Employment Decisions of Married Women: Evidence and Explanations

Daniela Del Boca; Marilena Locatelli; Silvia Pasqua

Aggregate evidence has revealed a significant increase in womens labour market participation (especially among married women) and a decline in male participation, both in Italy and in all the other OECD countries. This paper empirically tests the relationship between the education and employment status of husbands and wives using the Bank of Italy Survey (1995). The results of our analysis show that employed women are likely to be married to employed men with a higher level of education and higher income. The estimates of the labour supply decisions of wives show that the effect of the unemployment status of husbands is mediated by other factors associated with the familys view of wives working outside home. The response to a husbands unemployment depends significantly on the employment decisions of parents (mothers and mothers-in-law), a proxy for the couples attitude towards womens work. Generic Substitution - Micro Evidence from Register Data in Norway

Dag Morten Dalen; Kari Furu; Marilena Locatelli; Steinar Strøm

The importance of prices, doctor and patient characteristics, and market institutions for the likelihood of choosing generic drugs instead of the more expensive original brand-name version are examined. Using an extensive dataset extracted from The Norwegian Prescription Database containing all prescriptions dispensed to individuals in February 2004 and 2006 on 23 different drugs (chemical substances) in Norway, we find strong evidence for the importance of both doctor and patient characteristics for the choice probabilities. The price difference between brand and generic versions and insurance coverage both affect generic substitution. Moreover, controlling for the retail chain affiliation of the dispensing pharmacy, we find that pharmacies play an important role in promoting generic substitution. In markets with more recent entry of generic drugs, brand-name loyalty proves to be much stronger, giving less explanatory power to our demand model.

Tax Reform, Sector-specific Labor Supply and Welfare Effects

John K. Dagsvik; Marilena Locatelli; Steinar Strøm

This paper focuses in particular on the 1992 tax reform in Norway. In this reform the top marginal tax rates were cut considerably. We find that the impact on overall labor supply is rather modest, but these modest changes shadow for stronger sectoral changes. The tax reform stimulated the women to shift their labor from the public to the private sector and to work longer hours. A calculation of mean compensated variation, calculated within the framework of a random utility model, shows that the richest households benefited far more from the 1992 tax reform than did the poorest households.

Pension reforms, liquidity constraints and labour supply responses*

Ugo Colombino; Erik Hernæs; Marilena Locatelli; Steinar Strøm

Labour supply responses among older people are estimated on 1996 cross-section register data covering all Norwegians aged 55–68, with an inter-temporal structural model of retirement decisions. Simulations illustrate the impact of introducing flexible pension take-up with actuarial adjustment. With the option of perfect consumption smoothing via the credit market, the reform which comes into effect in Norway from 2011 will reduce the share of retired persons in the age bracket 60–67 (in the base year 15–16%) by around 3 percentage points. With no consumption smoothing, the reduction will be 0.75 percentage points.

Behavioural and Welfare Effects of Basic Income Policies: A Simulation for European Countries

Ugo Colombino; Marilena Locatelli; Edlira Narazani; Cathal O'Donoghue; Isilda Shima

In this paper we develop and estimate a microeconometric model of household labour supply for four European countries representative of different economies and welfare policy regimes: Denmark, Italy, Portugal and United Kingdom. We then simulate, under the constraint of constant net tax revenue, the effects of 10 hypothetical tax-transfer reforms which include various alternative versions of a Basic Income policy. We produce various indexes and criteria according to which the reforms can be ranked. It turns out that in every country there are many reforms that can improve upon the current status according to many criteria and that might be “politically” feasible. Overall, the non meanstested policies have a better performance and progressive tax rules are somehow more efficient than the flat tax rules.

Demand for Sexual Services in Britain: Does Sex Education Matter?

Steinar Strøm; Marilena Locatelli

We investigate the prevalence of factors associated with participation in the sex market among men resident in Britain using data from Britain’s National Survey of Sexual Attitudes and Lifestyles (Natsal-2, 199-2001,Natsal-3, 2010-2012). The percentage of men asking for paid sex is about 12 per cent in 2010-2012 and it has increased from 10 per cent in 1999-2001. We estimate both the probability of having had sex with a prostitute and the expected number of times men had been together with prostitutes, conditional on participating in the sex market. We find that sex education in school has a negative and significant role in the demand for paid sex. At the time of availability of our data, sex education was compulsory only in council-run schools, but our result suggests that making sex education compulsory in all primary and/or secondary schools may reduce the inclination to have sex with prostitute later in life.
