An Introduction To the History of Italian Family Life

Marzio Barbagli; David I. Kertzer

This historical context necessary for understanding Italian family life from the early nineteenth century to the mid-twentieth century is outlined in this introduction. Italys backward economy and its political fragmentation in the first half of the nineteenth century is detailed, the major economic differences among various parts of the country are discussed, and the geography of Italian family forms is described. Changes in family form and demographic behavior are sketched, and the recent development of Italian family historiography is examined. Finally, an overview of the contributions made by the articles in this special issue is provided.

Immigrants as authors and victims of crimes: the Italian experience

Marzio Barbagli; Asher Colombo

Purpose – Based upon data from the Italian Ministry of the Interior, this analysis describes trends in immigrant crime, the characteristics of offenders and victims of crime as well as their relationships, and the impact of the Italian policies for controlling illegal immigration. Methodology – Tabular analysis of government data. Findings – For many crimes in Italy, the percentage of all persons arrested who were immigrants increased substantially in the past two decades. The increases vary by nationality and probably reflect differences in demographic characteristics of the populations. Patterns of victimization are not what would be expected from the point of view of conflict theory but do strongly support the expectations of routine activities theory. Immigrants are at substantially higher risks of victimization than native Italians for several serious crimes, but their victimization is mostly likely to be done by co-nationals rather than by native Italians. Italian policies to locate and expel illegal immigrants within the country have been less efficient than expected. Value – This analysis demonstrates that immigration has had a substantial impact on crime in Italy. Although it does not address the question of whether immigrants are more inclined to commit crime than native Italians, it does show that when immigrants are victimized for certain crimes, it is usually done by co-nationals. It shows that the policies for the internal control of illegal immigration are less efficient than expected.

Law enforcement activities in Italy

Marzio Barbagli; Laura Sartori

This article examines the organization and function of Italy’s police forces. In contrast with other countries there have been very few recent studies on policing in Italy. This article starts from the origins of the modern police in Italy and tracks changes over time. Police activities that relate specifically to surveillance of territory and individuals, maintaining public order, controlling immigration and the coordination of police operations are reconstructed and documented, with a specific focus on crime prevention. The article attempts to assess to what extent this has been achieved in recent decades, and to what extent the efficiency of crime prevention has increased or decreased over the last thirty years. The article also examines the relations between the size of the police force and crime statistics to discover whether the increase in the former is directly linked to a decline in the latter.

Lost primacy: crime in Italy at the end of the twentieth century

Marzio Barbagli

This article attempts to answer four questions. First: has Italy today, or has it had in the last thirty years, rates of theft, robbery and homicide that are higher than those in other western European countries? Second: have crime statistics in Italy followed the same pattern as in other European countries in the same period? Third: have crime statistics become more or less comparable in the western European countries in this period? Fourth: what factors have determined changes in crime rates in Italy in recent decades?
