Achieving the Millennium Development Goals: The Role of Infrastructure

The authors provide an empirical analysis of the determinants of three child-health outcomes related to the Millennium Development Goals: the infant mortality rate, the child mortality rate, and the prevalence of malnutrition. Using data from Demographic and Health Surveys, they go beyond traditional cross-country regressions by exploiting the variability in outcomes and explanatory variables observed within countries between asset quintiles. The authors show the relationships existing between the prevalence of diseases (diarrhea and malnutrition) and mortality. Their findings suggest that apart from traditional variables (income, assets, education, and direct health interventions), better access to basic infrastructure services has an important role in improving child health outcomes. Their analysis of interaction effects between interventions also suggests the importance of combining interventions to meet the Millennium Development Goals.

Current Debates on Infrastructure Policy

It reviews the evidence on the macroeconomic significance of the sector in terms of growth and poverty alleviation. It also discusses the major institutional debates, including the relative comparative advantage of the public and the private sector in the various stages of infrastructure service delivery as well as the main options for changes in the role of government (i.e. regulation and decentralization).

The Urban Poor in Latin America

With three quarters of its population living in cities, Latin America is now essentially an urban region. Higher urbanization is usually associated with a number of positives, such as higher income, greater access to services, and lower poverty incidence, and, Latin America is no exception. Today, urban poverty incidence, at 28 percent, is half that of in rural areas; extreme poverty, at 12 percent, is a third. Despite this relatively low poverty incidence, the absolute number of poor people is high, and most studies agree that about half of Latin Americas poor live in urban areas. The Banks own estimates suggest that 60 percent of the poor (113 million people) and half the extreme poor (46 million individuals) live in urban areas. The report reviews what is specifically urban about poor people living in cities, which reveals a number of facts, critical to understanding the challenges facing the urban poor, and the means to address these challenges. Three preconceived ideas are discussed, that tend to cloud judgment about urban poverty. All three spring from the common misperception that urban statistics are representative of the urban poor. However, the relatively low incidence of poverty in cities, combined with Latin Americas high inequality, imply urban statistics are almost never representative of the urban poor. Concerning the differences between urban and rural poor, the need for differentiated strategies to tackle urban as opposed to rural poverty is implied, and, the first and most important differential is the greater integration of the urban poor into the market economy. Second, while urban areas are not systematically unequal than rural areas - it depends on the country, and, within countries, on the city - they are much more heterogeneous socio-economically, or with respect to economic activities and processes. Third, heterogeneity notwithstanding, Latin American cities tend to be highly segregated. As a result, social exclusion coexists with (relative) physical proximity to wealth, services and opportunities. This gives rise to negative externalities, or neighborhood effects that result in a lower ability to access jobs, lower earnings, and lower educational achievements. Fourth, social networks are less stable in urban areas, with relationships based more on the quality of reciprocal links between individuals and friends, than on familial obligations. Fifth, urban living also means much greater exposure to organized crime, drugs and gang violence. This is true for the population as a whole, but it has particularly dismal implications for the poor living in the slums of Latin Americas large cities, where drug-traffic is now pervasive. Finally, another important characteristic of urban poverty has to do with overwhelmed, rather than absent services. The underlying hypothesis of this report is that, indeed, the causes of poverty, the nature of deprivation, and the policy levers to fight poverty are, to a large extent, site specific.

From Growth to Green Growth -- a Framework

Green growth is about making growth processes resource-efficient, cleaner and more resilient without necessarily slowing them. This paper aims at clarifying these concepts in an analytical framework and at proposing foundations for green growth. The green growth approach proposed here is based on (1) focusing on what needs to happen over the next 5-10 years before the world gets locked into patterns that would be prohibitively expensive and complex to modify and (2) reconciling the short and the long term, by offsetting short-term costs and maximizing synergies and economic co-benefits. This, in turn, increases the social and political acceptability of environmental policies. This framework identifies channels through which green policies can potentially contribute to economic growth. However, only detailed country- and context-specific analyses for each of these channels could reach firm conclusion regarding their actual impact on growth. Finally, the paper discusses the policies that can be implemented to capture these co-benefits and environmental benefits. Since green growth policies pursue a variety of goals, they are best served by a combination of instruments: price-based policies are important but are only one component in a policy tool-box that can also include norms and regulation, public production and direct investment, information creation and dissemination, education and moral suasion, or industrial and innovation policies.

