The article analyses the debate over fiscal deficit reduction in Brazil from a post-Keynesian perspective. After an overview of the conclusions about the role of money and of the State that are the basis of the controversies about fiscal policy, monetary policy and the consequent prescribed manner of reducing fiscal deficits, the article illustrates this debate with estimates of VAR models, and agrees with the heterodox side of the controversy.

The article discusses the current crisis, comparing Marxian and Post-Keynesian views. The first section examines the theoretical reasons why crises are inherent in the functioning of capitalism, according to each theory. The second shows why and how neoliberalism has caused the crisis to worsen, even though it is inherent to capitalism. The third section critically examines the limits of the current policies in addressing the crisis.

O artigo analisa as origens heterodoxas da discussao sobre integracao economica na America Latina, sobretudo associadas a CEPAL, e mostra que as preocupacoes que norteavam essas discussoes tinham um carater heterodoxo. Confronta essa posicao com a perspectiva atual de integracao economica, que esta muito mais alinhada com as colocacoes caras a ortodoxia. Discute as origens dessa mudanca de posicao em relacao ao tema a partir de insuficiencias teoricas na area monetaria.

The paper analyzes the debate between metallism and “paper moneyism” which took place in Brazil in the second half of the 19th century and advocates that the latter was one of the currents that contributed to the genesis of developmentalism. In order to do so, it reviews the monetary controversies in England since the beginning of that century. Based on them, it identifies the theoretical origins of the Brazilian debate, highlighting the issue that refers to the neutrality or nonneutrality of money. Next, it shows how this question was adapted to the peculiarities of the Brazilian economy, emphasizing the “paper moneyists’”option for growth, departing from the orthodoxy of that time. The influence upon the fledgling developmentalism is empirically studied based on the speeches of Getulio Vargas, since he was the central character of the developmentalist State that was central to the Brazilian post-1930 historical experience.

The main objective of this paper is to assess the tourism activity in Brazil, and examine, particularly, its capacity to generate employment. To this aim an input output matrix, that considers the tourism as a set of sectors of the economy, was computed for the year 2006. This matrix made it possible to examine the main relationships between tourism and the rest of the economy. Forward linkages and backward linkages of the tourism sector were computed. In addition, the effects of the development of the tourism sector on income and employment were analyzed and compared in this respect with the average of the Brazilian economy.

O objetivo deste artigo e dimensionar o turismo no Brasil, e examinar, em particular, o potencial gerador de emprego e renda que ele tem, a partir da estimacao da matriz de insumo produto do turismo no Brasil, para o ano de 2006. Essa matriz permitiu analisar as articulacoes entre o turismo e o restante da economia. Estimaram-se os efeitos para frente e para tras da producao turistica sobre os demais setores. Em seguida, foram analisados os impactos do desenvolvimento do turismo sobre a renda e o emprego, comparando-os com o potencial gerador de renda e emprego medios da economia brasileira.
