Although the expansion of economic relations between China and Latin American countries may provide short-term opportunities, as is evident in the export of primary products and the favorable evolution of terms of trade, it also brings long-term challenges. If these are not properly addressed, they have the potential to give rise to processes that could increase external structural vulnerability. This work analyzes the effects that may have direct or indirect repercussions on the countries in the region that have the most trade with China, especially Argentina and its relationship with Brazil.

This work analizes the macro and microeconomic factors that led to recent transformations in the trade relations between Argentina and Brazil. The conclusions are that those transformations were strongly linked with the changes in the productive field that took place in each of both countries. But far from being a final situation, this work enphazises the necesity to coordinate futures strategies to strenghen an intraindustrial type of trade that could help to consolidate the competitive position of Mercosur in relation to third markets.

This article aims, on the one hand, to analyze the increase of productive asymmetries between Argentina and Brazil that have been evidencing during the last two decades, and are currently reveled in the structural trade deficit of industrial products that affects Argentina in the bilateral relationship. On the other hand, it intends to contribute to understanding the roots of these asymmetries based on the differences in the public policies implemented by both countries during the period extending from the implementation of the Mercosur, in the early 1990s, until 2008. The focus is set on the technological pattern of industrial production and trade structures, considering a non neutral impact over the long term development.

This article looks at the trade policy guidelines that the region should follow in order to achieve dynamic international economic linkages, in the light of the international context, the theoretical debates on this subject, and some lessons that may be learned from the study of successful cases. It is posited that in the countries of the region, trade policy can be an instrument for macroeconomic management, fiscal management, and, at the microeconomic level, resource allocation. Its use as a second-best instrument is justified when there are constraints on the use of the best possible solutions. It is also held that there must be close coordination of the policies applied in the fields of trade, industry, and technology to ensure high levels of investment in the tradeable sectors of the economy, a form of competitiveness based on constant increases in productivity, and an improvement in the regions specialization profile. Finally, emphasis is placed on the need to strengthen the institutions of Latin American states in order to ensure that their interventions in the economy have a suitable level of effectiveness.
