Market Economy and Consumer Rights: The Impact on Women's Everyday Lives and Employment

The transition from totalitarianism to democracy and freedom (and a free market as one of the elements of that freedom) has changed everyday life in Poland. Some changes have affected women rather than men. In some respects, the introduction of a market economy has changed womens life for the better for example as consumers. Women no longer waste many hours each day queuing. In other areas, the changes have led to a deterioration of womens situation and threaten their status in society, such as disproportional unemployment of women, lower rates of participation in the privatization process and loss of certain social services. In other respects the changes have simply done away with the communist myth of gender equality such as the extent of womens participation in politics, executive posts held by women, equal pay, etc. Finally, in some spheres the current changes have not had any impact on womens situation: violence against women, for instance, is still a taboo subject. Changes in many spheres are still necessary in Poland: in legal regulations, in the level of activity of womens organizations, in the social consciousness of both men and women, to mention a few. Without these changes, womens situation cannot be improved.

„Unvollendete Demokratie“: Frauen, Männer und die Macht in Polen

Diskussionen uber die Teilhabe von Frauen an der Macht konnen in unterschiedlichen Zusammenhangen gefuhrt werden: im Kontext der Befolgung des Prinzips der Gerechtigkeit, des Prinzips gleicher Rechte, der Interessenvertretung, der demokratischen Ordnung und im Kontext der uns gegenwartigen „unvollendeten Demokratie“, die sich durch einen niedrigen Frauenanteil in Machtpositionen auszeichnet. Nach fast einhundert Jahren mussen wir dem polnischen Rechtssoziologen Leon Petrazycki Recht geben, der bemerkte: „Wenn unsere Vorschlage, die die Teilnahme von Frauen in der Regierung, im offentlichen Dienst, in der Volksvertretung betreffen, in Recht umgesetzt wurden, so ware es doch naiv zu glauben, dass auf dieser Grundlage die tatsachliche Gleichheit von Frauen im Bereich von Verwaltung, Parlament usw. moglich wurde. Alter Aberglaube, egoistische Interessen von Vertretern des privilegierten Geschlechts und andere Hurden werden noch lange, am starksten zu Beginn, das Erreichen nicht nur voller Gleichheit und Gerechtigkeit, sondern selbst eine gewisse Annaherung an diese behindern“(Petrazycki 1985: 379).
