Considering the latent change of water vapor, the temperature distribution and heat transfer efficiency of a straight rectangular fin were solved out with SOR (successive over-relax) method in the condition that the temperature function could not be obtained from the heat transfer equation with applying the psychometric correlation of an air-water vapor mixture by Hyland, and the optimum dimensionless fin thickness was solved out through Fibonacci method. The result shows that: (1) the temperature difference between the base and the tip of the fin increased with the relative humidity (RH) increased; the overall temperature over the fin in insulation boundary is higher than that in naturally convection boundary; The actual heat transfer rate improved with water vapor latent increased, which made the simulation result of the fin efficiency higher than that in released literature; (2) As the fin parameter increased, fin efficiency decreased. RH shows important influence on the change of fin efficiency in partially wet condition, but this influence weakened as RH increased in fully wet condition. (3) Dimensionless heat transfer rate increased earlier and decreased later as dimensionless fin thickness increased; Dimensionless heat transfer rate increased as well as its changing range with RH increased at the same dimensionless fin thickness; The optimum dimensionless fin thickness increased as the dimensionless fin cross area increased; The numerical result is different to released literature in partially wet condition.

Our country is very vast, climate resources are different in different regions. rational design strategy can make the best use of climate resources inorder to reduce reliance on air conditioning equipment. The ways of regional climate design were studied and energy-saving technology was explored. It contained solar energy technology, natural ventilation, evaporative cooling technology and technology envelope. It is very good for guiding the energy-saving design in different regions.
