Abstract: Abstract: Abstract: The purpose of this paper is to present the results of our research on Internet using by candidates for councilor in Curitiba, Florianopolis and Porto Alegre. From the examination of virtual campaign of candidates who used websites among about 1.400 applicants for the positions for its offices in these capitals, we evaluate the use of these politicians have made the Internet in municipal elections in October 2008. Our basic hypothesis is that the web pages of candidates for elected office, especially the council, served mainly to disseminate traditional political practices, strengthening personalistic and clientelistic ties with the electorate.

O objetivo do artigo e apresentar os resultados de nossa pesquisa sobre os websites dos partidos politicos brasileiros na internet. A partir do mapeamento da literatura internacional sobre o assunto, apresentamos uma proposta de avaliacao dos websites dos principais partidos politicos brasileiros e apresentamos uma classificacao do grau de uso da internet de todos os partidos nacionais. Aplicando uma planilha de analise de conteudo aos websites dos 27 partidos politicos brasileiros com registro no Tribunal Superior Eleitoral (TSE) no primeiro semestre de 2008, antes do inicio do periodo eleitoral, chegamos a conclusao de que a maior parcela dos partidos brasileiros apresenta indices deficientes de uso da internet, mesmo se avaliados pelos estritos parâmetros normativos de propiciar uma democracia “representativa” mais transparente e com maior grau de accountability. Alem do mais, nao se verifica estritamente, no caso brasileiro, a hipotese da normalizacao, segundo a qual os padroes de competicao politica vigentes no “mundo real” tendem a reproduzir-se na Web. Uma terceira conclusao geral de nosso trabalho e de que ha uma associacao entre caracteristicas dos partidos e tipo de organizacao dos websites partidarios, embora essa associacao nao seja tao estrita como a apontada pela literatura internacional.

This article evaluates information made available through the websites of Brazilian State legislatures on state and district representatives from the 2003-2007 period, in addition to presenting a proposal for building an indicator to evaluate and measure the degree of availability of information on these actors through these sites. Through application of this indicator, we evaluate the analytical advantages of applying a collective biography approach that uses Brazilian legislative websites as its exclusive source. We seek to show how, given the insufficient transparency in the homepages of most of the state legislatures, exclusive or predominant use of this source is not recommendable for knowledge and monitoring of the political action of the elites that are part of it. This article focuses on the appropriation of the subject of Internet and Politics by Brazilian Social Sciences. To this end, we analysed 299 papers presented at 11 conferences in the areas of Sociology, Political Science and Social Communication from 2000 to 2011 in Brazil. The methodology was based on content analysis in order to map the main authors, research centres, political and technological objects, theoretical approaches, methods, techniques and coverage areas of the papers presented in each of these conferences. Our findings suggest significant growth in the number of studies presented over the last few years, where 40.5% were based mainly on qualitative research and 56.5% had an emphasis on the civil society strand. Finally, our longitudinal analyses indicate some changes in the field, with a growing number of studies carrying out empirical research, and a tendency to focus on more specific digital tools instead of on the Internet in general.

The effect of the democratic experience on the structure of legitimacy in Latin America and the Caribbean The article refers to a paradox that is present in Latin America and the Caribbean nowadays: on the one hand, adherence to democracy has increased exponentially; on the other hand, satisfaction with the system has decreased substantially. Could the temporal factor explain this contradiction? This article presents how the age of citizens and the democratic longevity of Latin American countries influence individual provisions regarding democracy in terms of diffuse and specific support. We applied factor analysis and a multivariate multilevel model. Our results provide evidence for the relationship between experience with the democratic regime and support for the most diffuse dimensions of legitimacy, but this has not been confirmed for the more specific dimensions.

O trabalho, a seguir, tem por objetivo apresentar um relatório parcial de uma série de pesquisas em andamento, com relação à participação política feminina nas Assembleias Legislativas da região sul do Brasil, e sobre a política de cotas de gênero e sua efetividade. Para tanto, um amplo banco de dados de candidatas e eleitas está em construção e, com ele, já foi possível apresentar um balanço estatístico da participação feminina nas eleições sob análise; analisar o perfil destas políticas a partir das seguintes dimensões: idade, estado civil, escolaridade, profissão e filiação partidária das candidatas e eleitas entre os anos de 1998 e 2006, além de uma prévia das análises a respeito do total de bens e probabilidade de gastos em campanha das candidatas e eleitas na eleição de 2006. Recorrendo a testes estatísticos verificou-se a significância de tais atributos sociais das candidatas nas chances de ser eleitas para os pleitos legislativos. Utilizamos como fontes o Tribunal Superior Eleitoral, os Tribunais Eleitorais de SC, RG e PR e consultas em banco de dados sobre as eleições.
