Developing ethnic talent in the Dutch national tax administration: a case study

Purpose – The lack of career movement of members of ethnic minority groups in work organizations has been widely documented. The purpose of this paper is to gain insight into conditions for the realization of diversity goals in the case of talent development.Design/methodology/approach – In a case study of management development in the Dutch national tax administration, the practice of fostering vertical mobility of ethnic minority personnel through diversity management has been analysed. The authors make use of theories regarding effective diversity management and career advancement of ethnic minority employees. Practitioner research for the professionalization of human resources practice: empirical data from the Netherlands

ABSTRACT Despite the growing interest in and literature regarding practitioner research in human resources (HR), not much is known about the factors that play a role in the actual practice by HR practitioners. This article describes an explorative study to gain empirical insight into the use and quality of practitioner research in HR practice. We conducted semi-structured interviews with 21 Dutch HR practitioners from diverse backgrounds, posing questions about (1) their definitions of practitioner research, (2) the characteristics of the research they perform, (3) the quality and usability of the research projects in which they have taken part, and (4) the forces that drive or hinder practitioner research. We constructed theory-based coding schemes to analyse the data. To assess the quality and usability of the research performed by participants, we constructed a quality framework. Our findings show that all participants were more or less involved in HR-related practitioner research, but the quality and usability of that research could be improved. We report several causes and influencing factors. Our findings complement previous research on evidence-based HR and other practitioner research approaches and provide new insights. A Job and a sufficient income is not enough : the needs of the Dutch Precariat

Although lifetime employment was once commonplace, the situation has changed dramatically over the last century. The group of precarious workers has increased, and with it, the size of the precariat. Although there is a body of research on how precarious workers perceive the effect of their precarity on their social, psychological, and economic well-being, there is no research on the needs of precarious workers. In this article, we report the findings of an exploratory study about precarious worker’s needs. The findings show that the precariat has a diversity of needs, ranging from the need for a higher income to the need for a change in the discourse on self-reliance. Most of the needs are targeted toward the government and are not only related to labor. This is, however, contradictory to the ideology of downsizing the welfare state, in which governments focus on creating more temporary or steppingstone jobs. The needs show that the measures orientated toward the labor market are insufficient because they meet only a marginal part of the needs of the precariat.
