In the past 25 years, in Romania, the intensity of R & D activities has declined significantly in most industries. This trend was driven primarily by the lower attention of the government policies of governments after 1990, resulting in particularly low share of research spending in GDP. This had a double negative impact. On one side was affected material basis of research, while on the other side salary levels of researchers along with education and health, remained at very low levels. Based on these considerations the paper examines the evolution of percentage of researchers in total employment in correlation with factors as: the percentage of population with tertiary educational attainment level, the percentage of total intramural R&D expenditure in GDP, the percentage of R&D labour costs in GDP in Romania, compared to Bulgaria, Czech Republic, France, Hungary and Poland. Unfortunately, in what concerns us, the answer is negative.

Human resources in science and technology are an important national resource for any country. Depending on economic policies implemented and of economic developments, its share in the total population on the one hand and in employed population on the other hand, are strengths in the economic development of any country. Based on this observation, the paper examines the evolutions of the human resource in science and technology, its possible implications on share of high-tech exports in total export, and also, the correlations between this, the share of research and development expenditure in GDP and the share of high-tech exports in total exports, in three EU countries with significant results in the field and in some former communist countries in the period 2003-2012. Abstract: The paper analyzes the evolution of RON/EUR exchange rate from March 2005 to February 2011, a period marked by increases and decreases of the Romanian economy and European economies alike. In the first part of the paper are summarized the main features of the series of linear discrete time of random processes, characteristics taken into consideration throughout the paper. Also, are presented the models of the linear stationary random processes (AR, MA, ARMA) and linear no stationary (ARIMA). In the second part of the paper is analyzed the evolution of RON/EUR exchange rate between March 2005 February 2011.
