Relational Networks for the Open Innovation in the Italian Public Administration

The diffusion of collaborative principles and cognitive-strategic interactions for the innovation are phenomena that are not limited to private business contexts, but can also involve the public sector. The modernization action of the public administration (PA), in fact, gets through to a new innovation governance that puts to system resources, processes and actors, these last still too fragmented in their strategies and action models for interactive and collaborative innovation concept. Nevertheless, the full deployment of strategies and public politics inspired to the network innovation and open innovation logics requires appropriate conditions and the adoption of specific managerial tools [2]. This work try to evaluate the efficiency of a groupware as management tool to organize and manage inter-institutional networks, create participatory and collaborative conditions for innovation processes in public administrations. The research methodology is theoretical-deductive. The dissertation departs in fact from the enucleation of theories and general principles to come, through the integrated cases strategy which places emphasis on holistic main aspects of the case [13], to the empirical analysis of the experiences tested at DigitPA (ex CNIPA) and to the analysis of some innovation projects.

An Innovative Approach to the Governance of E-Government Knowledge Management Systems

In this paper we describe an innovative approach to the governance of knowledge management systems and services, currently applied in the Italian Public Administrations domain, which could be easily replicated in other countries as well. This approach is being applied in the framework of Italia.gov.it, a governmental on-going project aimed to the establishment of a big knowledge management system and of vertical search services for Public Administrations’ data. The Italia.gov.it project comes after a 3 years long period of studies and experimentations jointly performed by DigitPA and research teams from several Universities, with the aim to define an economically viable information system aimed to gather and manage the knowledge currently published in open data and over the Internet by public administrations on a national scale. We both summarize some lessons learned during such activities and describe the overall technical and organizational solutions being adopted for Italia.gov.it.

Governance and Organizational Aspects of an Experimental Groupware in the Italian Public Administration to Support Multi-Institutional Partnerships

The partnerships between research, public administration and ICT industry are considered the main ways to enhance development and competitiveness, but often they involve several organizations, stakeholders and actors. Groupware systems can support collaborative activities using the technology to assist group processes such as information sharing, problem solving, documents editing, decision making, planning, scheduling, etc. We have to understand more about collaborative processes in public administrations to enhance contacts and communication between experts, competence and research centers. So we have to define a model for CSCW governance in order to identify and introduce technological innovations in multi-organizational and highly innovative contexts and, afterwards, disseminate the best practices.

A System Dynamics Model to Identify and Measure the Paper Digitization Advantages in Public Administration

This study provides a System Dynamics model built to identify the benefits arising from the process of digitization in the Italian Public Administration. The paper describes the process in terms of the causal relationships between systemic variables that define the underlying structure of the problem. The analysis focuses on the interaction between the “outer world” of the citizens and the “inner world” of the Italian Administrations, by designing a causal loop diagram and a stock and flow simulation model. The systemic approach allows considering many crucial aspects for the digitization problem and provides a rich analysis that shows how those obstacles brought forward by social and psychological factors may become a great obstacle to organizational change.

Designing reliable ATM networks for multimedia interactive IP applications

This paper mainly concerns with the design and the performance evaluation of network systems offering a high quality, high reliable videoconferencing service to a community of users dispersed on a metropolitan area. A network topology has been considered in which Ethernet technology based LAN segments are interconnected by a triangular ATM backbone. The main issues of interest in the paper are: the selection and the evaluation of meaningful indices of user satisfaction; the efficiency of Ethernet technology based LAN segments in supporting the real time transmission of multimedia flows; the dimensioning of ATM virtual channels established on a single link; the potentiality of IP and ATM integrated architectures in maintaining the quality of multimedia interactive services in the presence of link fault conditions. Several series of simulations have been performed dealing with different topological configurations, numbers of simultaneously active videoconference sessions, users locations and temporal sequences of activation of the traffic generators. The quality of the user perception has been evaluated with respect to different simulation scenarios. The simulation results show that the ATM technology is a very satisfactory solution to legacy LANs internetworking. ATM link fault tolerance is reached, in a transparent way, simply rerouting ATM switched virtual channels on the available links.
