Engage key social concepts for sustainability

Social indicators, both mature and emerging, are underused With humans altering climate processes, biogeochemical cycles, and ecosystem functions (1), governments and societies confront the challenge of shaping a sustainable future for people and nature. Policies and practices to address these challenges must draw on social sciences, along with natural sciences and engineering (2). Although various social science approaches can enable and assess progress toward sustainability, debate about such concrete engagement is outpacing actual use. To catalyze uptake, we identify seven key social concepts that are largely absent from many efforts to pursue sustainability goals. We present existing and emerging well-tested indicators and propose priority areas for conceptual and methodological development.

Gathering "wild" food in the city: rethinking the role of foraging in urban ecosystem planning and management

Recent “green” planning initiatives envision food production, including urban agriculture and livestock production, as desirable elements of sustainable cities. We use an integrated urban political ecology and human–plant geographies framework to explore how foraging for “wild” foods in cities, a subversive practice that challenges prevailing views about the roles of humans in urban green spaces, has potential to also support sustainability goals. Drawing on research from Baltimore, New York City, Philadelphia, and Seattle, we show that foraging is a vibrant and ongoing practice among diverse urban residents in the USA. At the same time, as reflected in regulations, planning practices, and attitudes of conservation practitioners, it is conceptualised as out of place in urban landscapes and an activity to be discouraged. We discuss how paying attention to urban foraging spaces and practices can strengthen green space planning and summarise opportunities for and challenges associated with including foragers and their concerns.

Urban Foraging and the Relational Ecologies of Belonging

Through a discussion of urban foraging in Seattle, Washington, USA, we examine how peoples plant and mushroom harvesting practices in cities are linked to relationships with species, spaces, and ecologies. Bringing a relational approach to political ecology, we discuss the ways that these particular nature–society relationships are formed, legitimated, and mobilized in discursive and material ways in urban ecosystems. Engaging closely with and as foragers, we develop an ethnographically grounded ‘relational ecologies of belonging’ framework to conceptualize and examine three constituent themes: cultural belonging and identity, belonging and place, and belonging and more-than-human agency. Through this case study, we show the complex ways that urban foraging is underpinned by interconnected and multiple notions of identity, place, mobility, and agency for both humans and more-than-human interlocutors. The focus on relational ecologies of belonging illuminates important challenges for environmental management and public space planning in socioecologically diverse areas. Ultimately, these challenges reflect negotiated visions about how we organize ourselves and live together in cosmopolitan spaces such as cities.

Gathering in the city: an annotated bibliography and review of the literature about human-plant interactions in urban ecosystems

The past decade has seen resurgence in interest in gathering wild plants and fungi in cities. In addition to gathering by individuals, dozens of groups have emerged in U.S., Canadian, and European cities to facilitate access to nontimber forest products (NTFPs), particularly fruits and nuts, in public and private spaces. Recent efforts within cities to encourage public orchards and food forests, and to incorporate more fruit and nut trees into street tree planting programs indicate a growing recognition among planners that gathering is an important urban activity. Yet the academic literature has little to say about urban gathering practices or the people who engage in them. This annotated bibliography and literature review is a step toward filling the gap in knowledge about the socioecological roles of NTFPs in urban ecosystems in the United States. Our objectives are to demonstrate that gathering—the collecting of food and raw materials—is a type of human-plant interaction that warrants greater attention in urban green space management, and to provide an overview of the literature on human-plant interactions—including gathering—in urban environments. Our review found that very few studies of urban gathering have been done. Consequently, we included gathering field guides, Web sites, and articles from the popular media in our search. These sources, together with the small number of scientific studies of urban gathering, indicated that people derive numerous benefits from gathering plants and fungi in U.S. cities. Gathering provides useful products, encourages physical activity, offers opportunities to connect with and learn about nature, helps strengthen social ties and cultural identities, and, in some contexts, can serve as a strategic tool for ecological restoration. These benefits parallel those identified in environmental psychology and cultural ecology studies of the effects of gardening and being in nature. The literature on human-plant interactions also emphasizes that humans need to be treated as endogenous factors in dynamic, socially and spatially heterogeneous urban ecosystems. Spatially explicit analyses of human-plant interactions show that the distribution of wealth and power within societies affects the composition, species distribution, and structure of urban ecologies. Our review also indicates that tensions exist between NTFP gatherers and land managers, as well as between gatherers and other citizens over gathering, particularly in public spaces. This tension likely is related to perceptions about the impact these practices have on cherished species and spaces. We conclude that gathering is an important urban activity and deserves a greater role in urban management given its social and potential ecological benefits. Research on urban gathering will require sensitivity to existing power imbalances and the use of theoretical frameworks and methodologies that assume humans are integral and not always negative components of ecosystems.

Whose urban forest? The political ecology of foraging urban nontimber forest products

Drawing on case studies of foraging in Philadelphia, Pennsylvania and Mt. Pleasant, South Carolina, we point to foraging landscapes and practices within diverse urban forest spaces. We examine these spaces in relation to U.S. conservation and development processes and the effects of management and governance on species valued by foragers. These case studies reveal the everyday landscapes of urban foraging and suggest that ideas about what constitutes the suite of appropriate human-environment interactions in the sustainable city are contested and accommodated in diverse ways.

