Extension 3.0: Managing Agricultural Knowledge Systems in the Network Age

This article develops the idea of “Extension 3.0” as an approach to agricultural extension that capitalizes on the network structure of local agricultural knowledge systems. Over the last century, agricultural knowledge systems have evolved into networks of widely distributed actors with a diversity of specializations and expertise. Agricultural extension programs need to manage these networks in ways that maximize the synergy between experiential, technical, and social learning. Using empirical research from California farmers, we highlight the structure of these networks within and across contexts, and the importance of boundary-spanning relationships. We provide some initial recommendations about actions needed to realize the goal of Extension 3.0, which is to deliver relevant agricultural knowledge to the right people, at the right time and place.

Farmer's intended and actual adoption of climate change mitigation and adaptation strategies

A growing body of work aims to understand the impacts of climate change on agriculture as well as farmer’s perceptions of climate change and their likeliness to adopt adapting and mitigating behaviors. Despite this, little work has considered how intention to adopt differs from actual adoption of climate change practices in agriculture. Applying the Theory of Planned Behavior we aim to assess whether different factors affect intended versus actual adoption of climate behaviors among farmers in New Zealand. Data were collected through mixed methods (37 interviews and a telephone survey of 490 farmers) in two regions of New Zealand 2010–2012. Through multiple regression models we test hypotheses related to the Theory of Planned Behavior around the role of attitudes, subjective norms, and perceived capacity in affecting intended and actual adoption. Results suggest that there are different drivers of intended and actual adoption of climate change practices. Climate change attitudes and belief is only associated with intended not actual adoption. We find no evidence that subjective norms (climate change policy support) significantly influence either intention or actual adoption. Only perceived capacity and self-efficacy were important predictors of both intended and actual adoption. These results suggest a disconnect between intended and actual behavior change and that using data about intention as a guiding factor for program and policy design may not be prudent. Furthermore, fostering perceived capacity and self-efficacy for individuals may be crucial for encouraging both intended and actual adoption of climate adapting and mitigating behaviors.

Farmers and Climate Change: A Cross-National Comparison of Beliefs and Risk Perceptions in High-Income Countries

Climate change has serious implications for the agricultural industry—both in terms of the need to adapt to a changing climate and to modify practices to mitigate for the impacts of climate change. In high-income countries where farming tends to be very intensive and large scale, it is important to understand farmers’ beliefs and concerns about climate change in order to develop appropriate policies and communication strategies. Looking across six study sites—Scotland, Midwestern United States, California, Australia, and two locations in New Zealand—this paper finds that over half of farmers in each location believe that climate change is occurring. However, there is a wide range of beliefs regarding the anthropogenic nature of climate change; only in Australia do a majority of farmers believe that climate change is anthropogenic. In all locations, a majority of farmers believe that climate change is not a threat to local agriculture. The different policy contexts and existing impacts from climate change are discussed as possible reasons for the variation in beliefs. This study compared varying surveys from the different locations and concludes that survey research on farmers and climate change in diverse locations should strive to include common questions to facilitate comparisons.

Relationship between food waste, diet quality, and environmental sustainability.

Improving diet quality while simultaneously reducing environmental impact is a critical focus globally. Metrics linking diet quality and sustainability have typically focused on a limited suite of indicators, and have not included food waste. To address this important research gap, we examine the relationship between food waste, diet quality, nutrient waste, and multiple measures of sustainability: use of cropland, irrigation water, pesticides, and fertilizers. Data on food intake, food waste, and application rates of agricultural amendments were collected from diverse US government sources. Diet quality was assessed using the Healthy Eating Index-2015. A biophysical simulation model was used to estimate the amount of cropland associated with wasted food. This analysis finds that US consumers wasted 422g of food per person daily, with 30 million acres of cropland used to produce this food every year. This accounts for 30% of daily calories available for consumption, one-quarter of daily food (by weight) available for consumption, and 7% of annual cropland acreage. Higher quality diets were associated with greater amounts of food waste and greater amounts of wasted irrigation water and pesticides, but less cropland waste. This is largely due to fruits and vegetables, which are health-promoting and require small amounts of cropland, but require substantial amounts of agricultural inputs. These results suggest that simultaneous efforts to improve diet quality and reduce food waste are necessary. Increasing consumers’ knowledge about how to prepare and store fruits and vegetables will be one of the practical solutions to reducing food waste.

