This article describes the different taxation systems regarding the entry of commercial ships into the ports of the North-Adriatic countries (namely Italy, Slovenia, Croatia). The taxes taken into consideration are largely known as light dues (or occasionally anchorage dues) and are based on the vessel, irrespective of the cargo discharged at the port and of any actual provision of “specific services”. In the above-mentioned countries, such taxes are based on different definitions and calculation models, in some instances taking the form of light dues, and are a clearly identifiable component (and, therefore, at least partly comparable) of the overall port-use costs charged to business operators. The geographical setting of the North Adriatic includes an international port range (mainly the ports of Trieste, Koper and Rijeka) competing in a partially overlapping hinterland, although differently. The drafting of an updated review of the tax component has become an interesting way to contribute, although through the analysis of a very specific and partial element, to the overarching research on competition in the North Adriatic ports and the role played by the diversity of political, legal as well as economic systems in an area which, in recent years, has on the whole recorded good traffic dynamics, as is to be expected from the hinterlands of Central and Eastern Europe.

Traffic safety can be viewed from different perspectives. In this study, we assess traffic safety in Slovenia from the point of view of costs. Slovenia is a small country at a crossroads of important European routes that provides good developmental possibilities, but at the same time faces potential threats to traffic safety because the inland infrastructure does not seem ready to accommodate the increasingly high traffic flows. We have created a time series for several traffic safety and workload indicators, and have analysed them using simple descriptive statistics. We have then provided an assessment of the costs arising from road accidents. We discovered that despite a large improvement in traffic safety records, it seems that such trends could soon come to an end because of the heterogenisation and growth of traffic flows, as well as the deterioration of national and municipal roads.

AbstractRoad traffic accident is an accident on a public road in which at least one moving vehicle has been involved and material damage or injury or death has occurred. Traffic accidents occur for various reasons, with one of them being the transport infrastructure and next the condition of traffic environment. Motorways are considered to be the safest roads, which have initially been planned as dedicated roads intended to be travelled only by personal cars, but the evolution of modal split of freight transport in Europe is causing the heterogeneity of traffic flows on these roads, which consequently affects the traffic safety. The aim of this paper is to explore the effects of changing volume and structure of traffic flows on road safety on Slovenian motorways. After the exhaustive analysis of past data, the paper provides different models for forecasting traffic safety on Slovenian motorways.

Continuing – and constant - growth in world maritime traffic, and the increasing number of cruise ships in the Adriatic-Ionian region, was the motive for this study. Maritime passenger transport represents important part of tourism. This paper deals with maritime passenger transport, more specifically, maritime cruise traffic. Based on the data gathered through the EA SEA-WAY project, the authors have prepared an overview of the state of cruise ship traffic in the Adriatic-Ionian region, identified key passenger ports holding the largest traffic shares and indicated a possible development scenario of the cruise traffic within the region.

Traditionally, logistics outsourcing was able to bring benefits to outsourcing partners, users and logistics providers. However, due to pressure from an increasingly global environment, user requirements have become ever more complex. Consequently, logistics providers have been forced to offer a higher level of logistics outsourcing while still providing lower cost and higher profit. Obviously, all logistics providers were not and still are not able to meet this challenge. As we wanted to know whether Slovenian logistics providers have been able to meet market challenges, a survey focused only on the Slovenian logistics market was performed. Research has shown that the current level of Slovenian logistics outsourcing is far below international standards. Therefore, we propose some suggestions within the scope of implementation methodology and building a trusted partnership in order to ease the providers’ transition to the next level which would in turn ensure their existence and greater competitiveness.