A Burning Problem: Social Dynamics of Disaster Risk Reduction through Wildfire Mitigation

Disasters result from hazards affecting vulnerable people. Most disasters research by anthropologists focuses on vulnerability; this article focuses on natural hazards. We use the case of wildfire mitigation on United States Forest Service lands in the northwestern United States to examine social, political, and economic variables at multiple scales that influence fire hazard and risk reduction treatments and their effectiveness. Variables highlighted include policy direction to prioritize wildfire risk reduction in the wildland-urban interface, laws and policies that make treating fuels in some national forest land management allocations challenging, social and political constraints on using prescribed fire, agency budget and target pressures, and integrating fire hazard reduction into forest management projects having multiple objectives. These variables compromise the effectiveness of wildfire mitigation treatments. Understanding the social dynamics of natural hazard mitigation is important because they affect its outcomes, creating differential exposure to natural hazards—one component of social vulnerability. Interdisciplinary research to identify how the social dynamics of natural hazard mitigation influence hazard reduction outcomes can contribute to more informed and effective approaches to disaster risk reduction.

Conceptualization of Social-Ecological Systems of the California Current: An Examination of Interdisciplinary Science Supporting Ecosystem-Based Management

ABSTRACT Improved understanding and management of social-ecological systems (SES) requires collaboration between biophysical and social scientists; however, issues related to research philosophy and approaches, the nature of data, and language hinder interdisciplinary science. Here, we discuss how we used conceptual models to promote interdisciplinary dialogue in support of integrated ecosystem assessments (IEAs) in the California Current ecosystem. Initial con-ceptualizations of the California Current IEA were based on the Driver-Pressure-State-Impact-Response framework. This initial framing was biophysically centered, with humans primarily incorporated as impacts on the system. We wished to move from a conceptualization that portrayed an antagonistic relationship between humans and nature to one that integrated humans and social systems into the IEA framework. We propose a new conceptualization of the California Current that functions across temporal and spatial scales, captures the diverse relationships that typify SESs, and highlights the need for interdisciplinary science. The development of this conceptualization reveals how our understanding of the place and role of people in the ecosystem changed over the course of the history of the California Current IEA. This conceptual model is adaptive and serves to ensure that interdisciplinarity will now be the standard for the California Current IEA and, perhaps, beyond.

Using Conceptual Models and Qualitative Network Models to Advance Integrative Assessments of Marine Ecosystems

ABSTRACT The complexity of ecosystem-based management (EBM) of natural resources has given rise to research frameworks such as integrated ecosystem assessments (IEA) that pull together large amounts of diverse information from physical, ecological, and social domains. Conceptual models are valuable tools for assimilating and simplifying this information to convey our understanding of ecosystem structure and functioning. Qualitative network models (QNMs) may allow us to conduct dynamic simulations of conceptual models to explore natural–social relationships, compare management strategies, and identify tradeoffs. We used previously developed QNM methods to perform simulations based on conceptual models of the California Current ecosystems pelagic communities and related human activities and values. Assumptions about community structure and trophic interactions influenced the outcomes of the QNMs. In simulations where we applied unfavorable environmental conditions for production of salmon (Oncorhynchus spp.), intensive management actions only modestly mitigated declines experienced by salmon, but strongly constrained human activities. Moreover, the management actions had little effect on a human wellbeing attribute, sense of place. Sense of place was most strongly affected by a relatively small subset of all possible pair-wise interactions, although the relative influence of individual pair-wise interactions on sense of place grew more uniform as management actions were added, making it more difficult to trace effective management actions via specific mechanistic pathways. Future work will explore the importance of changing conceptual models and QNMs to represent management questions at finer spatial and temporal scales, and also examine finer representation of key ecological and social components.

“Sense of Place”: Human Wellbeing Considerations for Ecological Restoration in Puget Sound

ABSTRACT Sense of place is increasingly recognized as key to human wellbeing in social-ecological systems. Yet there is limited understanding about how to define and evaluate it for restoration. Here, we examine the connections between sense of place and human wellbeing for Puget Sound in the context of ecological restoration for shellfish harvesting and other shoreline activities. Using a mixed-methods approach, including semi-structured interviews and participatory workshops with tribal and non-tribal residents, we examined sense of place in two regions of Puget Sound. Empirical results show that peoples senses of place are multi-dimensional and derived from: (1) activities in the near-shore; (2) cultural practices and familial heritage; (3) sensory and emotional experiences; and (4) the maintenance and strengthening of social connections. We also found that three conditions play important roles in enabling and fostering place attachment: access, knowledge, and ecological integrity. Improved understanding of a practice-based sense of place is key to creating and enacting successful, resident-supported restoration activities.

Evaluating indicators of human well-being for ecosystem-based management

ABSTRACT Introduction: Interrelated social and ecological challenges demand an understanding of how environmental change and management decisions affect human well-being. This paper outlines a framework for measuring human well-being for ecosystem-based management (EBM). We present a prototype that can be adapted and developed for various scales and contexts. Scientists and managers use indicators to assess status and trends in integrated ecosystem assessments (IEAs). To improve the social science rigor and success of EBM, we developed a systematic and transparent approach for evaluating indicators of human well-being for an IEA. Methods: Our process is based on a comprehensive conceptualization of human well-being, a scalable analysis of management priorities, and a set of indicator screening criteria tailored to the needs of EBM. We tested our approach by evaluating more than 2000 existing social indicators related to ocean and coastal management of the US West Coast. We focused on two foundational attributes of human well-being: resource access and self-determination. Outcomes and Discussion: Our results suggest that existing indicators and data are limited in their ability to reflect linkages between environmental change and human well-being, and extremely limited in their ability to assess social equity and justice. We reveal a critical need for new social indicators tailored to answer environmental questions and new data that are disaggregated by social variables to measure equity. In both, we stress the importance of collaborating with the people whose well-being is to be assessed. Conclusion: Our framework is designed to encourage governments and communities to carefully assess the complex tradeoffs inherent in environmental decision-making.