Farm service agency employee intentions to use weather and climate data in professional services

Agricultural service providers often work closely with producers, and are well positioned to include weather and climate change information in the services they provide. By doing so, they can help producers reduce risks due to climate variability and change. A national survey of United States Department of Agriculture Farm Service Agency (FSA) field staff ( n = 4621) was conducted in 2016. The survey was designed to assess FSA employees’ use of climate and weather-related data and explore their perspectives on climate change, attitudes toward adaptation and concerns regarding climate- and weather-driven risks. Two structural equation models were developed to explore relationships between these factors, and to predict respondents’ willingness to integrate climate and weather data into their professional services in the future. The two models were compared with assess the relative influence of respondents’ current use of weather and climate information. Findings suggest that respondents’ perceptions of weather-related risk in combination with their personal observations of weather variability help predict whether an individual intends to use weather and climate information in the future. Importantly, climate change belief is not a significant predictor of this intention; however, the belief that producers will have to adapt to climate change in order to remain viable is. Surprisingly, whether or not an individual currently uses weather and climate information is not a good predictor of whether they intend to in the future. This suggests that there are opportunities to increase employee exposure and proficiency with weather and climate information to meet the needs of American farmers by helping them to reduce risk.

Climate change mitigation beyond agriculture: a review of food system opportunities and implications

A large body of research has explored opportunities to mitigate climate change in agricultural systems; however, less research has explored opportunities across the food system. Here we expand the existing research with a review of potential mitigation opportunities across the entire food system, including in pre-production, production, processing, transport, consumption and loss and waste. We detail and synthesize recent research on the topic, and explore the applicability of different climate mitigation strategies in varying country contexts with different economic and agricultural systems. Further, we highlight some potential adaptation co-benefits of food system mitigation strategies and explore the potential implications of such strategies on food systems as a whole. We suggest that a food systems research approach is greatly needed to capture such potential synergies, and highlight key areas of additional research including a greater focus on low- and middle-income countries in particular. We conclude by discussing the policy and finance opportunities needed to advance mitigation strategies in food systems.

A cross-country analysis of climate shocks and smallholder food insecurity

Future climate changes will affect smallholder farmers in the developing world, posing threats to household food security. Nevertheless, there remains limited comparable evidence across multiple countries and regions regarding the global extent of climate shocks affecting smallholder food security. We examine data from 5,299 household surveys across 15 countries in Latin America, Africa and South Asia to assess the extent of climate shocks and their association with food insecurity, as well as what strategies may help buffer against climate shocks. We find that 71% of households reported experiencing a climate shock in the previous five years. Fifty-four percent reported experiencing food insecurity during one or more months annually. A multilevel statistical model estimated factors correlated with food insecurity as well as factors correlated with food insecurity among households that had experienced a climate shock. Households that reported experiencing a climate shock were 1.73 times more likely to be food insecure. As well, larger and poorer households were associated with higher odds of food insecurity while using pesticides, keeping large livestock, and being more educated are associated with lower odds of food insecurity. Among households that had experienced a climate shock, additional factors are correlated with lower odds of food insecurity when compared to otherwise similar households: use of fertilizers, pesticides, veterinary medicines, large livestock, and household assets. Together, these results demonstrate the extent of existing climate shocks affecting smallholder farmers and how interventions may potentially support adaptation and reduce food insecurity.

Ecological and economic benefits of integrating sheep into viticulture production

The integration of crop and livestock systems has been recognized for its potential to reduce the environmental impacts associated with agriculture and improve farmer livelihoods. However, to date, most research has focused on the integration of cattle into crop and pasture systems. Here, we examine the integration of sheep into vineyards and assess farmers’ perceived benefits and costs of the practice. Viticulture expansion has led to significant land use change in recent years and new environmental challenges, particularly with respect to herbicide use. Sheep integration into vineyards offers the potential to utilize the synergies of both systems to reduce external inputs, promote soil health, and increase farmer profit. Our study focuses in New Zealand, the world’s 15th largest wine producer, particularly in Marlborough, which produces 75% of the country’s wine. As a result, the case study is an excellent representation of New Zealand viticulture, while also providing unique insights into a novel practice. Using a semi-structured interview and survey, we interviewed fifteen farmers representing 5% of total New Zealand wine production to examine ecological and economic benefits of sheep integration in viticulture systems. We find that seasonal integration of sheep during vine dormancy is common, while integration during the growing season is rare. Overall, farmers perceive significantly more benefits than challenges with the integration of sheep into vineyards, particularly reduced mowing (100% of farmers) and herbicide use (66% of farmers).