Decarbonizing development: three steps to a zero-carbon future

This report lays out three steps for a smooth transition to a zero-carbon future and provides data, examples and policy advice to help countries makes the shift. Overview Getting to zero net emissions and stabilizing climate change starts with planning for the long-term future and not stopping at short-term goals. It means getting prices right as part of a broad policy package that can trigger changes in both investments and behaviors, and it requires smoothing the transition for those most affected. A new World Bank report walks policymakers through those three steps with data, examples and policy advice to help put countries on a path to decarbonizing their development in a smooth and orderly way. The solutions exist, and they are affordable – if governments take action today, the report says.

Climate Change and Poverty -- an Analytical Framework

Climate change and climate policies will affect poverty reduction efforts through direct and immediate impacts on the poor and by affecting factors that condition poverty reduction, such as economic growth. This paper explores this relation between climate change and policies and poverty outcomes by examining three questions: the (static) impact on poor peoples livelihood and well-being; the impact on the risk for non-poor individuals to fall into poverty; and the impact on the ability of poor people to escape poverty. The paper proposes four channels that determine household consumption and through which households may escape or fall into poverty (prices, assets, productivity, and opportunities). It then discusses whether and how these channels are affected by climate change and climate policies, focusing on the exposure, vulnerability, and ability to adapt of the poor (and those vulnerable to poverty). It reviews the existing literature and offers three major conclusions. First, climate change is likely to represent a major obstacle to a sustained eradication of poverty. Second, climate policies are compatible with poverty reduction provided that (i) poverty concerns are carefully taken into account in their design and (ii) they are accompanied by the appropriate set of social policies. Third, climate change does not modify how poverty policies should be designed, but it creates greater needs and more urgency. The scale issue is explained by the fact that climate will cause more frequent and more severe shocks; the urgency, by the need to exploit the window of opportunity given to us before climate impacts are likely to substantially increase.

Product market regulation in Romania : a comparison with OECD countries

Less restrictive product market policies are crucial in promoting convergence to higher levels of GDP per capita. This paper benchmarks product market policies in Romania to those of OECD countries by estimating OECD indicators of Product Market Regulation (PMR). The PMR indicators allow a comprehensive mapping of policies affecting competition in product markets. Comparison with OECD countries reveals that Romania’s product market policies are less restrictive of competition than most direct comparators from the region and not far from the OECD average. Nonetheless, this achievement should be interpreted in light of the fact that PMR approach measures officially adopted policies. It does not capture implementation and enforcement, the area where future reform efforts should be directed if less restrictive policies are to have an effective impact on long-term growth prospects. Part II: Outward-oriented Policies with some suggestions for the next steps.

Role of Green Governance in Achieving Sustainable Urbanization in China

Since economic reforms began in 1978, Chinas urban population has increased by half a billion. Over the next 20 years, cities will likely add another 300 million people through local population growth, migration and the integration of nearby rural areas. Cities account for the majority of resource use and pollution so achieving greener growth will depend on developing and implementing a more sustainable urbanization model. Chinas leaders have responded to these challenges with ambitious goals and comprehensive environmental laws and regulations. These have so far not significantly reduced the harm from air, water and soil pollution: in large measure because Chinas green governance does not match its green ambitions. Drawing on the World Banks work on green growth and a recent joint urbanization study by the Development Research Center of Chinas State Council and the World Bank, this paper reviews recent academic research on green governance in urban China and discusses its main implications in the context of emerging global green growth concepts.

Funding and Financing Infrastructure

The paper addresses the issue of the feasible level of private finance in a contracting model of infrastructure finding and financing. It characterizes the structure of financial contracts, deriving the conditions under which both public and private finance coexist. A key feature is that access to outside finance and the regulatory decision on pricing and the amount of public subsidy, hence the extent of price recovery, are jointly determined. Mobilizing private finance requires a combination of price for the service and subsidy to the service provider that is large enough, exacerbating the fundamental tensions between financial viability through cost recovery and social inclusion. The paper then shows that the feasibility trade-off responds in non-trivial ways to changes in the economic and institutional environment likely to occur along the development path. While improvements along some of these dimensions, notably in the efficiency of bankruptcy procedures, appear to ease access to private finance, others, such as the cost of public funds, actually makes public finance more efficient. Using project data from the PPI database including information on the financial structure, the authors uncover an inverse U-shaped pattern in the share of private finance, peaking for countries in the upper-middle income range, which echoes their theoretical findings.
