域づくり組織の事例研究として外部者が 集落運営の支援→参加→参画と関係性の深まりに迫った 組織運営手法論 3-5)等もみられる。ただし,一つの集落を 俯瞰し,集落外住民の総体と具体を捉えた文献は少ない。 以上の観点から,新潟県十日町市池谷・入山集落に着 目した。当集落は,楽しみや余暇として集落の環境整備 活動等に参加する訪問者・リピーターから,実際に移り 住む移住者まで,中山間地域の暮らしに関わる集落外住 民の様々な姿がみられる。またその範囲も,市内の近隣 地域から遠方の都市部まで広がっている。

THE STABILITY AND THE LOCAL AGENDAS OF LIFE CONDITION OF THE ELDERLY REFERRING TO EVERY BLOCK IN KITA WARD, TOKYO

The purpose of this paper is to show the way of the environmental improvement and the support scheme for the sustainable urban living of the elderly. We grasped the 9 types of the elderly in KITA Ward seeing from the stability of the life condition. These types were characterized by the following viewpoints, that is, the lack of human relations or chance of going out, the anxiety and the instability of local living. In addition, the serious instable living types were distributed in the areas where the large-scale housing complex was built. Thus, it is important to analyze the urban life condition in the every block and to consider the measures for each local subject.

THE STRUCTURE OF EDUCATIONAL ASSISTANCE ORGANIZATIONS IN PRIMARY SCHOOLS

The purpose of this paper is to show the structure of educational assistance organizations related with a primary school, by analyzing characteristics of educational activities and visions of relationship between organizations and a primary school. Main results are as follows;1) The 7 types of organization, which were constituted of 3 hierarchies (comprehensive - multiple functional- specific functional organizations), were grasped.2) For the future organizations, it is required that they participate in the school management with residents or take part in roles of educational activities about community.3) The various combinations of 7 types in each school are cleared. The activation of comprehensive organizations leads to the development of the others.

THE DEMANDS OF SPACE THROUGH THE PRACTICAL SPACE USAGE IN PRIMARY SCHOOLS

The purpose of this paper is to show the demands of new space in primary schools, by grasping required functions and the usage of multi-purpose spaces and vacant classrooms. Main results are as follows; 1) The new required functions for school activities are cleared, from analyzing the degree of realization about assumptive 45 functions and the demands of their improvement. 2) The process of functions arrangement is showed, through the transform of space requirements depended on surplus of spaces in school facilities. 3) The space demands of school facilities are clarified by the characteristic of free-space usage for the required functions.
