Abstract This paper deals with the potential failure of evaluation in Italian universities and shows how it risks slipping towards ritual behaviour. The study uses empirical data collected with a closed answer questionnaire and a series of open interviews with top‐level university representatives and evaluators to examine the real and potential influence of six critical factors that literature indicates as being responsible for the failure of evaluation systems. The three most significant elements shown by our data are internal governance, which is disinclined to use evaluation output; the presence of conflicts of interest among evaluators; and the limited scope of the methodologies used for producing effective evaluation output. In conclusion, the paper gives some indications for preventing and keeping at bay crisis phenomena and the degeneration of evaluation.

Abstract This article focuses on the impact of research and education evaluation on two universities: Trento State University (Italy) and the University of Amsterdam (The Netherlands). The article adopts a system approach to evaluation and proposes a model to describe and analyse evaluation systems. The analysis has been carried out by means of in‐depth interviews with key decision‐makers involved in the two universities. The analysis shows that many of the differences in impact can be linked to the different ‘evaluation stages’ the universities are currently in; the Italian university experiencing a number of novel effects, with the Dutch university reaping the benefits (and experiencing some problems) of having institutionalized evaluation practices.

Purpose – The aims of the paper are to: present a theoretical framework for analysing the functioning and consequences of control systems; understand and compare the structure and impact of control systems on two Italian public administrations also in relation to possible situations of crisis and failure; and examine the possible link between the organisational impact of control systems (and their failure if this is the case) and the characteristics of the sectors involved.Design/methodology/approach – The proposed theoretical framework (analysis of the concept, methods, bodies, uses, coherence and impact of control) is applied through a parallel examination of two cases: control systems in Italian universities and ministries over the past 15 years. After nearly 20 years of evaluation in Italian higher education, a new national agency for the evaluation of the university system (ANVUR) came into being in 2011. This article traces the history of evaluation in Italian universities, discussing the tasks assigned to the national evaluation bodies and their functions within the university system. In order to analyse the evolution of national evaluation systems the article discusses the contribution made by evaluation to the governance system mechanisms and the legitimacy requirements to which the universities are subject. The adoption of quantitative parameters and standards in the evaluation process is one of the elements that contributes most to interpreting the significance and consequences of the evaluation.

This paper focuses on assessing possible levers in the hands of a university’s top management team for inducing or managing change when faced with environmental drives. The topic is discussed after analysing change in a university over a 20-year period. The case study underlines the opportunities and difficulties of linking external environmental drives and change processes, highlighting the lack of a universal path and proposing elements that are worthy of attention. The paper underlines the need for top management teams in universities to pay particular attention to the systemic and balanced aspects of the factors determining change.

The evolution of Italian universities in terms of growth, economic sustainability and reforms can be interpreted in the light of the élite, mass and universal access categories defined by Martin Trow. The findings from this analysis show that although the number of enrolled students and funding problems propel the Italian university system towards the universal access stage, activities and functioning mechanisms are lagging far behind, since they are still involved in the transition from the élite to mass stage. Interpretation of the changes since 1980 on the basis of the New Public Management (NPM) paradigm and the notion of diversity allows identification of the reasons for this discrepancy as being mostly related to backwardness in terms of ideas and values rather than a lack of management techniques.

Ranking e valutazione: il caso delle classifiche delle universita - Abstract The paper consists of two parts. The first is more general: it introduces to university ranking, shows the leading international ranking, discusses the uses people make of rankings. The second focuses on Italian ranking Censis-la Repubblica developing two different kinds of analyses: after considering indicators validity and reliability, principal components analysis and cluster analysis are applied to a partial replication of Censis-la Repubblica data. A list of points to pay attention comes out of these analyses: it can be useful when defining rankings of complex institutions such as universities. ABSTRACT In 2009, extensive performance management measures were introduced in Italian ministries, following a significant legislative initiative. The objectives that were initially set, however, have not yet been reached. In the paper, the authors discuss this issue, starting with the consideration of the main limits on the introduction of performance measurement systems in public organizations. The discussion leads to the conclusion that the shortcomings of performance management depend not only on the persistence of an administrative paradigm, but also on the underestimated impact of control over organizational behavior; where the latter is linked not to mechanical logic processes, but to more sophisticated forms of reactivity or even counter-intuitive sense-making processes.

Purpose The purpose of this paper is to investigate, through different interpretative theories, the implementation and operation of performance measurement systems (PMS) considering the factors crucial in influencing the development and the operational difficulties of the PMS in a context such as Italy, which is typically unresponsive to new public management-inspired ideas. Design/methodology/approach A theoretical framework is developed through the use of new institutional sociology and management control theory. The empirical study involves the whole ministerial sector, and explores some strategic documents belonging to the new PMS introduced in Italy in 2009. Findings The research illustrates a widespread dissemination of the reform in ministries. However, it has also shown the ceremonial and superficial implementation of the PMS. In addition, the findings confirm that the operation and the actual development of a PMS is strongly affected by the characteristics of the activity under examination. Research limitations/implications The peculiarity of the Italian context limits the generalizability of the findings to countries with similar public sector management and culture. Further studies may investigate the system through an individual perspective, i.e. exploring the role of individual managers in slowing down the operations of the evaluation systems. Originality/value This paper contributes to the debate on the implementation and operation of administrative reforms in legalistic countries also known as Rechtsstaat countries. The use of multiple theories allows investigating the subject matter by considering its complexity in a holistic way.

The reforms of the Italian universities implemented during this period were characterized by two unique features that were to condition their outcome. On the one hand, a favourable policy window made it possible to reform the university curricula, following the Bologna Declaration, of which Italy had been one of the promoters. On the other hand, the implementation of that reform suffered significant shortcomings and raised the perception of ineffectiveness and inefficiency. Consequently, governments started to include a number of restrictions on the universities’ autonomy, and to establish standards which the universities were called upon to conform to, while reintroducing a logic of centralized bureaucratic control. Moreover, the universities’ behaviour contributed towards creating mistrust in the academic world, which was to be of key importance as a basis for subsequent legislative measures.
