Viewpoint: Measuring the well-being of the poor with income or consumption: a Canadian perspective

There is a long tradition of using consumption measures derived from Statistics Canadas household expenditures surveys to study material well-being, inequality, and poverty. We offer an introduction to this research. Income and consumption measures give different pictures of the patterns of material well-being in Canada, but the differences are not as large as in the US. We also provide a comparison to Meyer and Sullivans results on data quality. Canadian expenditure surveys are of high quality. Unique aspects of these surveys (variation in quality control measures over time and the possibility of comparing to income tax data) provide important insights into the quality of survey data on income and consumption. (Il existe une longue tradition dutilisation de mesures de consommation (drives de lenqute des dpenses des mnages de Statistiques Canada) pour mesurer le bien-tre matriel, lingalit et la pauvret. Les auteurs prsentent ces recherches. Les mesures de revenus et de consommation donnent des portraits diffrents des patterns de bien-tre matriel au Canada, mais les diffrences ne sont pas aussi importantes quaux Etats-Unis. On prsente une comparaison avec les rsultats de Meyer et Sullivan sur la qualit des donnes. Les enqutes sur les dpenses sont de haute qualit au Canada. Certains aspects uniques de ces enqutes (variation dans les mesures de contrle de qualit dans le temps et possibilit de comparer les donnes drives des rapports dimpt sur le revenu) fournissent des aperus importants sur la qualit des donnes denqutes sur le revenu et la consommation.)

Using Engel Curves to Estimate the Bias in the Australian CPI

The Australian consumer price index (CPI) is a Laspeyres price index which is subject to a number of well-known biases. In this article we evaluate the performance of the Australian CPI as a true cost of living index by comparing CPI-deflated food Engel curves estimated with the Australian Bureau of Statistics Household Expenditure Surveys. Our findings indicate that the Australian CPI overstated the change in the general cost of living between 1975/1976 and 2003/2004 by 34 per cent. The CPI was especially inaccurate for single adults and lone mother families. In contrast, the CPI was relatively accurate in measuring the change in the cost of living for two-adult and working families.

Home Cooking, Food Consumption, and Food Production among Retired Canadian Households

À partir des données de 1996 de l’Enquête sur les dépenses alimentaires des familles, ainsi que du Fichier canadien sur les éléments nutritifs, nous tentons, dans cet article, de différencier la consommation alimentaire et les dépenses alimentaires des retraités canadiens. Nous analysons les dépenses, la production domestique et la consommation alimentaires afin de vérifier l’universalité des résultats de l’étude d’Aguiar et Hurst (2005), réalisée aux États-Unis. En contraste avec les résultats de l’étude américaine, obtenus grâce à un vecteur de co variables semblable, nous n’observons au Canada aucune baisse des dépenses alimentaires après la retraite, De plus, nos résultats indiquent que la qualité des aliments consommés par les ménages canadiens augmente quelque peu avec la retraite, Par ailleurs, nous observons qu’au Canada, comme aux États-Unis, la teneur en calories et en principaux éléments nutritifs de l’alimentation des ménages ne semble aucunement influencée par la retraite; ce qui change toutefois, c’est que les ménages remplacent alors des aliments achetés pour être consommés à l’extérieur de la maison par des aliments achetés pour être consommés à la maison. Enfin, grâce aux données de 1998 du volet Emploi du temps de l’Enquête sociale générale, nous observons que les personnes retraitées consacrent plus de temps à la préparation des aliments qu’elles consomment.

Does One Size Fit All? The CPI and Canadian Seniors

The paper shows that the consumer price index (CPI) is often a very poor measure of inflation rates relevant to individual senior households. A high proportion of the inflation rates measured by household-specific price indexes falls more than one percentage point above or below the CPI inflation rate. Moreover, I use the Engel method proposed by Hamilton and Costa and demonstrate that the CPI inflation rate overestimated the average inflation rate faced by Canadian senior households during the 1970s and the 1980s but has accurately measured average inflation for such households during the 1990s. Finally, I estimate costs of overstating inflation adjustments to Canada Pension Plan.
