The effective municipal real estate management has a special significance to the East European countries, considering their major inheritance of municipal real estates from the former communist regime, which could represent an important generator of local revenues. This paper proposes a discussion on the classification criteria of municipal properties, as a preliminary step for designing a long-term strategy for each class of properties. It is followed by the identification of the assessment methods that can be used in this field. The paper aims to demonstrate that classification and assessment represent - in this order - two distinct phases, explaining how they can be linked so as to serve as a solid methodological basis for the effective management of the municipal real estates. A case study in Romania is also included, aiming to explore the possibilities to adapt and apply various classification criteria developed in the international arena. In addition, the methods for the real estate property assessment used in the Romanian practice have been adapted in order to be employed for the assessment of the municipal real estates.

This paper presents a number of issues related to the mobility of civil servants and to the politicizing the civil service in Romania in the period 2000-2010. Analysis of the politicization phenomenon has allowed identification of three stages: 2000-2004, 2005-2008 and 2009-present. Application of legislation within the civil service has allowed a considerable increase of the stability level. Professionalization of the prefect function did not generate a considerable increase in its level of stability. Lately it is noted an increased dependency of the public function to the political system, through legislative changes initiated at the government level. In this paper, using qualitative and quantitative methods, a number of issues related to mobility of civil servants and to the politicization of civil service are highlighted. For this study, there were used data sets from a sample of civil servants form the public administration. Civil servants’ oppinion is totally unfavorable to the process of politicizing the public administration.

The chapter aims at addressing collaboration between the two main professional organizations in the field of Public Administration in Europe—the European Group of Public Administration (EGPA) and the Network of Institutes and Schools of Public Administration in Central and Eastern Europe (NISPAcee)—in their contribution to understanding, creating and institutionalizing the European Administrative Space. While the chapter gives an overview of both informal collaboration between Eastern and Western European scholars, and a joint accreditation initiative (EAPAA), its main focus is on Trans-European Dialogue (TED). The chapter outlines the challenges for the future of TED and proposes other potential ways of EGPA-NISPAcee collaboration.
