Community policing in the Favelas of Rio de Janeiro

This article evaluates the adoption of a new model for community policing in two communities in Rio de Janeiro. They were initially dominated by heavily armed criminal gangs that challenged the hegemony of the Brazilian state. A version of community policing was introduced in these two poor areas. Its principal feature was a commitment to delivering honest, professional, and respectful policing; other initiatives commonly associated with community policing in the northern hemisphere would have to come later. The questions addressed here were whether the police could actually mount such a program, and if they could respond effectively to crime and disorder while avoiding abusive conduct. Six hundred residents of the study communities were surveyed regarding the program and their concerns about crime and police misconduct. The survey found widespread support for the initial intervention by Rio de Janeiro’s police, which aimed at damping the presence of armed criminal gangs and reducing omnipresent fear of crime. The findings suggest that it is possible for police to improve the quality of life and reduce concern about crime in one of the most difficult urban environments in the Americas.

The rise and fall of Brazil’s public security program: PRONASCI

This study focuses on political and administrative issues in program design in a complex federal system. It examines the rise and fall of Program for Public Security with Citizenship (PRONASCI) in Brazil. This innovative, even radical combination of police reform and social change targeting crime and police practices in the nation’s poorest communities was launched as a national policy in a country – like the USA and other large democracies – with a strong federal constitutional framework. Although it was successful in many aspects, it ran afoul of a political and bureaucratic process tugging between innovation and conservatism and eventually collapsed, not on its merits but in the face of policy implementation issues that may be found more generally in the domain of police reform. One lesson of PRONASCI is that the reform process must take into account bureaucratic interests, the stance of the media, and opportunities that emerge at crucial moments in the political process. It also must sustain the commitment of political elites to the necessity of pursuing change.

Gestão Pública e Cultura Cívica: a participação pública no desenho do sistema de águas na cidade de Niterói

Este artigo diz respeito a participacao popular nos processos de planejamento e implementacao de politicas de gestao do uso do solo urbano por uma instância do poder municipal no Brasil. O foco de reflexao do trabalho busca analisar o processo de participacao popular previsto na constituicao brasileira, no caso da gestao municipal, e sua efetivacao concreta nos sistema de agua e saneamento na regiao de Itaipu, no municipio de Niteroi, RJ. A partir desta analise teorica e empirica, o trabalho se propoe a discutir de que forma o aparato institucional e a cultura civica existentes podem ser facilitadores ou nao a participacao publica na gestao municipal.

O acesso à Justiça como objeto de política pública: o caso da Defensoria Pública do Rio de Janeiro

This article intends to analyze the process of the institutional construction of the Public Defenders Office of the State of Rio de Janeiro. It discusses the change from an office designed to deal with individual legal questions to an institution for the de-fense of wide-ranging individual and collective rights. The autonomy from the Executive Branch and the existence of institu-tional guarantees close to the Judiciary and to the Public Prosecution Service characterizes this new institutional model. This new model takes place in the context of the expansion of the presence of rights in Brazilian society due to the strengthening of the democratic principles of the 1988 Federal Constitution.

Expatriados, imigrantes e refugiados no Brasil: trajetórias e estratégias de integração econômica e social

No inicio dos anos 2010, o Brasil passou a receber dois novos fluxos de imigrantes - nacionais dos paises do Mercosul e refugiados, especialmente haitianos -, criando um tipo de hierarquia distinguindo entre imigrantes desejaveis e indesejaveis, com acesso diferenciado a recursos legais, sociais e culturais para sua integracao na sociedade. Esse novo tipo de imigracao, em oposicao ao fluxo de origem europeia, sofre preconceito da sociedade, dificultando sua integracao social e economica. Com base em pesquisas qualitativas realizadas com imigrantes, este trabalho pretende discutir de forma comparativa os obstaculos e estrategias de insercao economica e social utilizadas por tres categorias de migrantes - expatriados, imigrantes e refugiados - para se integrar a sociedade brasileira e lidar com mecanismos de controle de migracao e restricoes no Brasil. Com base nos resultados, e possivel gerar insumos para o aperfeicoamento da politica migratoria brasileira.

A utilização das estatísticas criminais no planejamento da ação policial: cultura e contexto organizacional como elementos centrais à sua compreensão

A utilizacao da informacao no planejamento da atividade policial se coloca como uma das principais questoes no debate sobre os paradigmas de seguranca publica contemporâneos. Dessa forma, as estatisticas criminais situam-se como importante instrumento neste processo. Este artigo busca promover uma reflexao sobre o uso das estatisticas criminais pelos profissionais de seguranca publica como uma fonte de informacao para o planejamento de suas acoes. Para tal, foram abordadas tres variaveis consideradas centrais para o desenvolvimento da discussao: os paradigmas de policiamento contemporâneos, a utilizacao e as funcionalidades das estatisticas no planejamento da atividade policial, e a utilizacao das estatisticas criminais por parte dos profissionais de seguranca publica tendo em vista o contexto organizacional no qual estao inseridos. A conclusao do artigo aponta para a necessidade de se observarem a cultura e a estrutura das instituicoes policiais como elementos centrais no desenvolvimento de um modelo de policiamento marcado pela inteligencia, pro-atividade e prevencao a criminalidade.

O caso da gestão da reforma universitária brasileira: negociação como estratégia de ação política

This article is based on two Ebape/FGV reports on the issues discussed on the initial meetings about the universities system reform in Brazil. It tries to understand the ongoing process of universities system reform. Therefore, the paper tries to analyze civil society groups’ perspectives on the issues discussed on the meetings. The article tries to understand the legal framework based on consensual elements identified in the meeting’s discussion process.
