The Internet represents a new dimension for software development. It can be understood as an opportunity to develop systems to promote social inclusion and citizenship. These systems impose a singular way for developing software, where accessibility and usability are key requirements. This paper proposes a process model for agile software development, which takes into account these requirements. This method brings together multidisciplinary practices coming from Participatory Design, and Organizational Semiotics with concepts of agile models. The paper presents the instantiation of the process model during the development of a social network system, which aims to promote the social and digital inclusion. The results and the adjustments of the proposed development process model are also discussed.

One of the public administration big challenges is the need to integrate services in order to offer a wide variety of new services, more suitable and better designed, that can be electronically accessed in a uniform way. Recently, the Web Service technology appeared with the promise to compose services through the Internet in a simple way. Despite the Web Services advantages, minimal technology independence is desirable at the design of such compositions in order to guarantee and preserve all the efforts invested in the development of services. In this article a Service Composition Management Framework is proposed, that focuses in a technology-independent description. The referred framework is part of a more complete platform, developed for the electronic delivery of Government services.

This paper proposes an e-Government platform that intends to support legacy integration and service collaboration, at the design and run time, in order to turn viable all the characteristics of electronic government applications. Technology independence is considered as a very important goal to be achieved. Model Driven Architecture and metamodels are some of the resources to provide such independence.

One of the big challenges of public administration is the need to understand and evolve legacy systems for the purpose of documentation, improvement, modification, interoperability, porting, migrations, reuse, redesign and/or redeployment. There is a need for standardization in legacy transformation that will enable integration and interoperability between different solutions. The OMG has issued a request soliciting proposals for a metamodel to capture knowledge from legacy systems (referred to as the Legacy Knowledge). In this paper we examine how a MOF-based repository can support the definition, modeling, exchanging and integration of metamodels created for legacy knowledge discovery.

The free software concept implies the freedom to run, copy, distribute, study, change and improve software. As part of the Brazilian government initiative, the Brazilian public software (BPS) portal proposes a model to share all of the software development artifacts produced by its public institutions. This paper describes the architecture and tools that are intended to deal with the semantic aspects of service sharing within the context of BPS. The architecture is based on the collaborative elaboration of domain reference ontologies, which can be used in the development of new services within the portal. Finally, a hypothetical scenario will be used to describe the architecture and tools.

The increasing popularization of Internet has created unprecedented expectations and promises when dealing with a more intelligent use of the available data. This use is based on metadata and on a new dimension of metadata modeling techniques. An initiative supported by OMG culminated in the current MOF — Meta-Object Facility specification, which is an open standard with facilities to definition and manipulation of metadata and metamodel. This paper describes a metadata management system that is based on the MOF specification and presents one usage of this system in an egovernment scenario.
